♪ >> live from the cbs broadcast center in philadelphia this is cbs3 "eyewitness news". it's damp and dreary and down right chilly out there on this saturday night. people are bundled up a bit as they walk down broad street. good evening i'm natasha brown. thanks so much for joining us. we do need the rain we're hoping to salvage our weekend with some sun. meteorologist lauren casey so joins us to tell fuss we'll see the sun on sunday at least. >> where is it? >> it disappeared. >> disappeared. you can't even see the city from the skyline right now in center

city philadelphia taking a live look right now. sky scrapers gone under this fog loom for days now. temperature 63 degrees. winds out of the northeast around 8 miles per hour. temperatures in the 60s but of course with the conditions it feels so much cooler visibilities reduced in philadelphia down to 2 miles an allentown, less than 2 miles in atlantic city right now. storm scan3 showings showing us we continue to deal with pockets of light rainfall moving across the area towards the lehigh valley and poconos areas of drizzle as well all a tributed to this area of low pressure in the upper levels of the atmosphere positioned over the midwest right now you see that counter clockwise circulation just been hanging out here since midweek last week and of course receiving copious amounts of rainfall at the end of the work week. harbeson delaware 14-inches of rain since wednesday. allentown 5-inches. close to four in wildwood and close to two philadelphia. with the city drizzle temperatures struggled today.

only topped in the middle 60s in philadelphia. we'll have warmer temperatures and maybe even some peeks of sunshine tomorrow we'll talk about that plus the latest on matthew coming up in just a few minutes. >> lauren, thank you. a jolly trolley bus carrying wedding guests overturns in dewey beach, delaware, injuring a dozen or so people on board. now, this accident happened on southbound route 1 around 4:30 p.m. police say the 76-year-old driver was pulling the trolley with a van when the trolley began to sway and it overturned. the injuries are not life threatening. a total of 22 people were on that trolley. the cause of the accident is still under investigation. also tonight new information in the new jersey transit train crash investigation. today the ntsb revealed there were no problems with signals at the hoboken station. the train slammed into the station on thursday. a woman on the platform was killed by debris and more than 100 people were injured. investigators are working to recover an event data recorder

that would have access to the train's forward facing camera. they have already recovered a second event recorder. >> as soon as the site is safe, the ntsb will retrieve the other event recorder from the lead cab car as well as the forward facing imagery corter. once the ntsb has a successful download, investigators will use that information to validate speed. >> u.s. government official says the federal railroad administration had investigated new jersey transit and found dozens of safety violations months before thursday's crash. the rail agency was also fined. vice-president biden an emergency workers from all around the country came to wilmington today tendon add memorial service for two city firefighters killed in the line of duty. families of the only multi firefighter lost in wilmington history vice-president joe biden had the task of offering the kind of healing words that his delawareans have come to expect from him but he knew better. >> jill and i know from personal experience there's not a dam thing we can say. >> lieutenant leach died last saturday after a floor collapsed during a row home fire on lake view road. senior firefighter jerry fickes was one of those who rushed to train save him. >> served the fire department with dedication and valor. rest in peace, my brothers. >> both men were killed that saturday and on this day were promoted leach to captain and fickes to lieutenant. >> both lieutenant fickes badge and captain leach's badge are here by retired from service. >> reporter: 41-year-old now captain leach began with the fire department in 2002. >> there was no joy in his life greater than being a father. >> reporter: 51-year-old now

lieutenant fickes started serving wilmington in 2003. he leaves behind two boys. >> you guys the rest of your life you'll have a tough decision. you're going to be asking yourself, what would dad do? i promise you that. i promise you that. the same with you girls. what would dad do? >> firefighters from throughout the tri-state region volunteered to man local fire stations so those first responders were free to attend the memorial. reporting in wilmington, alexandra hoff cbs3 "eyewitness news". >> two injured firefighters are still recovering at crozer burn center. arson investigators say woman who lived in the house set the fire. also tonight honoring fallen officers and firefighters in south philly. philadelphia police highway patrol motorcycle drill team performed in hero thrill show in

the parking lot at the wells fargo center. for the first time ever, 10 grand marshals all of them injured in the line of duty took part in this year's show. proceeds from the event helped children of fallen office and firefighters with their college tuition. and ride sharing services again in legal limbo here in philadelphia. temporary deal to allow uber and lyft to operate has expired. "eyewitness news" reporter trang dough is live at 30th street station with more on what this means now for drivers and for customers. tray? >> reporter: good evening, ride sharing drivers could face hefty fines haven't their cars impounded if the ppa decides to enforce this and despite this news today we saw many uber drivers on the job here at 30th street station. by picking up at philadelphia, your uber x or lyft driver is now breaking the law. >> i was actually about to take an uber right now. definitely really shocked. >> reporter: in july the

philadelphia parking authority and uber came to temporary agreement allowing ride sharing services. tax benefiting city schools. it was only good through september 30th. >> working hard and doing my shift. >> this driver doesn't want the agreement extended until uber x and lyft drivers are required to undergo the same checks and pricey licensing as taxi and limousine drivers like himself. >> you have to be equal. go back and check the ppa they have to do it. if i pay like inspection also i have to do inspection every year to my car. they have to do the same thing. >> reporter: uber is encouraging its drivers to continue to work while it waits for the ppa to approve an extension for for the state legislature to pass a more permanent lucien. >> in the meantime you'll continue to operate? >> as long as i can. >> reporter: one uber x driver who did not want to be identified would be more than willing to through the same requirements as taxi drivers in order to legally operate in

philly. >> what is the situation and what direction are they moving in? i understand, like, the cabbies or the medallion or some type of identification just let us know. >> reporter: the house is inspected to consider ride sharing legislation when lawmakers return to session on october 17th. for now live from 30th street station, i'm trang do, cbs3 "eyewitness news". >> thank you, trang. tonight philadelphia orchestra concert meantime was canceled as musicians picketed again outside of the kimmel sent. the orchestra walked out on what was supposed to be opening night yesterday. tomorrow's concert is canceled as well. but the philadelphia orchestra musicians audience appreciation concert will go on as planned on tuesday. the american federation of musicians walk off the job after last minute talks to reach a deal broke down. we are now just 37 days away

from election day, and the presidential candidates are gearing up to return to our area. donald trump is campaigning in lancaster, pennsylvania, tonight as election day draws closer. hillary clinton will be in philadelphia on tuesday and running mate tim kaine visits the city on wednesday. this comes as the department of homeland security urging state officials to stop hackers from impacting the vote. at a rally of thousands of supporters saturday night in lancaster donald trump brought attention to leak recordings of hillary clinton speaking about young voters at a february fundraiser. >> a new audio tape shows her demeaning and mocking bernie sanders and all of his supporters. >> in the recording clinton sympathizes with young voters frustrations but also says -- >> some of you knew to politics completely and living in their parents basements. >> friday clinton called out trump for early morning twitter chant against the former miss

universe. >> it proves yet again that is temperamentally unfit to be president and commander in chief. >> with voters heading to the polls in 37 days, homeland security secretary jay johnson revealed that hackers have gained access to some state voting systems and have taken steps to potential al tack many others. johnson said 21 states have turned to his department for help. they have not found evidence of any manipulation of voting information. clinton returned to the trail on monday in ohio. trump will be in colorado. >> well the new york times leaked a copy of trump's 1995 tax return today. it shows he claimed a $916 million loss allowing him to avoid paying income tax for up to 18 years. a rescue worker in tears as he cradles an infant in his ar arms. this little girl here was found alive in the rubble of a bombed out building in 0y we'll show you more of this emotional video coming up next.

plus a monster storm is brewing in the caribbean. we'll have the latest on hurricane matthew. lauren? >> certainly did close off september on a wet and dreary note but some sunshine is in the forecast. i'll let you know when that to expect that in your full forecast coming up. >> and straight ahead in sports ryan howard gave the phillies fans another reason to smile but was it enough to stop the mets from clinching a play off spot.

>> dramatic rescue. a one month old baby girl pulled from the rubble of a collapsed building in syria. a paramedic cried as he treated the little baby's head injuries on the way to the hospital. eyewitnesses say the building was hit by one of several air strikes carried out by syrian government forces. authorities say 11 people including seven children died during these attacks. all eyes are on the tropics where hurricane matthew a s meandering across the caribbean right now. take a birds eye view of this massive storm. it's now a category four matthew that vet then to category five storm yesterday. making it the strongest hurricane in the atlantic since felix back in '07, right, laur lauren. >> correct. incredible. strengthened from tropical storm to category five in 36 hours. >> wow. i know you got your eye thon. >> absolute. >> the sun hopefully for us. >> got my eye on the sun. haven't seen it. >> okay. >> i know it's there. >> maybe a glimmer tomorrow?

>> glimmer tomorrow. >> we'll take anything. >> we'll take anything at this point. we have had cloud cover, the fog, the drizzle, the rain and storm scan3 showing us pretty consistent conditions right now. pat cheer areas of light rainfall moving across the area. seeing a little bit of shower activity right now. upper montgomery, bucks county up into the lehigh valley and poconos. with these showers light intensity continuing to move northbound. temperatures right now are cool. 63 degrees in philadelphia. our high was 64 today. 59 in allentown. 52 in the poconos and mid 60s down the shore. keeping us cool that cloud cover and also on shore wind flow. winds out of the east for period of several days and we have had several days of breezy conditions along the coast and winds still gusting upwards of 30 miles an hour rehoboth beach, atlantic city add to go dreary and chilly feel and overnight tonight only falling back to 61 degrees in the city. cloudy, foggy, spotty light showers but some slow improvement for our sunday. warmer up to 74 degrees.

clouds to start. fog and then i think some of that fog breaks down and we'll actually see breaks of sunshine but we'll still have chance of passing shower throughout our sunday future weather showing us the story for overnight tonight. patchy areas of light rain even into tomorrow morning. as we head into tomorrow afternoon, still a chance of a passing shower but notice breaks of sunshine coming through and then as we head into tomorrow night still a chance of isolated shower but as we head into the monday start off with low clouds and fog. but then mostly sunny sky will take over as we head into monday afternoon. we're just talking about matthew becoming a category five hurricane yesterday. the first in the atlantic basin in the last nine years to impact cuba, gentleman may carbs haiti as we head into monday and tuesday. up to 12 feet of storm surge potentially. 40-inches of rainfall and over 100-mile per hour winds just devastation likely with this storm. as it continues to move its way northbound. it was stationary as of the last advisory moving to the north northwest at 7 miles an hour. still a major hurricane as it

moves up to the us coastline and it does bear watching as we head into the end of next week and the start of next weekend model projections taking matthew up along the us coastline and making a close brush something we'll have to watch very closely but for tomorrow, just watching for some sunshine breaking down as we head into the afternoon. still a chance of a passing shower but a warmer day. high temperatures in the middle 70s. down the shore we'll climb up to 70 degrees in allentown and middle 60s in the poconos. 50s today. for our monday starting off with that fog in the morning but mostly sunny in the afternoon. tuesday 71 degrees a bit cooler on the back side avenue back door cold front. lower humidity on wednesday at 70. thursday looks like a pretty nice day. before we head into friday more clouds and then saturday and sunday keeping a close eye on what matthew will be up at that point. >> okay. thank you so much lauren. we appreciate that. leslie has sports highlights. >> talking baseball. phillies season almost over. how did ryan howard feel about

>> phillies wrapping things up. >> that's right. soon there won't be any more baseball. phillies season comes to an end tomorrow against the mets. most likely be ryan howard's final game with the phillies. against the mets the big piece gave the fans a reason to cheer. to the fifth inning of the game phillies down two-zero. line ryan at the plate. two run homer to right. 25th of the season. and 182nd of his career. the game is tied. curtain call for the fans much schuster on the mound. the pitch was out the moment he hit it.

get back to work on monday. how would you grade the eagles performance so far? well i spoke with the voice of the eagles merrell reece for his thoughts. >> by week break down. grade the team for us. >> you can fire away. >> offense. >> offense, you have to start with the quarterback. and this quarterback has been a plus. to see quarterback perform at his level and then realize that he's a rookie who played less than one half of a pre-season game is in a word remarkable. overall, if i'm looking at the offense, we are talking a. >> now, defense. >> the defense has been remarkable. they have a ferocious front li line. the linebackers are working out extremely well. the safeties, well, malcolm
