authority under fire, a top pennsylvania official says he plans to inn votes gate in the wake of a sexual harassment scandal involving p pa's executive director. good evening i'm jessica dean. aim nicole brewer in for ukee washington. pennsylvania is launching an audit of the parking authority's policies on how it handles sexual harassment and discrimination in the work place. >> "eyewitness news" reporter joe holden has been following this story every step of the waste and he is live in center city with these details, joe. >> reporter: jessica and nicole, good evening, auditor general wants to know where all of the money is going, money from tickets, parking meters, it also is the parking authority of philadelphia, now a sexual harassment scandal, he says is traction to tig deep into the operations of the ppa. under the microscope the philadelphia parking authority will now be forced to open its books, pennsylvania auditor general pulled no punches in describing why.

>> thalgation of pushing sexual harassment claims under the carpet is completely unacceptable. it is just outrageous. >> reporter: last week vince fenerty the p pa's executive director resigned after an internal investigation revealed he sexually harassed at least two female employees. board was hours away from firing him when he submit aid letter of resignation. it was the answer to this question by cbs-3 that signalled the parking authority was open to a review, by the state's financial watch dog. >> will they invite the auditor general here to look at the books. >> the books are opened. i mean they are audited every year by an outside firm, yes. >> reporter: martin also confirmed to cbs-3 that an attorney for the authority in 2006 did tell the board about a sexual harassment complaint made against fenerty. the authority was preparing then to offer the victim a $150,000 settlement but she declined it.

it is unclear why the authority allowed fenerty to remain in the job and that just last year fenerty was again accused of sexually harassing an employee. >> there is talk on this city that this board is tone deaf, how do you you respond to that. >> they weren't tone deaf. they were going to fire mr. fenerty when they were a maid aware of the second allegation. they are not tone deaf. >> reporter: spokesmen for philadelphia parking authority also tells cw. three that they will fully cooperate with the auditor general, just a reminder, vincent fenerty is collecting his pension that is $150,000 a year. he has not responded to a request for comment from cbs-3. live from center city, joe holden for cbs-3 "eyewitness news". black lives matter protesters interrupt a news conference today demanding accountability in last week's police involved shooting. the mayor and philadelphia police department unveiled the city's first plug in police cars today. each police district is

getting one for use for community relations. now as a question/answer session got underway two protesters one with the mega phone stepped forward to criticize how police handled a stabbing suspect in cobbs creek. police fired more than 100 shots as they took that suspect down. >> the residents who live in that community, children who are put at risk, when police officers decide that they were going to take down a sus peck and shot 109 bullets. >> i recognize concerns as relative to the number of shots taken and we are investigate to go get to the bottom of it. it is a tragedy all the way and. >> protesters promised to follow-up. mayor and protesters shook hand as they parted. philadelphia police have identified a 13 year-old girl who they say posted scary clown threats on social media against several philadelphia schools. police say that girl told them that the posting were a prank

and that she had no intention of harming people. the clown posts forced philadelphia school district and archdiocese to increase police presence. >> it is not something that is laughing matter. it is not a game in terms of the manpower we are using with all of our resources, it is very serious in terms of the time, dedicated to other real activity, in terms of the real crimes that are occurring within our city. >> police are consulting with the district attorney's office to determine if charges are appropriate for that 13 year-old. trial for a south jersey father charged with killing his young son has been delayed until january 9th. david creato junior's trial was to begin today, however, judge delayed it to allow a defense additional time to gather expert testimony. creato, who has pleaded not guilty is charged with killing his three-year old son brand an. that little boy's body was found near his westmont home in october of last year, authorities say the child had become an impediment to creato's relationship with his girl friend.

sentencing of former pennsylvania congressman chaka fattah is on hold this week. lawyers are appealing fattah's bribery conviction in the wake of the pivotal supreme court ruling. fattah's attorney say high court narrowed definition of the bribery and in overturning former virginia governor bob mcdonald's conviction days after fattah's conviction in june. they argued fattah accepted gifts out of friendship and did not perform any political favors in return. a new sentence date has not been set. after pulling trains from the tracks tonight septa says it is back to a normal schedule but you some commuters are still frustrated. "eyewitness news" reporter anita oh is live at jefferson station with what septa is saying tonight, anita? >> reporter: that is right, septa officials say they have lost nearly eight million-dollar in revenue in the past several months, and as they work to get back all of their railcars they are facing roadblocks. >> just get back to normal. i can continue to get to work.

a huge white oak tree in new jersey is hundreds of years old and now measures as the largest, in the state. as it turns out there is much more to this tree then just the tree located in the city of salem. the old oak has been a sight to see in rural, new jersey. our cleve bryan paid a visit to check it out. >> well, we love it and so does the town. >> reporter: salem new jersey is a tree with the history as rich and old, in fact, much older then our nation. tradition maintains, 1675, quaker john fenwick founded salem when he signed a treat which native americans under this oak tree that tree has never been broken.

now a big shift, west ward in the models meaning the you had east coast is in play for hurricane hit, mainly off to the south of our air contract but what we have to watch is what that storm does once it moves by to our south. north carolina all the way down to florida these are areas that should start preparing now thanks to the western shift. for us we are still about five days maybe even six days out from potential impacts with this system. you get a high degree of uncertainty into that time frame. it is still just a watch and see scenario. we have a couple different scenarios we are tossing around right now and right now a 50/50 shot at direct impact verse minimal impact. we will get in that more in a moment. luckily it is quiet weather. that allows to us focus more on tracking impacts of hat you. we have scattered showers rotating through the area right now and while they are few and far between they are slow moving. this one right here zooming in on over northern cape may county south near woodbine it has a flood advisory with it.

slow moving shower and it has heavy burst of rainfall and producing, some receipt i heavy rain. flood advisory in cape may county. we have had a few scattered showers berks county, lehigh valley. you can see these showers impacting the north east and that means more cloud, again tomorrow and another chance for showers as back door cold front moves through. if you saw sun today it was beautiful. gonna way again thomas cloud hoff back in. with the sunshine we will warm up to the 70's. seventy-three still here in philadelphia. thirty-seven wilmington. seventy-two in millville. let's head down to the tropics and talk about matthew. this is on everybody's mine. a very long lasting, major hurricane, still a category four. you can see eye starting to move north/north east. this could be catastrophic for haiti where some spots could pick up 40 inches of rain from this system. the category four hurricane is moving north at 7 miles an hour. here's latest track. thread need will and that will keep it strong. we expect this to be a major hurricane over bohamas late

wednesday and thursday. it is helping south east companies, florida and carolinas could headache a land fall, along the coast of north carolina even as a category hurricane or very least hug the coast. what toss it do beyond that. it is all, we all have to watch players on the field. big blocking high off the coast. we have a strong jet stream and trough moving from the west this could pick up the storm and allow to it hug the coast or if this comes through later the storm is slower it could head out to sea and we will get minimal impact. we have equal chances of that. so what to expect. matthew's impact is very early. depend on the timing and interest category action with that front. 50 percent chance heavy rain, win this weekend. i think 50 percent chance that the worst stays off shore but i'm continuing to track this the entire eyewitness team is, on the job and keep you posted as things evolve. the caribbean, florida, carolinas should be on high alert then we will see what happens from there impact would be this weekend so rest of the week looks good, just

good news and bad news. let's start with the bad. nigel bradham has been arrested, the 27 year-old bradham was a at miami international airport when x-ray machine detect a loaded handgun in his backpack. bradham told workers he forgot the weapon was this his bag and shed his permit to carry. officials say it was clear there was no criminal intent but he was booked, charged with a second degree misdemeanor and released on bond. this is his second arrest since july, the eagles say they have been in touch with him and the authorities, and they have no further comment, at this time. now it is time for good news, tightened zach ertz practiced today and expect toss play sunday in detroit. ertz is coming back from a displaced rib which he suffered in week one against cleveland. happy to be back on the field. >> it is tough not being out there with your guys, your brothers, you work so hard but at the end of the day it was only two games. i missed same amount last
