ukee washington. right now storm's outer band are felt on florida's atlantic coast. president obama has declared a federal state's mergecy for florida, that clears the way for federal aid. now millions, have evacuated in coastal area of the southeastern u.s. and many others plan to ride out this powerful storm in shelters. weal go to meteorologist kate bilo for very latest, for the storm's track, kate. >> now this storm is looking very, very strong and may strengthening as it moves over the warmer waters of the gulf stream as it approaches east coast of florida. we have another hurricane, hurricane nicole. nicole is expect to slowly start to stay out to sea and me ander in about a circle. it will not impact you had at least not any time soon but matthew obviously will. matthew is looking very strong, well organized, here's the eye, heading toward grand bohamas where it will make a land fall on the eastern, western part of the island. northeast part of the eye wall with the strongest wind and threat for tornadoes

approaching that area right now and eastern florida is next. tonight into tomorrow morning. so again, there is that eye, moving over the western part of the grand bohamas island. it is now jogging due west, headed for the coast of florida. it will become on the northwest trajectory throughout overnight hours and into tonight. latest stats on matthew still a category four very powerful, very dangerous hurricane, wind at 140 miles an hour centered around that eye wall. those wind they are feeling in grand bohamas island right now. central pressure at 938 millibars. it may make land fall or at least brush along the coast if it does not make it on land. this is right through tonight and into the first part of tomorrow. downgrades to a category three. the it will hug the coast of georgia, south caroline, slowly weakening and watch as it makes this loop, much of north carolina will see heavy rain rather then wind damage. this could loop around and impact florida again as a weakening tropical storm as we

head into next week. biggest impact is storm surge, wind damage and heavy flooding rains. up to 10 inches have rain possible. you can see hurricane warnings from miami all the way up through coastal south carolina mandatory evacuations have been ordered, coming up weal talk about more of the impacts of the storm surge and rain that this area could see, and weal talk about our region as well, rain this weekend, possibly, into directly impact by hurricane matthew. weal tell you about that coming up. jessica, back to you. well, volunteers from our area, about florida to help in the aftermath of matthew. "eyewitness news" reporter joe holden is live, with more on that, joe. >> reporter: good evening, as kate elaborated this is a serious situation. in fact, officials in florida, georgia, south caroline air calling all of this has led to a historic evacuation. so, as millions flee, the red cross is heading in, ready to step in, when matthew is all said and done.

heading to the danger zone volunteers from pennsylvania, leave philadelphia's red cross headquarters, and hurricane matthew gained steam on florida. land fall is forecast to be just hours out. >> we expect to see a wall of water, we expect to see torrential rains. >> reporter: denise and robert, will drive down in what the red cross called the emergency response vehicle. they have been keeping an eye on the forecast, that has continued to worsen. >> i think it will not be good. it is really coming up, really hit that area. they will see storm surge 9 feet. >> reporter: red cross officials and scores of volunteers will drop anchor in south carolina until the storm passes. only then will a full comprehension of the damage be known and volunteers like the van nest will be deployed to where help is needed most. their mission to taxi food from place to place, and they expect to be on the ground for possibly three weeks. >> is there always someone that will need help down there. so they will find us.

>> as you might imagine red cross is not alone. cbs-3 is told that peco is getting set to head down in the morning. they will have a crew of 50 people, and 35 trucks, to help, with the expected power restoration. live this evening in center city, joe holden for cbs-3 "eyewitness news". >> weal wish them a safe trip, thanks very much. scott pelley will have very latest from florida azamat you takes aim at u.s. he will anchor live from west palm beach tonight at 6:30 on the "cbs evening news" right after we sign off. a philadelphia judge ordered ride sharing services uber x and lyft to seized operations in philadelphia. that order was handed down today, stems from a lawsuit filed by taxi work's lines of philadelphia. the judge's order says that the companies could be held in contempt of court if they continue to operate here in philadelphia, which both are continuing to do. a tell rare i permit that allowed the companies to operate was issued in july before the democratic national convention.

it expired at the end of september. in a statement uber says this order makes it more clear that the clock has run out for harris burning to pass a comprehensive ride sharing bill. we are calling upon leaders in the house to put ride sharing to a vote, as soon as possible. the new jersey transit train that crashed into hoboken's terminal last week was going twice the 10-mile per hour speed limit at that moment of impact. federal investigators released a new details today. they also say that the the train sped up 38 seconds before that crash and the engineer hit the emergency brake less than a second before impact. engineer told investigators he has no memory of the crash that killed one person, and injured more than 100 others. some workers who earned their living in the city of philadelphia are getting a raise. city council updated wage ordinance and "eyewitness news" reporter alexandria hoff is live at city hall to explain, alex? >> reporter: well, this will impact thousands of security,

day clouds from matthew stay well to the south but as this front starts to work its way in you can see that moisture for matthew could get along the coast. 8:00 o'clock saturday morning, rain is back to the west but we will start the day with cloud cover as we pick up some rain, best threat for that will be 6:00 o'clock saturday. on this view it looks like matthew will get pulled up the coast. it will circle will down toward south east coast. saturday afternoon and evening our best shot for rain, then we will clear that front out and sunday looks different. lets go through sometime period on matthew. this is matthew as you head into overnight at 4:00 o'clock tomorrow morning, very, very close to the coast here just north of fort pierce and watch as it hugs the coast. we could make land fall somewhere around melbourne area and part of the eye goes on shore. could possibly make several land falls and stay off shore, but heavier rain to the north of that storm and this is 12, 18 hours of it moving along the florida coast. this is 7:00 o'clock tomorrow night.

then it starts to hug coast of georgia and south carolina, heavy rain saturday morning to the north around charleston. heavy rain saturday evening in north carolina and that will wrap back around. as far as rain is concerned these numbers are staggering over 10 inches for west palm beach, melbourne 6.73. jacksonville 7.86. along the coast storm surge and wind damage, core of matthew's winds could reach 125, 125 miles an hour. that could cause significant, wind damage destruction along flat coastline. mandatory evacuationness place, 100 plus mile an hour wind and 11-foot storm surge possible and estimated 9.6 million people, could lose power, and overnight, mainly clear, quiet for us, definitely a whole lot different up in our neck of the woods with that storm staying to the south. so your seven day forecast just had some rain on saturday especially in the afternoon and evening, sunday 67, cooler, breezy, pleasant, monday and tuesday looking good and monday and tuesday nice, nights in the 40's, we may even have frost in the
