officials say workers were paid thousands for overtime, they never work. "eyewitness news" reporter joe holden is live from center city with more on this, joe. >> good evening. controller's office launched this investigation months ago after overtime payments in the city's department soared and performance in that same office, dipped, in the end, it was the taxpayers that took the hit. >> it was this video investigators say blew lid off why tens of thousands of pieces of philadelphia city mall weren't processed. it has been described mail room mayhem. >> time sheets were a complete farce when we compared them to video surveillance. >> reporter: in other word ten workers in the mail center were often not at work, alleged in this report by city controller that the supervisor and other employees, build for $10,000 in fraudulent overtime and other times they were excessively late. investigators rigged a surveillance system and recorded video for eight weeks starting in december 2015. every move we're told was

documented. >> they were milking the system for cash they had in right too. >> reporter: it is your cash, taxpayers fund this operation that is talked away in the hall room near suburban station. we went looking for answers. do you have any comment about the. >> reporter: report we were told supervisor was not around but our message would be passed around. biggest hit in all this was to those waiting for mail from the city, it was found not enough people were working, their full shift, to process it. >> people were getting penalties for late notices, traffic court hearings and other court hearings, they were not even informed, they weren't getting their refund, they weren't getting their bills. >> reporter: we are told both supervisor and mail worker resigned when investigators began poking around. city is working to recover that lost money. city officials had to say the kenney administration has been credited by controller's office for improving controls in the mail center, and that includes installing a permanent surveillance system and appointing a new manager.
