largely depend on the unseen. today inspectors from the health department did tour the school, and council woman walker says that she and the district agreed that whether or not the school will remain opened will depend on their findings. reporting from wilmington, alexandria hoff for cbs-3 "eyewitness news". parents are concerned after hearing about the death of the 17 year-old inside a residential facility for children with behavioral health issues. it happened at what hadworth a contacted hi in wynfield heights. last night according to philadelphia detectives the teenager tried barricading himself in his room. while restraining him, staff put him in a head lock. the teen hit his head and died 9:30 thursday night. one parent who didn't want to give her name told cbs-3 that the children here sometimes to need to be restrained. >> my son has mental health issues since he was five. this is the best one. >> i think this might have just been, you know, a fluke accident but still unacceptable. >> reporter: philadelphia police say homicide unit is

still investigating and no charges have been filed. >> philadelphia police say a 18 year-old driver was hurrying to the hospital to see if injured father when he ran a red light and crash on roosevelt boulevard overnight. police say the driver's father had just been robbed and assaulted on a food delivery job and was at temple. authorities say that the teen ran a red light at north front street and was hit by a suv. his two teenage passengers died, one was his brother, 19 year-old, and a brother was a 17 year-old friend, maggie lynn geloff, driver suffered minor facial injuries. five two-year old homeless woman is facing charges tonight, tina marie, stabbed a man to death and set fire to his home on east church lane. and robert lynch, was inside, by philadelphia police,. in campaign 2016 a new day, new allegations. two more women came forward to say donald trump sexually assaulted and groped them. somer, a former contestant on

have full coverage and reaction, on "eyewitness news" at 11:00. new jersey governor chris christie has signed legislation, hiking the state's gas tax by 23 cents, to help pay for transportation projects. the gas tax, goes from 14.5 cents per gallon to 37 and a half cents per gallon effective november 1st. this is the first time since 1988 that new jersey's gas tax has been raised. the legislation, includes customer sales and estate taxes. turning to weather and we're hoping for a beautiful fall weekend. meteorologist lauren casey is outside on the skies deck to tell us is up, lauren. >> reporter: beautiful end to the workweek, sunshine, nice dry, crisp air but starting to get chilly. i was out here an hour ago basking in the fall sunshine and now sunnies setting 15 minutes away from official sunset so pack along that jacket if you are hitting the town this evening. temperatures in philadelphia still at 63 degrees or 61 down the shore.

burlington city is tighting plan by u.s. army core of engineers to use an island in the delaware river as a dump site. >> as new jersey reporter cleve bryan explains the city has environmental concerns. >> now off limits to visitors historians say burlington island was part of the new jersey's first settlement and home to the bustling amusement park with the largest roller coaster. board of island management wants to redevelop the island for educational and recreational purposes but there is a problem. some of the 400-acre island belongs to the state of new jersey and army core of engineers plans to clear cut 40 acres of their land to dump dredge spoils. it would be horrible. not only for the project that the island board has land, but
