it's official. when gas prices will take a big jump. but first. >> it wasn't supposed to happen. >> heartache, beyond words. friends and family are devastated after two teenagers are killed in a crash on roosevelt boulevard. police say the driver was rushing to the hospital to see his father and ran a red light. i'm yukee washington.

>> and i'm nicole brewer in for jessica dean. natasha? >> reporter: here behind me the memorial has been growing throughout the night as friends and family members try to come to grips with two young lives lost. a somber gathering at the scene of where two young lives were lost. >> it wasn't supposed to happen. >> reporter: police say the 18-year-old driver of a hyundai sonata was rushes to the hospital to see his father when he ran a red light on roosevelt boulevard causing a crash that left his 19-year-old brother and his 16-year-old friend dead. maggie died at the scene. the driver's brother later died at the hospital. the force of the impact with an suv sent the car with the teenagers crashing into this light pole. >> very difficult to handle and process. >> reporter: friends and loved ones returned to the scene of

the deadly accident describing two teens who were full of life, lives cut far too short. >> he was a really good friend. really close. he was always there for everybody. it breaks my heart. he's gone now. >> she always made the family laugh. she had that bright, beautiful orange hair and a gorgeous smile. and any time she walked in the room, she always lit it up. >> reporter: two families are now left grieving in what investigators began as a son trying to get to the hospital to see his father who had been robbed and beaten at gunpoint trying to deliver food just 45 minutes before the deadly crash. such a tragic series of events leading up to this deadly crash. meantime the 18-year-old driver's identity has not not been released. he did suffer some minor injuries as did the 55-year-old

female driver of the suv. investigation is continuing into the crash as well as the robbery. we're live in olney tonight. >> philadelphia police are investigating the death of a teenager after a student died at a residential treatment facility for juveniles with behavioral health issues. detectives say a 17-year-old tried barricading himself in his room. staff put him in a head like while restraining him and he hit his head and died. >> i'm taking him home right now. i'm going to decide over the weekend whether i'm going keep him in the program or not. >> philadelphia police say the homicide unit is still investigating. no chargings have been filed. >> 24 days until election day and tonight two more women are accusing donald trump of inappropriate sexual behavior. a former contestant on "the

apprentice" shared her story today. she says trump kissed and groped her at the beverly hills hilton. trump brought his female supporters on stage with him at a rally tonight he says his accusers are not telling the truth. >> as you have seen, i am a victim of one the great political smear campaigns in the history of our country. they are coming after me to try and destroy what is considered by even them the greatest movement in the history of our country. >> reporter: also today another many woman told the "the washington post" trump reached up her skirt in the 1990s. hillary clinton rallied campaign workers at her seattle office tonight. the democratic nominee told them the race has been so unpredictable and to work hard to get supporters out to vote. clinton called the latest allegations and the entire trump controversy heartbreaking.

>> i take no satisfaction in what is happening on the other side with my opponent. it hurts our country, it hurts our democracy. it sends terrible messages. >> reporter: meanwhile wikileaks released a new batch of e-mails from the account of clinton's campaign chairman. in one an official advised clinton to apologize. new research reveals this election is stressing americans out. so maybe you feel your anxiety rising at times. still ahead, i talked to an expert about how to keep your cool and calm during the final weeks of this presidential race. >> new jersey governor chris christie has signed legislation hiking the state's gas tax by $0.23 to help pay for transportation projects. it goes from 14.5 cents per gallon to 37.5 cents per gallon starting november 1st. this is the first time since

1988 that the gas tax is best raised. concerns are growing tonight over the air quality at a wilmington elementary school. pull as ski elementary is open to students right now aside from three rooms that are closed off. air combalt issues came to light in august. records show that mold was located and cleaning did take place but that the issue was not entirely resolved and some say the issue extends beyond mold. >> the thought is that it's isolated but it seems to be a problem throughout the school. so there's a problem with mice, there's a problem with maggots, there's a problem with mildew, mold and termites. >> these photos display some of what the councilwoman is talking about. she has been critical of the matter since it came to her attention. today inspectors from the health department toured the school. she and the district have agreed whether or not the school will

remain open will depend on their findings. >> a piece of royal real estate has finally sold after about four months on the market. as eyewitness news reporter david spunt tells us the home was the birthplace of grace kelly and reportedly the buyers are her royal family in monaco. >> i don't know why if somehow an undiscovered gem. >> reporter: christina is proud of her neighborhood and says the home next door makes things even better. it happens to be the childhood home of hollywood star turned princess of monaco, grace kelly. >> i remember when i was a little girl reading about grace kelly, i would never have expected i would be living next to her house. >> reporter: she moved next door to the famous home in 1994. >> it's a beautiful house. >> reporter: grace's father jen kelly senior built home in 1929. the family lived here until the early 1970s and 40 years later

they're coming home. it's taken 40 years because of what christina admits were dark times. the previous owner was cited for hoarding cats. animal control had to get involved. >> we didn't see the cats. in the summer when it was hot you could sometimes smell the stench outside, actually. it was that bad. >> reporter: she recently has been in touch with members of the late princess's family and is overjoyed they now own the house. the last listed price $750,000. final plans for the home have not been announced. >> tonight the attention of the entire world is focused on monaco. >> reporter: grace kelly died in a car accident in 1982. she was just 52 years old. as construction begins in the coming months, christina believes grace kelly will watch over the project with firm approval. >> i'm sure her father would have been just thrilled that it still is part of the family.

from 24 hour news channels to social media, we can't seem to escape the drama that's playing out in this year's election and it's stressing a lot of people out. >> a new survey shows more than half of americans say the race for president is a source of stress. so how do you keep it from affecting you? >> it's just awfully good that someone with the temp meant of donald trump is not in charge of the law in our country. >> because you would be in jail. >> reporter: when you think of this election season. >> it's almost like a war. >> it's been really devicive.

that really just want to elect a leader that will work bipartisanly. >> reporter: how can we deal with the stress of politics. >> there are mindfulness practices where people can breathe out fear and breathe in peace. >> breathe in all the peace. >> that's some good peace right there. >> breathe it all in. the apa also released a list of coping mechanisms which include limiting your consumption of politics, avoiding discussions where there's potential for conflict and channelling your concerns into civic engagement and if all else fails there's always adult coloring books. >> sthen you have the stress of staying between the lines. can't win. the faa is banning all galaxy note 7s from all u.s. flights. this ban comes after samsung

already in mount pocono, we're down into the 40s down the shore as well. we have the clear skies and the calm winds and that allows for radiational cooling and also great conditions for the frost formation. the first frost of the season for many. frost advisory in effect until 9:00 in the morning tomorrow. a large portion of south jersey watching out for temperatures falling off into the 30s. cover up those plants, bring them in because forecast lows overnight falling back into the 30s for most of us. back to 43 degrees in philadelphia so a chilly start for the continuation tomorrow, 67 degrees sunday looking great as well, mostly sunny with some late day clouds and an even warmer high temperature at 72 degrees. quiet conditions, crystal clear

skies up towards the poconos dealing with high level cloud cover streaming in. those clouds will dissipate as we move out west we had two water spouts turn tornadoes in coastal towns in oregon so extremely rare. one of those rated an ef-2. still dealing with weather in this area due to the remnants of a typhoon. hard to believe crazy weather there. here nice and quiet, high pressure in control as we head into our saturday. we climb into the low 70s as we head into 70. mostly sunny conditions with a few clouds and a few more clouds into monday. clans of a passing shower but altogether a pretty dry day. overnight tonight, mostly clear areas of forecast falling back to 43 degrees and tomorrow a beautiful day in store. nice all across the region tomorrow we top in the upper 50s in the poconos, low 60s down the shore with bright sunshine.

we take clear skies into tomorrow night as well so good viewing for the super moon. a harvest moon what we call our full moon in the month of october. the super moon appears 7% larger and 30% brighter than your average full moon. you may have already noticed that tonight. what is the definition? when the moon orbits the earth it orbits in a proximity below 224,000 miles of distance. so pretty sciency there for you as we head into next week there's a chance of a passing shower on monday. we're up to 78 degrees by tuesday. that's about 10 degrees above our average. sunshine returns on wednesday with some record warmth, 80 degrees. would tie the record high temperature in philly. >> talking a little ice? >> the flyers getting back to business tonight. starting their season in los angeles and the eagles getting ready for
