live from the cbs center in philadelphia this is cbs-3 "eyewitness news" this morning. cars slamming into a police car. why suspect took off in the fist players. >> in fact, i feel like putting more signs up. this is not going to intimidate us. >> homes vandalized, neighbors of a pennsylvania senator had to clean up after finding their homes tagged. the reason the vandals may have made a mistake when picking the homes. >> looks like ride sharing services like ooh letter get the green light in philadelphia. the major hurdle bill just cleared, the crucial place some of the revenue will go. today is tuesday being october 25th, good morning, i'm jim donovan. >> i'm rahel solomon. fares look outside. this is a look now from broad street.

center city. you will definitely want to grab the jacket this morning, because it is chilly, and katie will have more on the forecast, but first, let's get you started with a check of the roads with meisha. >> good morning, guys, we had big accident that happened actually last night, overturned tractor-trailer caring cattle, has things closed down in delaware. all of that coming up in just a moment. >> roads are dry, how much, that won't be anything that changes any time soon. looking ahead to quiet weather, chilly weather but quiet weather at least. still breezy outside. we start things off by looking even beyond today toward tonight. at midnight tonight a freeze warning goes into effect, now, we have a loft other pretty colors going on here in the dark, sort of royal purple, your freeze warning, majority of the delaware valley, more urban communities like philadelphia county, delco, even eastern or rather lower bucks, then eastern montgomery counties as well as cape may county, central southern delaware, frost advisories in the sort of blue you see there. everyone likely to see at least some sort of frost or freeze. that's again, tonight, into

tomorrow morning. but, for now, there is already a chill in the air. now, storm scan, pretty quiet. do still have however breeze in effect, and that's actually one of the reasons that you're not going to see any frost or freeze develop here this morning. you need a light winds for that to take place. however, looking at the area temperatures, they are little cooler than they were in same time yesterday. down into the mid or upper four's most locations, few outline ers like mount pocono, it is colder, wildwood, at least milder. meanwhile north of the city most of you recording 40's at this hour. now, looking forward in the forecast, it is a beautiful looking day. the thing is you just have to bundle up adequately when walking out the door. nice all it be cool day unfolding here. plenty of sunshine, still breezy, but again, about to get a lot colder later on tonight. meisha? >> yep, the winter is coming. all right, katie, thank you so much. and i pull your attention to the video i was talking about up at the desk. video of accident that happened like i said around 9:30 p.m. last night. in new castle county, delaware, so the ramp from

route 141 southbound 295 north was closed down, overturned tractor-trailer, you can see it there, pulled all the way off to it side, caring cows. the driver of the overturned tractor-trailer was not injured. the cows, some of them were absolutely injured. the ramp however now is reopened. so that's all cleared. just showing you picture of what happened last night, letting now he might be little slow moving around there this morning, just heads up on that, we will keep an eye on there is make sure to let you know if anything comes up from t right now it looks good and looks clear. vine closed overnight for the construction between schuylkill and broad. both moving in the westbound and eastbound side. you are still closed. i'll let you know as soon as that reopens, jim, rahel, back to you. >> thank you, following breaking news early this morning. two police officers are being checked out at a hospital and two suspect in custody after police chase in fernrock. the suspect took off after a traffic stop and hit the officer's unmark car. they were arrested on the 6,000 block of warn okay street.

it is not clear what prompted that traffic stop. >> meanwhile, gunfire sends two people to the hospital over night in north philadelphia. police responded to the call on the 3500 block of north 11 street just before 11:30 last night. they found a 41 year old male, shot in the abdomen, and a man in his late 20's, shot in the chest. police do not believe this is random. >> now, we're not sure of the motive at this time. but we believe both of the victims new each other. they were inside of the first floor apartment, which is the 41 year old victim's apartment, we believe, the shooting took place inside of that property. >> now, both men are in stable condition. >> pennsylvania state police are investigating after a pair of homes were vandalize in the lehigh county with anti-gop messages. both houses sit directly across the street from us senator pat toomey's home in vie ons ville. authorities say the vandals struck over the weekends. one of the homes had signs in the front yard for this year's

election, senator toomey had this to say about the vandalism. >> there is no place for that kind of language. i was obviously extremely distressed and disappointed that our neighbors and friends would be subjected to something like that. >> the first thing i said to my kids after it happened, we're not taking the signs down, in fact, i feel like putting more signs up, because this is not going to intimidate us. >> the family says they're unsure whether they were the intended targets or if the vandals meant to attack the senator's home. >> katie mcginty, toomey's opponent, released a statement saying in part this act of vandalism is unacceptable. i hope law enforcement can quickly check out this matter. >> the debate produced by 6abc in philadelphia was held at temple university's performing arts center. candidate answered questions on a host of topic, including, the economy, reproductive rights, and the fight against isis. but when asked whether or not he would support donald trump

as his party's nominee, he gave this answer. >> i don't think my constituent care, how i voight. they'll make their decision all across the commonwealth, whom they will support. i think they care much more about whether i've got policies that will help grow this economy, whether i have policies to help keep us safe, that's the contrast on which they will make their decision. >> toomey accused mcginty of being blindly owe beat yen to her party's nominee, hillary clinton, mcginty was quick to deny that claim. >> there are some issues i disagree with secretary clinton on, for example, i agree it was wrong to set up guantanamo bay. we know that that has been a tool that's been used against us terrorists as general petraeus and others have said. >> latest polls show the race is in a statistical dead heat. >> it always come down to there is the fate of uber and lyft in philadelphia will be in governor wore's this morning as a billheads to his desk. the pennsylvania senate

approved senate that allows ride sharing companies to operate anywhere in pennsylvania. governor wolf has promised to sign the bill, the governor also said two thirds of revenue from ride sharing in philadelphia will go toward the school district. >> well, former pennsylvania attorney general, kathleen kane, is out on bail. while her lawyers r appeal her perjury conviction. kane left court in handicuffs yesterday after a judge certain tensed her to ten to 23 months in jail. in august, jury convicted kane for leaking secret grand jury information, then lying about it under oath. she posted $75,000 cash bail hours later. once she was out, kane discovered a ticket on her car for a parking violation. >> four teens under arrest after series of violent attacks on temple university student and police. one in one incident, surveillance issue mob beating three temple students, carlisle street, another group assaulted and robbed people cecil b. moore avenue.

student say they only received vagal letter about juveniles on campus some two hours after the first attack. >> it wasn't exaggerated at all. it was under exaggerated honestly, they could have done a better job at informing the student. it was one of those situations that no one could predict. we wounds outer on the side of caution, learn, then try to, you know, improve as we go along. >> one teen punched a police force in the face. another through a temple police officer to the ground. >> police investigating after they say a man stole a car with a baby inside in the city's mayfair section. they tell us a woman got out of her nissan altima at frankford avenue and hellerman street around 9:00 to use the atm. that's when a man jumped in the car and took off with her six year old inside. police say the suspect stopped a few blocks away, once he realized there was child in the car. he ran off with the woman's wallet, but the child was in the hurt. >> this morning septa police looking for this man, they say he stole a camera at the cecil b. moore steaks on the broad street line.

this all happened back on october 8th, on the southbound platform. the septa police chief says that the cameras return by 5:00 tomorrow, no charges will be filed. >> well, this morning, neighbors in philadelphia's rittenhouse section are working to make the area safer. community meeting took place it community it, this is while a man was shot while trying to break up a robbery. >> pricy premiums you might be paying more for your health insurance soon. >> dramatic increase some people will see on their healthcare bills, when the hikes will kick in. >> and uprooted. some strange moments, when officers in maine take a tree into custody. the crime police say the man committed, and what he may have been doing out

amazingly the two boys survive. police responds to call from a woman saying cheyenne her husband had been fighting and that he ran off with her children threatening to hurt them. police located the man's vehicle on i287 in passaic county. the man pronounced dead at the scene, but his sons ages two, four, survived. boys were taken to the hospital and are expected to be okay. >> well two, weeks from today, vote letters head to the polls to cast their ballots. both hillary clinton and donald trump are making their final appeals for votes. >> on the democratic side, vice president biden campaigning on clinton's behalf today in pittsburgh, clinton herself and donald trump are campaigning in florida. trump was also in floured yesterday. he's trailing clinton by three-point there. that's according to a new cbs battleground tracker pole. yesterday donald trump once again blamed the media for being behind in the polls. >> the media is entitled, con descending, and even con temperature us of the people who don't share their issues.

technically milder than they will be, the breeze to sort of level the playing field. even things out. we dent have any frost or freeze expected to develop out there this morning. tonight, how much, different story, we will get to. storm scan still nice and quiet. high pressure continues to be the running theme. and, yep, it is cold enough to make up some snow here across portions every new england. got took far north for it. and to maine, even atlantic canada. regardless it is that time of year. it is when upstart to see the mixing take place, still little too warm here, but eventually going to see not just a frost or freeze develop, that's later on tonight, but then eventually more rain in our forecast with our next system. talk little more in detail about the frost than freeze, some see frost, some freeze, regardless, frost advisory for the more usual andized community, philadelphia, cape may county, southern delaware, little more typically milder conditions. but it is midnight tonight into 9:00 a.m. tomorrow morning. same goes for the freeze

westbound side, just now opening. eastbound side, is still closed. you can see the squad car off in the distance, so westbound again on the vine open eastbound side, still waiting on you. and heads up, talcony palmyra bridge is opening right around now. should be lifting any time soon. for those every you just headed out, if you live close by here, you probably will be impacted. it is still down right now, but any minute now that's going up. heads up on. that will construction in new jersey on 295. 295 southbound between route 45 and reppaupo until 6:00 a.m. lingering for just little bit. northeast extension northbound between mid-county and quakertown right lane blocked. and then northeast extension northbound between lansdale and lehigh valley left lane is block there, so you have the right lane block here, left lane block there. rahel, back to you. >> meisha, thank if you. halloween is right around the corner. meisha, here is something that you haven't had to report. take a look. that's a man dressed as a tree, in portland, maine, man was arrested and charged with obstructing traffic.
