>> reporter: jessica and ukee in both cases police have good surveillance video to go on, and, the investigators rather identified the suspect in that union league theft. surveillance video captured acts of vaned limbs and theft in two philadelphia institutions. first happened just a after 3:00 a.m. monday at union league. police say 50 year-old reginald phillips ripped a 6-foot section of practices railing from the iconic staircase in front of the building and than ran off of it. >> that piece of metal was sold at one of the scrap yard. from a that they developed more information that led them to this individual that we took a photo of today. >> reporter: while police search for phillips they are on the the look out for several people who crash a red 2016 toyota a rav floor in front of the boyds just before 4:00 tuesday morning. >> we are looking at six or seven individual that you see that toyota pull up first and make a, half u turn backing in the store. >> reporter: video shows several people coming out of the silver 2012 mercedes s350

and come out with some $50,000 in stolen merchandise. police say that red rav4 should have significant back end damage. if you know whereabouts of phillips or any of the men seen in the surveillance video police want to hear from you. for now we are live from police headquarters i'm trang do for cbs-3 "eyewitness news". another crime caught on surveillance video and this one a man was caught on camera taking a watch from display case at perfect time jewelry store, at third and south last friday. they started 45 minutes browsing but when workers became occupied with other customers he swiped the watch, if you recognize that suspect call the police. police need your help in solving this crime, also caught on surveillance camera police say suspect entered 55th street deli market in west philadelphia and grabbed an employee around the neck and then assaulted him with a gun. the suspect took an unthone amount of money from the register and ran away. call police if you have any

information. strike deadline looms next week emergency contract talks continue between septa and members of the transport workers union. the members of the twu are set to walk off the job on monday night. a move that could effect transportation of more than 800,000 people a day. union represents almost 5,000 bus, trolley and subway workers. two side remain farrah part on several issues, including health care, and pensions, we spoke with septa this afternoon. >> we're thinking that if people work with their employers now, they could advance an how to get to and from their current locations, and, at that point that is going to help a great deal. >> reporter: septa put out a service interruption guide on its web site. our joe holden will have more on the labor talks and possible strike tonight on "eyewitness news" at 6:00. rain is on the the way and some of us could see a little bit of snow. meteorologist kate bilo live outside on the cbs-3 sky deck to tell us when wet weather will arrive.

trial. the defense rested after more questions of bridget kelly a former top aid to governor christie. she testified that the governor may have known about the lane closures near the bridge well before they were put into effect. christie has not been charged and said he only found about the closures weeks after they happened. kelly and former port authority executive bill baroni are facing charge helps in this scandal. fire fighters pulled a woman from her burning chester county home but he did not make it. the flames swept through a home on the 1300 block of south birmingham home in birmingham township. authorities say that fire fighters found six five-year old bonnie lynn hall unresponsive on the first floor just after 11:00 last night. fire fighters were forced to bring in water tankers who get that fire under control while investigation is ongoing, authorities say that the fire is not being considered, suspicious. authorities are investigating the cause of this two alarm fire in hatboro, montgomery county. chopper three over the scene on the west county line road, fire fighters responded to a call for a fire in the the

roof around 11:30 this morning. it was placed under control, and. six residents are recovering from smoke inhalation after a fire at the bentley senior living community, on route 130 in pennsauken. fortunately none of the cases are considered life threatening. it doesens were forced out of the building around 8:00 this morning and they are back inside, right now. investigators are trying to figure out what sparked that tire. we have a few auto recalls to tell but now. first up, subaru is recalling more than 100,000 of its top selling models because of the problem with the air pump that could make it over heat and possibly catch fire. the affected vehicles are 2007 to 2009 legacy and out back, 2008 and 20140 impressa, and forrester. ford is also recalling, more than 400,000 older suv to fix

fuel leaks h this recall covers certain 2010 to 2012 ford escape and 2010 to on 2011 mercury mariner with three leather flex fuel engine. fuel supply part can crack and leak gasoline, that can cause a fire. also, toyota is recalling, more cars, over to cat the a air bags. this effects another 5.8 million toyota's worldwide. these air bags have been known to explode, and spray shrapnel and the problem is linked to 11 deaths, in the united states, and hundreds of injuries all around the world. this latest recall brings the total number of affect toyota vehicles to more than 23 million. lets look at the forecast with kate. you have been looking at the some rain, some lower temperatures in spots. >> yes. >> it was cold this morning. >> yes. >> many spots were in the the 20's, this morning, a very, very frosty start and now we're tracking rain. thing you have to worry about when we have cold temperature and then rain coming in on the cold is freezing rain. >> here we go. >> and ice and snow. >> it looks like one part of

twenty-seven in allentown. the mount holly got down to 29. wilmington and atlantic city both sub freezing this morning. so a hard freeze for many spots and that is why there is no freeze warning again tonight because we have talk bit is mainly for plants. agricultural thing. once you have a hard freeze you don't get any more freeze warnings. we could still have one for philadelphia as we have not dropped below philadelphia here in freezing. you can see rain starting to sneak into portions of western pennsylvania, there is some snow back across michigan. this is the storm that is moving into tomorrow, and bringing the risk for wet weather but even in the morning, 3:00 a.m. you can see this will start as snow, possibly freezing rain for pocono area. first half of the the day from really north and lehigh valley on south is dry, cloudy but pretty dry but in the afternoon 3:00 p.m. here comes the rain. it will continue on and off right through tomorrow evening, right through tomorrow night, and right into about 3:00 a.m. before it pushes off the coast and friday we will clear out. as far as ice and freezing rain is concern, here's a look at our future ice amounts.

repay bonuses which in some cases amount todd more than 15,000 doll are. >> good afternoon. >> reporter: white house welcomed pentagon's decision to stop demanding soldiers pay back their bonuses. president obama warned defense officials not to nickel and dime service members. >> it promises made to our men, women in uniform, we should keep it. it certainly is view of the president. >> reporter: on wednesday defense secretary ash carter said while pentagon looks for a long term solution, it will postpone collection efforts, within the california national guard. >> today, i ordered a series of steps to ensure fair treatment for the california national guard soldiers, who may have received incentive bonuses and tuition insistence i am presently as a result of errors and some cases criminal behavior by other members of the california guard. >> reporter: those improper payments stem from overzealous recruiters trying to reach their enlistment goals. pentagon says as much as 6500

pennsylvania lawmakers are working on a temporary fix to a tax that casino pay to local communities. the last month the state supreme court struck down the mandate because it imposed a heavier burden on lower performing casinos. the new bill would use a different formula to create the same structure but only until may 1st. in the last fiscal year casinos paid out some 140 million-dollar to host communities. a citrus shortage is growing in florida, a tree killing bacteria is wiping out the state's famous orange grove, 90 percent are infect and orange production is plumetting. next years harvest could be one of the lowest on record. a tiny bug toys blame here, it carrying a disease
