"eyewitness news" reporter justin finch is live on the scene on welsh road, just continue, good morning. >> reporter: jim and rahel, good morning. police say there is reason to believe that the victims here that the shooter somehow knew each other. what they don't know is why that shooter opened fire and left that woman for dead. lets take you to video of the scene here overnight, it appears police say that those two victims and a third man met in the lot with the shooter.

shots rang out at 1:30 at joshua house apartments off 2600 block of welsh road just south of the boulevard. now in the the parking lot, eighth district police found a woman in her late 30's shot at least once in her chest and lying unconscious between two parked cars. they are calling her a jane do, she was pronounced dead here on the scene and second man with gunshot wound to his left arm and face somehow drove himself to nazareth hospital and due to speak with homicide detectives once stabilized. now in all police found a dozen spent shell casings, close were half by that woman likely inside say investigators that she was intended target. police are speaking with a second man who was with those victim and he was not hurt but speaking with homicide detectives. looking back live, we are seeing police remain here and we are told that several cars took gunfire as a result of the shooting. police also speaking with neighbors here who may have heard, seen or know those who

were involve. we do know shooter did get away but he is described as a man between 5-foot seven and 5-g 180-pound. police are also trying to figure out is why they were in this lot to begin with. rahel and jim, back to you. >> thanks very much, justin. also new a man is dead after being shot execution style, in west oak lane. police say they found him on the sidewalk, on the 6500 block of north 17th street just before 12:30. he was pronounced dead five minutes later. police believe victim was returning to his home on that treat the when shot. they know how surveillance video from neighbors will help them fine the shooter. philadelphia police have a suspect in custody whom they say stole a railing from the union league building in center city. police arrested 50 year-old reginald phillips who they say surveillance video from monday captured phillips ripping a 6-foot section of the the brass railing from the staircase causing the stairway to crumble. the union league estimates the damage at $100,000.
