>> we begin with breaking news this morning, septa on strike after weeks of negotiating the two sides are unable to reach an agreement. workers walk off the job, and on to the picket lines just after midnight. today is tuesday, november 1st, good morning, i'm jim donovan. >> i'm rahel solomon. walk out affect hundreds every thousands of riders including tens every thousands looking to get to school. jan carabeo live at the sheridan hotel in center city where both sides were at the bargaining table until time ran out, jan, good morning, we under stand you just spoke a septa spokesperson? >> rahel, jim, no word this morning, how long this strike will last. now the union president has said he intended to stay at the negotiating table to hammer out an agreement last night. we just spoke to septa spokesperson, who tells us, no negotiations happened overnight. so it, does seem like these two sides are very far apart

on three main issues, we'll get to those in just a minute, first take a listen to the announcement that happened just few hours ago. >> unable to come to an agreement with septa so as of november 1 we're officially on strike. >> that was the union president for the transit workers union local 234 this tuesday morning. the unions roughly 5,000 work remembers now on strike. shutting down septa bus, trolley, subway service until further notice. the union president says members will not report for their shift today instead they'll show up to the picket lines, in that early morning press conference, the union says the two sides are far apart on many point, including pension, healthcare benefits as well as work rules, local 234 and septa had been negotiating through the weekends, it continued yesterday, but now the 900,000 ride a day septa trolley, subways, buses usually provide have come to a halt. >> we couldn't come it an agreement on certain things, simple things, as far as

bathroom breaks, lunchtime operators, scheduling, on the or fatigue, things that far sort. we couldn't come to any kind of agreement. we'll strike as of right now. >> we ask our riders continue making plans for travel, alternatives to prepare themselves for the possibility of a significant service disruption. >> now, mayor jim kenney very concerned. he is asking who can work flexible hours to do just that, again there is tuesday morning commute is shaping up to be very tough with the septa strike. both the mayor and the governor also urging both sides to go to the negotiating table and hammer out an agreement as quickly as possible specially with election day just one week away. with every passing hour there is growing concern that this could impact voters turning out to the polls, of course, we'll keep you up-to-date on this story. for now live outside the sheridan in center city where the negotiations have been the

past few days. rahel, jim, back to you. >> thank you, see you soon. as jan just mentioned, the talks ended right at the deadline 12:01 this morning. >> on the phone right now we have septa spokeswoman, helter redfern, good morning. >> good morning. >> has there been any progress since midnight? >> there are no negotiations at this point. so no, all of the city service, city transit services are suspended. >> heather, we just heard from twu local president willie brown saying we're pretty far apart. overnight released a statement saying months of constructive, innovative proposals, management has refused to budget on key issues watch are the issues? >> i can't discuss any of the negotiations. >> well, heather the big concern here obviously is that not only for the commuters today in this week, but that the strike could go on into election day f that were to happen, would septa try and take any kind of legal action to get the union back on job? >> we are rid to go back to the table.

we're hoping attentive agreement will be reached before election day. if that does not happen we intends to seek to enjoin the strike for november 8th to be sure it does not interfere with election day. >> we just heard you say you can't discuss the issues as far as negotiating but a lot of people waking up this morning concerned watch advice does septa have for tens every thousands of people who rely on your services to get to work, school, even just to the doctors? >> we were really hopeful we wouldn't come to this point. but in case that we did, we released service schedule last week with alternate means for people. in the city of philadelphia, regional rail is the only thing that is operating and we have about 50 stations throughout the city. regional rail is already stretched to capacity, but that's the option for people who normally take a bus or trolley or one of our -- one of our broad street line or

>> good morning, guys, this will really cause a lot of problems for a lot of the commuters, doesn't matter what type of day. so i'll take you back a little bit from what septa was talking becomes kind of put this in point bullets to make this assisi as possible, of course bring you the latest information as soon as we get it. this is what we know right now. so what's not in service, take a look at this, the city buses, subway market frankford line, broad street, broad ridge spur lines, and trolley routes ten, 11, 13, 15, 34, 36. >> now, what is in service and make note of this, the regional rails, regional rails right now, is the only service in the city, that will be running, so regional rails, outside that far we have norristown high-speed line, suburban buses, trolley routes, 101, see connect, some of the ones that are in service but remember regional rails are the only running way of commuting inside the city. so some express trains on the regional rail lines making

and new this morning, three people are rushed to the hospital after fire tears through their northeast philly home. flames broke out just after midnight in a row home, the 3200 block of commonly road. firefighters did rescue a person trapped on the second floor. one person is in critical but stable condition. after suffering first and second agree burns, the other two people are stable. >> well, happening today, bill cosby is scheduled to appear in court for his pretrial hearing. the judge will hear arguments over what evidence should be allowed in cosby's upcoming sexual assault trial. prosecutors want to have 13 accusers testify to show a pattern of prior bad acts. cosby's lawyers want those women to take competency and memory tests, since some allegations date back to the 19 60s. >> well, that's it, it is all downhill from here. no more cheap gas prices in new jersey, the garden state's new gas tax officially kicks in at midnight. the price of gag jumps 23 cents per balloon, commuters rush out to the pumps to fill

attention to this, regional rails is the only run service in the city. septa strike hits, pull your attention to these, as well, you absolutely need to allow for extra time, you guys, carpool, taxi, other means of transportation, if you can, you certainly want to adjust your schedules if at all possible, talking about schools, work, appointments, any of the above, and also, p.m. train fares, they will be collected before boarding. so that's something that you also need to know. also, take a look at this, we were talking about regional rails, only running service in the city. in addition to this, norristown high-speed line, suburban buses, trolley routes 101, and 102, lucy, cct connect. i'm going to be tweeting all of this information out, as well, but the main one that i want you to focus on because this predominantly affecting us in the city regional rails, the only transportation in the city in terms of septa. government is open for business. no parking on broad street between spring garden and

south street. bus zones available, drop off and pick up locations and again this, all of this additional information that we're bringing to you is coming in as we get it. i'm going to bring it to you as soon as we do, also, tweeting out this information, as well, because this will stick, this is what you're going to need to know. free shuttles for city employees along broad street, market frankford lines, because already dealing with over-crowding certainly give yourself even additional time and also make sure to be checking your schedules and the septa website as often as possible. katie, yikes, this will be a very busy morning. >> yes, sounds like it, luckily the weather is not going to be any kind of issue for us here today. very much, very quiet. very typical day, as we start the new month of november here. you have got little bit of disturbance up across really over the canadian border, but through the great lakes region, don't worry about, that we will see few clouds rolling in as the day progresses but another warming trend on the way for us here as ridge builds in of high pressure, there is another cold front that comes along
