traffic is just congested, like, once you get into the center city area, it is the worse. >> drivers are also feeling the effect of the septa strike. local roads in and around center city are just jammed with bumper to bumper traffic. and, here's what traffic looks like right now, chopper three is live over north broad street in center city. looks like things are pretty much moving along for now. but, get to go work and school was complicated for many this morning, now we'll have to wait and see what the evening commute will bring. good afternoon, i'm jim donovan. >> i'm rahel solomon. we continue with live team three coverage of the septa strike. we begin with cleve bryan, live in spring garden, where traffic still looks pretty heavy, cleve? >> reporter: rahel, sanity has finally been restored here. but really just been in the last 20, 30 minutes, things are getting back to normal, simply put, the morning commute took until almost noon. we spoke to a lot of people as they were stacked up here, along 15th street, and spring garden. just bumper to bumper, someone

told us 20 minute normal drive took about an hour and a half. so, they were showing up for work, and to school late, and expecting to feel just mentally exhausted. >> like an hour behind schedule. >> how is that going to work snout. >> not good at all. >> reporter: already talk to work. >> yes, they already got a p.m. calls already, so i guess i was a million and one. >> it is crazy, man, i got to take my mom to work, my sister to work. it is really inconvenient, i got school. >> traffic really bad out here, and it is taking me like hours to get down to center city. >> so here's some tips on getting through the city until a strike is over. if you are taking regional rail, which is running, you should buy your tickets in advance, just bring a little less congestion there, be ready to wait on the concourse

septa failed to agree on new contract. our natasha brown live at the sheridan in center city where the talks broke down last night, natasha, what's the latest on negotiations? >> well, jim, we can tell you right now negotiations are resumed here at the sheridan behind me in center city philadelphia. this asthmas transit as you mention has come to screaching halt. with transportation workers union local 234 workers walking off the job at 12:01 promptly last night. or this morning. we take a look at video as buses went off duty, negotiations are continuing at this hour. again, trying to ends this strike, as quickly as possible, at issue here, pension, health benefits, with tensions being the strongest sticking point. "eyewitness news" has now learned that hourly employees really want the opportunity to crib fully into a personal pension plan, like supervisors are allowed to do, and that is the major hold-up at this point. >> we have economic issues as far as pensions, you have healthcare, you also have

pressure, look at the month ahead of november. temperatures do begin to decline this time of year. you trip i cannily through the course of each and every month have about a 10 degrees average, that you go through, every couple of days, you drop another degree or climb another degree on average. but, the average hyatt least today is 61. and it is pretty typical here today. when it comes to temperature readings, average high by the end of the month, though, only 50. so, we will eventually be getting cooler, cooler, obviously, and that's how cool it will get to. meanwhile, daylight saving time is scheduled to end, this sunday morning, at 2:00 in the morning, so again, you get the chance to enjoy the one extra hour of sleep, and one other sort of fun thing that will be going on this month is the south meteor, five to ten meteors per hour visible peaking between november 4th and 5th, couple of days away for that. meanwhile storm scan, nice and quiet, right now. again, there are few clouds, but will stay dry. that's wider zoom, really not much to track hearsay for what's going on across the canadian border, high pressure on our side, cold front
