morning, 34 year old man was shot twice, one in the chin, once in the chess. he was transported by police to temple university hospital, where he was pronounced dead. >> police have not made any arrests. >> two alarm fire in chester there is fire broke out at home in 2619 nolan street, no injuries in this fire, the cause remains under investigation. philadelphia mayor jim kenney vowing that philadelphia will remain a sanction too area city despite the wishes of president-elect trump. said i'll withhold funds, holding undocumented imigrants, in custody for non-violent crime. greg argos joins us to explain more, greg? >> ukee there is could be considered the first pitch between president-elect donald trump, and mayor jim kenney, and trump has not even taken office yet. but mayor kenney does admit he's not sure exactly what would happen if trump does decide to withdraw federal

funding from philadelphia. >> people are terrified. >> philadelphia differs latino population, concerned. >> people are horrified of the lively hood. people are terrified they'll lose their jobs, one terror made by one president-elect donald trump, who says, he's removing federal funding from cities, which do not cooperate with federal immigration officials, in holding undocumented immigrants, in custody, for non-violent crimes, they are known as sanction too area city and philly is one of them. >> what's your response to that? >> we'll see what happens, we'll see how it goes. >> mayor kenney said he's unsure what will happen if federal funding is cut, we'll see as time goes on after january what exactly happens. we'll adjust we'll deal with it when it comes. >> what are some of the possible adjustments? >> we don't know yet. >> advocates say federal cuts

>> well, today haddon township police release dash cam video from officer involved shooting. now, it happened during a traffic stop on alabama road near route 130 october 29th. the recording shows edmond brown driving off with the officer clinging to the driver side window. the vehicle slammed into a parked car and attempt topped run away from the officer. a struggle ensued. brown was shot. we'll show you what led to the traffic stop and the officer's reaction to the shooting

coming up on "eyewitness news" at 6:00. >> train derails in minnesota causing evacuations, multiple train cars came off the tracks, including at least one caring liquid petroleum gas, highly flammable, this happened in allendale, about 80 miles south of minneapolis, st. paul. residents within a 1 mile radius then had to be evacuated. none of the crew or citizens were injured. how the accident happened is now under investigation. it may only be november, but it is beginning to look a lot like christmas, at philadelphia's franklin square. >> the popular attraction just kick off its holiday festival, and vittoria woodill live with the new festivities chris -- visitors can expect this year. >> there is so much to do in particular see here at franklin square this year. that's right, everybody, live at franklin square, and it is the kick-off of their holiday festival to tell us more, well, first i should address what i'm wearing, right, aimy? >> i'm wearing electrical spectacles, to take in the

neighborhood network camera, this one at the palmyra cove nature park looking of course across the river toward the city skyline still tiny built of light left in the sky from sunset tonight. but, temperatures are dropping, the front we talked about yesterday strong cold front coming in, the front through now, seeing little snowfall across portions of new england, eastern canada western out of the north and west, boy will it be feeling chilly starting tonight, in fact, take a look what it feels like outside right now, still feeling okay, in philadelphia, 57 degrees, allentown feels like 50, mount pocono, that's where the cold has started to permiate. it is 29 degrees, on the windchill value right now, and it will feel even colder overnight, and into tomorrow morning. temperatures across the region when you wake up tomorrow, 26 degrees, in mount pocono, waking up to 29 in allentown, 28 in lancaster, 34 in philadelphia, and 32 degrees in wilmington, we do have frost advisory, and this does

include philadelphia now. the colds he is we've gotten has been upper 30's so far. we haven't had a killing frost in philadelphia, at least in the city proper, yet this year. but tonight, may change all of that, the colds he is night we've had this season, especially in the city, so the city down through delaware county, all of the state of delaware, and cape may county, all of the spots that have not gotten their first killing frost may get it tonight. that's from 3:00 a.m. until 8:00 a.m. sunny weekend on the way, but chilly, sunny, brisk tomorrow, high only 49 degrees. winds not quite as strong as today. but winds are still going to make it feel like maybe 42, 43 at the height of the afternoon. sunday warms up, high pressure continues to drift overhead back to the up ear's, back to normal, feeling like november again instead of december. machine day mostly sunny, 50's again, front approaching, to bring us more clouds late monday afternoon. overnight it is mainly clear, with the chilly breeze, temperatures down into the 30's, and 40's, across the region, in fact, i think we'll actually bottom out at 34 degrees tonight here in

philadelphia. tomorrow is a sunny, brisk day, at 49 degrees. right here we've got the lemon run for alex lemonade stands, kicks off sunday morning at the please touch museum, chilly, 39 degrees at the start of the run, eagles play in the afternoon, and it is perfect football weather. we have 58 degrees on sunday, and evening shower possible monday, otherwise, some sun, seasonable. just one day to give us little taste of what december is going to feel like, we're not quite ready for that, back to november sunday, into monday. >> here comes. all right, thanks, kate. appreciate t we are following some breaking news for you, chopper three live on the scene of a deadly hit-and-run accident in tabernacle burlington county. police tell "eyewitness news" a man in his 60s was riding his bike when he was struck by a vehicle that did not stop. the story continues to unfold over at chads worth and white horse roads, the search is underway for the hit-and-run vehicle, we'll of course be on top of this, updates, we'll bring them as soon as we can. >> colorful ventures popping

what is behind the change? "eyewitness news" continues now at 5:30, hello, i'm ukee washington. >> i'm jessica dean, president-elect donald trump spent most of the day working out of trump tower. he's setting up his administration, shaking things up, starting with making moves on his transition team. >> vice president elect mike pence is adding a new title to his growing list of duties, heading up the transition team. president-elect trump announced pence will lead the team that helps to fix who will join his new administration, chris christie had been leading the ever will remain as advice chair, along with doctor ben carson, newt gingrich, senator jess sessions and rudy guiliani. >> i can see already how he is going to be a great president, i'm glad i could play a small role. >> steve ban on arrived at trump office, the former head of right wing website, now in the running to become trump's chief of staff. as for his agenda, trump has been vague about his policies,

but blunt about the big ideas behind them. many of which clashed with president obama's signature initiative. trump promised woe repeal obamacare, and cancel the landmark agreement on global warming calling climate change a, quote, hoax. on friday, senate majority leader mitch mcconnell talked about the issues he and trump discussed in their meeting thursday. >> much of it reflected the positions that he took and many of us took prior to the election. >> trump will take the oath of office ten weeks from friday. and joining us now, from washington, to talk more about all of this, is the host of "face the nation", john dickerson. john, good to see you. i want to start with chris christie. many of our viewers live in new jersey, what is his demotion mean for the governor? >> well, it is curious,. >> we know about mike pence, a lot of republicans have been telling me that they hope he'll be the real conduit, official washington and the

president. one of the things that they'll need in that relationship is the feeling that mike pence actually speaks for donald trump, that he is -- that he has his ear, and that donald trump is not going to counter man him. so, it may very well be that donald trump wants somebody in that post that he's going to use in the administration to play a really strong role, and that was never going to be the kind of role that chris christie was going to play. so chris christie was kind of square taker for the transition effort, all of the things that needed to be done beforehand, but in terms of operationally, being a part of what this trump white house will try to do that he was just never going to play that role, as soon as feasible, donald trump switched out both christie and also switched in a lot of other people who are just closer to the operation of his campaign and closer to his -- >> so now we look to how president-elect trump will govern, and the team that he's going to put in place to help him govern. are there any signs you're seeing that can help us kind

of understand how he's going to govern yet, or does that remain to be seen, do you think? >> well, the selection of mike penned is interesting. i mean, it stands to reason, mike pence has the most experience there, the rumors that ryan previous is chairman of the national committee might be in line for chief of staff. there is also of course ceo of the campaign, the right wing website, two different roles hereof donald trump's, ban on was one of the architect and brains behind the successful campaign strategy. on the other hand, ryan prives knows how to deal with messy constituencies, having chairman of the republican party, he has to know how to handle competing interests, that's good talent when you are working in washington. >> no question. >> it will be interesting to see the choices. >> no question about that, john, we will see you sunday,
