donovan. >> i'm rahel solomon. sources tell "eyewitness news" the explosion was deliberate act. it is under investigation as possible hate crime. "eyewitness news" reporter greg argos is live at the scene of the blast, in center city with the latest developments, greg? >> the search is on for who ever built this device, placed at the home here at 18th and pine, designed to do exactly what it did, which is explode when the victim opened it, around 4:00 this morning. active scene at 18th street and pine, hours after explosive device detonated on the block of this normally quiet rittenhouse square neighborhood. >> the scene right now is in the kitchen. there is broken glass, damage to the range, where would you cook, there is some blood. >> rich art ross saying this is a targeted attack, ross saying it appears the bomber placed the package at the home sometime monday t did not go through the mail, but designed to look like it did.

>> definitely appears to be a deliberate intent to harm. it was address today a particular individual. >> that victim, man in his 60s, returned to jefferson hospital with injuries to his hands, head and chest. >> very fortunate that he wasn't more seriously harmed. >> right now inspectors with the us postal service as well as philadelphia police bomb squad technician, the bureau of alcohol, tobacco, firearms, and the fbi are investigating. trying to track down who ever built this dangerous device. i don't know if it was designed to kill. i don't know if it was powerful enough. but the bomb squad lieutenant said it was strong enough to possibly ignite a fire. so as a result, we find the person or persons responsible, in addition to the charges against him, we would probably charge recklessly endangering another person. >> and back here live, i can tell you, there are still many unanswered questions as you can imagine, right now, police still searching throughout the apartment. this block was evacuated earlier this morning, but

neighbors have been allowed back into their residence. police tell me they're searching for surveillance video, just heard from the atf, they are holding joint press conference at 2:00 this afternoon to update us on this investigation. we'll of course be there and provide you updates as soon as we get them. for now live here in center city, i'm greg argos, cbs-3, "eyewitness news". >> all right, greg, thank you. meantime philadelphia police officer is under arrest this noon for the shooting of his own son during a labor day argument. >> police officer, door even young, turned himself in today at 10:00 a.m. for his involvement in the september 5th, 2016 shooting of his son. it took place on the 2700 block of taught on street here in the city of philadelphia. >> prosecutors say the shooting took place after an argument over the family car. officer young's a 24 year veteran of the force, he now faces attempted murder, endangerment, and other charges. >> investigators are trying to figure out what caused this car fire in waterford, camden

county. dozens of forest fire personnel are on the scene. they say, 200 acres are burning with the fire only about 35% contained. there is no threat to homes right now, but windy conditions are making the fire difficult to fight. there are reportedly no injuries. philadelphia police are expected to release surveillance video later today as though help who lead them to driver involved in a deadly hit-and-run. friday's crash at 63rd and lansdowne in overbrook claimed the life of eight year old girl. police say they found jen eye a paul unconscious at the scene, about 3:00, pronounced dead 20 minutes later. investigators say the car may have been a silver nissan maxima, oral tim a. >> today federal authorities at the scene of tennessee school bus crash that killed five children. correspondent mark reporting investigators now say the bus driver may have caused the deadly wreck on purpose. >> tow truck hauled away the wreckage of the school bus that carried 35 whitmore

elementary school children, flipped over on its side, wrapped around a tree, killing one boy, and four girls. >> three in the fourth grade, one in kindergarten, and one that's in the first grade. >> a mother who lost one of her three children on the bus told cbs news, the driver asked the student if they were ready to die. moment bus of -- before the crash. >> my daughter said right before the bus flipped that he was speeding around the curve. >> police arrested the bus driver, 24 year old johnson e walker and charged him with five counts of vehicular homicide. >> just last week he told the kids to shut the f up. he got a hang over. >> for hours emergency crews worked to remove kids from the mangled debris. >> the most unnatural thing in the world is for a parent to mourn the loss of a child. there are no words that can bring comfort to a mother or a

father, and so today the city praying for these families. >> the bus had camera on board, which investigators obviously take a look at. mark straw man, cbs news, chattanooga, tennessee. >> back here at home, family of six left homeless after overnight fire ripped through their frankford home. everyone did get out safely, but investigators are trying to figure out what sparked the fire. "eyewitness news" reporter jan carabeo explains who helped the family escape, why the weather made things much worse. >> fanned by windy conditions. a garage fire in the 4800 block of mulberry street in frankford quickly grew tuesday morning. just feet away from flames and in danger of family of six. >> come down to get some water. i feel little fire. >> the homeowner did not want to be identified. but he's crediting philadelphia police for helping save his family. police tell "eyewitness news" four officers were in the area around 1:30, noticing the flames, and rushed inside to get the man's family out.

>> the cops helped me a lot. the cops, thank god, around here, see the fire, and he started running, i mean, thank god the cop is around here. >> his wife and four kids, including a one year old, escaped with their lives. meantime, as flames spread from the garage to their homes, there was growing concern neighboring homes could be next. >> some houses were evacuated just as a precaution, due to the smoke and the fire and the threat of fire spread. >> it was a scary thing. because i know she lives over there with her family. and she has children in the house. and i was just hoping and praying to god that everybody got out. >> the philadelphia firefighters managed to contain the flames, in just under an hour, with no further damage. and as fire investigators now look for a cause, this family knows parts of their home is destroyed, still, they're just grateful through it all no one was hurt n frankford, jan carabeo, cbs-3, "eyewitness news". >> well, we're getting bit of

a break from the gusty winds, and may even be looking at a warm up. katie is out on the ski deck right now with a closer look at the temperatures. katy? >> yes, good afternoon to you, jim. you know, it is starting to feel a little less harsh. i do feel the need to have the heavy coat ready to go, you probably do, too, if you want to spent any lent of time outside. but it is brighter than it was this same time yesterday. we really start today see the clouds part nicely, as high pressure has finally start today actually regain control. it doesn't mean it is totally in control just yet, however, and when you see storm scan3, you know, at least nice and quiet here. but, lets he is also talk about some of the other weather variables that we've got to work with here. the chill still in place. we do still have noticeable winds. it is predominantly out of the northwest right now, into the teens, little bit stronger down near the shore points, but when you factor that in, current temperatures into the mid 40's, are made to feel close to, not really anywhere from seven to 10 degrees colder, chilly beginning to the afternoon, feeling no better than the 30's for most of you right now. not going to get too much bet

>> little chilly outside today. >> apparently better than yesterday. >> it is. we got to look at the glass half full on days like this. yesterday was pretty brutal. today not so much. definitely a lot brighter out right now, a lot more sunshine, not as windy, not as cold, so we're getting out of the worse of this at this point. but yes, you know, still chill in the air. temperatures rebounds to about 48 in you're lucky here today. that's well below average. let me take you outside. if you want snow, let's take you on outside here to one of the pocono cameras. i know the ski lovers are re juicing just looking at this shot, right? outside jack frost, big boulder, yes, it is obviously cold enough to be making that snow. and it is a beautiful scene to those that want to break out the skis, but, it is certainly getting to be that time of year. you know, we look next to the winter countdown. we are after all almost 29 days until the winter solsus, 33 days until christmas, so start shopping, not probably good time, right? then 40 days until new years, average high of 40, 43 days away. meanwhile, let's look what's going on at the bigger picture

here, still area of low pressure as of yesterday, even today, trying to rotate away, where the winds came from. we start to clear out. this next storm system is the next big thing. stowe speak. this is what's going to cross through, come wednesday night, into thursday, especially, but it looks like it loses a lot of it steam by the time it reaches us. let me show you northeast travel graphic here, all of the major arteries, put right on top of that map for you, now, headed through the rest of today, tonight, looking good, most of tomorrow looks good, too. clouds eventually start to thicken with time tomorrow. a sign of things to come. you can already see how the moisture beginning to lift in here. but look what happens when late at night, start to see the potential for wintery mentioning to go on, warmfronts lift in. the main action with this, though, not all that much, comes throughout the day on thursday, as couple of showers start to move in. here is another live picture for you. yes, it is windy outside middle township high school. beautiful afternoon, all that said, so have your winter coat, more sunshine than we saw yesterday this same time right? meanwhile the rest of the day for everybody, featuring more sun, couple of clouds, it is
