in delaware county. the suspect is accused of threatening two muslim women in a local gas station parking lot. good evening, i'm ukee washington. i'm jessica dean. "eyewitness news" reporter joe holden is live in upper darby with the disturbing allegations and disturbing discovery, joe. >> reporter: police tell me they are still trying to connect dots on why this man was so heavily armed. at this point i'm told fbi is not involved, but police say this man had fire power on him and they want to know exactly why. arsenal of fully loaded weapons, bullet the proof vest and smoke grenades are in upper darby police custody and, the owner of all of this is charged with ethnic intimidation. story began last week in this convenient store parking lot on baltimore avenue in upper darby. dispute at gas pump and police say sebastian had words with two muslim women. >> this whacko, you know, makes a statement that he makes about go back to have

africa. intimidation, threatens these two women for no apparent reason. >> reporter: investigators say incident escalated when he lifted his short to reveal a handgun, woman who had a child with them, reacted. >> they were so frightened that they removed their head scarves. >> reporter: he is a man who has a concealed carry permit drove off. women wrote down his license plate number and officers tracked him down. about the weapons police say they have obtained search warrants for his parents, home in media and his mercedes. >> i cannot tell you how many round of ammunition, he has two lock boxes one under front seat. >> reporter: and in the trunk police say second box containing 400 round. at his parent's home investigators say there was this safe. police say he was sitting in jail wouldn't give up the combination. after some back and forth police retrieved the as word and they found five long guns, 16 hand guns, thousands of round of ammunition, bullet roof vests and smoke grenade.

they locate $5.000 and a lock in his bedroom. >> if it is even legitimate it is still a concern. right new we got it all and until a judge orders me to give it back to him i'm's not giving it back to him, period. >> reporter: police say he could bail out of jail last week but refusal to cooperate meant he was staying there. wow not cooperate in handing overpass word to that gun safe according to investigators. he is expected to be released from county jail tonight. live from upper darby township, gentlemen holden for cbs-3 "eyewitness news". >> joe, thanks much. fifteen year-old boy waiting for a school busies shot the in wilmington. this happened around 6:25 this morning near 27th and van buren. the ninth grader at john dickinson high school got on the school bus after being shot when medical help was called. student is now you being treated at du pont children's hospital, and neighbors say more has to be done to protect students.

>> we have had some concern about their safety so we finally have stop sign put up. unfortunately stop sign won't stop a bullet. >> eyewitnesses describe seeing at least one shooter with a white mask opening fire, and then running off. police do not have a suspect or a motive. >> police in ohio say an attack on the campus of the yet state university was carried out by a student and it could have links to terrorism. the suspect identified, by the university, as 18 year-old abdul razak ali artan was shot and killed by police. authorities say that he intentionally drove into a group on the sidewalk, this morning, and then got out with a butcher knife and began stabbing people. eleven were hospitalized one critically. they included several students and faculty member. there will be much more on the campus attack tonight on the "cbs evening news". green part your presidential candidate jill stein, is now working for a recount, of pennsylvania's presidential election results. stein is asking the court to

step in and if that doesn't work recount could be initiated by voters, three voters, this every precinct has to sign off. that has only happened in 100 of the more than 9,000 precinct as cross the commonwealth. election officials say that there is no evidence of voting irregularities or sign's tax on voting machines. the president-elect trump edged out hillary clinton this pennsylvania by 71,000 votes. the philadelphia school district has put forward a contract offer to its teachers who have been working without one for years. it comes after no progress in contract talks. "eyewitness news" reporter greg argos joins us at school district headquarters to tell us more bit. greg, good evening. >> reporter: good evening, as well. this deal has been worth some 100 million-dollar and includes a pay raise of three to 5 percent per teacher per year for new teachers but even with those details union president does not believe to this is a fair deal and therefore he is not sending this contract to his full membership, for a vote for

more than four years men and women who teach here at philadelphia schools, have in the had a raise. >> this is very frustrating because it is gone on much too long. >> reporter: now district has offer philadelphia federation have of teachers union a contract worth 100 million-dollar, with so-called, step or yearly raises of between five to 8 percent. but this proposal does not factor in the four years educators have gone without even a one cent increase in their salary. >> district is not offering to recognize that teachers lost that amount of honey over the four years. >> reporter: that is one of the reasons why union president jerry jordan is not too pleased with the offer. >> the district is giving and has given recently raises to their non-representative employees, very insulting to be told that we had nothing for you you. >> reporter: but superintendent there william hite says offer is fair. >> this is, fiscal constraints

and some would argue it is, it is at outer limits of our ability to to this. >> reporter: with the advertise trick already forecasting a 500 million-dollar deficit within five years, hite says adding thinking else to this offer would mean drastic cuts in other areas like removing school nurses from public schools. >> i would like to pay them more as well but truth of the matter is we have to operate inside of the fiscal reality. >> reporter: fortunately both sides say they will continue to negotiate and talk. we should point out that the state law prohibits teachers here in philadelphia from walking out of the classroom on strike, that is not a possibility in this case. we're live from the philadelphia school district headquarters i'm greg argos for cbs-3 "eyewitness news". >> greg, thank you. township police want your help to track down a suspect in the home invasion sexual assault. take a good look at this

surveillance video of the suspect taken at a sunoco station in northeast philadelphia. on saturday morning, police say this suspect broke in an apartment at lafayette gardens complex on bristol pike. a fee hail victim who was sleeping woke up and struggled with the suspect who sexually assaulted her. if you recognize that suspect contact the bensalem police. a wanted new jersey man is behind bars, following a police chase that ended in a multi car pile up. voorhees police say james fitzpatrick led officers on a high speed chase on route 73 yesterday, that crash, ended, the chase ended with the crash at corner of route 73 and evesham road in burlington county. police arrested fitzpatrick who had numerous warrants for arrests and multiple jurisdictions during the high speed pursuit over the past three weeks. seven cars were involved and four people were sent to the hospital. so are you ready for some football? i'll tell you i hope eagles
