>> this is cbs-3 "eyewitness news". >> developing right now philadelphia police on manhunt for a gunman after a 14 year old boy is shot to death in the northeast. we're also following breaking news, after a plane crash in columbia. among those on board, an entire brazilian soccer team. >> and no joy in eagles nation this morning. the birds were undefeated at the linc until the packers came to town. we'll take a look at what went terribly wrong. well today is tuesday, november 29th. good morning, i'm jim donovan. >> i'm rahel solomon. let's get your tuesday started with a check on weather and traffic with a check with katie and meisha. >> you can just feel the weight after an eagles lost, can't you? and it will be rainy outside, it is like the universe is just raining and crying on us. >> let's look on the bright

side. >> raining and everything terrible. >> the roads are okay starting your morning. the rain hasn't actually moved in for everybody just yet. so if you are one of those folks waking up, you just want to hear your weather, your traffic, getting out the door, not that bad. eventually the rain is going to be taking over, the radar as we see it, clouds obviously moved in, it will limit the cooling that takes place, obviously the rain is on the way already starting to over spread portions every berks, as well as lancaster county. so just matter of time folks. this is large system we're tracking here. so here are the bullet points, all of the rain arriving 7:00 this morning if it hasn't already. that obviously means it is here for the morning rushment some of the rain could be heavy as well. i highly suggest you walk out the door with the umbrella or some type of rain gear. you will be thanking yourself not just this morning but pretty much all day long, dealing with reduced visibility from the rain, likely fog to develop as well. obviously, again, sort of just we repeat it just for

repeating sake. you want to slow down. you will want to use caution, hopefully actually watching us right now, set the alarm a little extra early, you will need the extra time here today. 50 degrees, current temperature at philadelphia international airport. actually mid 50's right now, wildwood, dover, millville, very, very mild start to the day. actually going to rebounds, look at this, to the 60s, so folks, strictly rain producing system. no ice. no snow. still some significant slow downs that will come along with this and we'll track it little later in the show. >> rain and fog, it will be messy commute.n the show. katie, thank you so much for the heads up and for the warning, we want to heed that warningment like katie pointed out, the live company are shot, what we are seeing, nice and dry. that will change. we will get through this. this is what we are looking at construction route one north, oxford valley, all lanes block here because of the construction, so having to exit off oxford valley, then

re-enter on oxford valley as well. showed up on this, very dark, very early, hopefully clears out of our way, sometimes it typically does. and then the vine right now closed for construction, as well, between the schuylkill and broad. westbound and eastbound completely shutdown, i'll let you know as soon as that opens, as well. then we have more construction delaware county. ninety-five north at route 420. far right lane block. you can see the air pushing you over. you can also see how many vehicles are out there this morning, we have a lot more construction coming up in about 15 minute, jan, jim, rahel, back to you. >> two suspect wanted in the shooting death of 14 year old boy in the mayfair section. >> jan carabeo is live in that neighborhood with more on this developing story. jan, good morning. >> reporter: rahel, jim, good morning, this 14 year old victim was just weeks shy of his 15th birthday. now, homicide detective are trying to figure out who gunned him down right here in the middle of the street in this usually quiet neighborhood in mayfair. take a look at the video.

police responded to the 6200 block of rouse avenue, right around 9:00 last night. they found the 14 year old victim in the street shot three times in his chest and his stomach. police rushed him to aria-torresdale hospital for treatment, where he was pronounced dead short time later. detective are now interviewing witnesses, and searching for surveillance video, they say the teenage victim did not live in this neighborhood but his last known address only about mile and a half away. now at this point, police have no motive for the shooting but investigators do believe they are looking for two male suspect. >> this is mainly a residential neighborhood, rouse and devereaux, well kept neighborhood. we did find some private surveillance cameras in the area. detective right now are trying to see if these cameras ordered anything that could help us with this homicide investigation. >> now, at this point, there is no good description of the

suspect, no good description of the vehicle they were in either. but police say, they do believe these two men ran from the scene, at this point, they are not releasing the name of the young victim. reporting live in mayfair this morning, jan carabeo, cbs-3, "eyewitness news". rahel, jim, back to you. >> new this morning, a shooting in south philadelphia has sent 18 year old man to the hospital. investigators say the victim was sitting on his bicycle at join per and fit water when a car drove by and the driver opened fire. the victim is in stable condition with a gunshot wound to his arm. >> breaking news, a plane with nearly 100 people on board including a brazilian soccer team has crashed in columbia. at least five people survived this morning's crash. there could be more survivors, but it has been tough getting to that crash site. charter plane had 81 people on board. the soccer team was expected to play in a championship match tomorrow. at this point, it is not clear what caused the crash. ohio state university is scheduled it will reopen today after student went on stabbing

rampage yesterday that injured 11 people. authorities say razak ali artan used his car to plow into group of faculty and student. the 18 year old attacker then began stabbing people with a butcher knife. they say he recently posted on facebook saying he was sick of the way fellow muslims were being treated. the councils l ill of american relations spoke out against the violence. >> we would also like to urge everyone not to jump to conclusions and let investigators do their job. responding to such a senseless act of violence with hate is never the solution. >> a nearby university police officer shot and killed razak ali artan. >> police are investigating after a woman pushing a stroller was hit and killed by a septa bus in center city. authority say the baby believed to be just six to eight months old will be okay. investigators tell us the woman in her early 60s was pushing the stroller, around

5:00 yesterday, at 23rd and chestnut, when she was hit by the route nine bus. no one on the bus was hurt. >> three weeks after election day, jill stein's green party is pushing for re counts for the presidential race in pennsylvanian two other state. want the courts to step in but unclear if they will have the authority. election officials say there is no evidence of voting irregularity or cyber attacks on voting machines. "eyewitness news" asked about the recount with former governor, ed rendell. he calls it a waste of time. >> if there is anything out there that might change this result, i would be working 24 hours a day to get it done. >> we've got to stop making wild charges, we've to get back to the times that we did things based on substantial evidence. >> president-elect trump edged out hillary clinton in pennsylvania, by about 71,000 vote. >> president-elect trump continues to build his cabinet. sources say he pitched georgia congressman tom price to head the department of health and

human services. if the senate confirms him, price will play a key role in effort to owe piece obamacare. meantime the deputy chair of pennsylvania's republican party, rene armor, joining the transition team. armor wrote on facebook, so excited everyone has been put on the trump transition team. thank you so much for your congratulations. two secretary of state contenders, mitt romney, and senator bob corker of pen see. the president-elect tweeted that he was quote very impressed with general david petraeus, another contender for secretary every state. the two met yesterday at trump tower. >> well, it is an offer they could and have refused. the philadelphia teachers union has rejected the school district's latest contract offer. the school district offered annual raises between five and 8%. union leaders rejected the deal before even showing it to their members because they say there was one major piece missing. >> the district is not offering to recognize that

teachers lost that amount of money over the four years. >> district superintendent, doctor william hite, says it was a fair offer, says anything higher would mean drastic cuts to other areas. >> eagles fans witness another heart breaker. >> the greenbay packers handed the birds their first defeat at the linc this season, 27 to 13. the back stage of this morning's daily news says it all, the headlines: birds lay egg. >> the eagles were undefeated at the linc four and zero, even just nine and a half point per game in south philadelphia. but they had to stop aaron rogers and the packers, team that had struggled coming into the game having lost four straight. nelson agholor, the wide receiver embattled, he was benched, he didn't play, starting guard brandon brooks was hospitalized before the game with a illness. let's take you off to the link. eric carmichael, dick vermeil, ron jaworski, coming out with the captain for the coin toss.

president obama nor vice president biden will attend the memorial service for the long time communist leader. also not going, leaders from britain, canada, and france, castro died friday, he was 90. >> fire fight remembers hoping that rainfall will help them fight wild fires in the deep south. in tennessee, smoke and fire are forcing mandatory evacuation every downtown and surrounding areas. >> this video was shot from inside a hotel. more than two dozen buildings have caught on fire, and the wild fires inning closer to dolly parton's theme park, dolly wood. well the time now is 44:44. >> katie will be here with another check of the forecast in a minute. you know a lot of people have been tracking those wild fires. >> exactly. >> getting pretty close. >> in the south. katie hopefully those rains will help out? >> this is storm system that will impact millions of people. for us just rain producer. tennessee needs the rain. so, because this a very, very warm air leading up in advance of the actual storm itself, yes, you have got just rain

extending anywhere from up-state new york, all the way down to the gulf of mexico, strictly, again, rain producer, generally for the entire eastern seaboard. go far enough north though you will still finds snow, it continues to snow up across the dakotas, huge system, takes up basically eastern two thirds of the us. because of the way it is setting itself up, slow to move through, see pieces of energy move out in advance of it, and that's why we've got two straight days of soaking rain. soap, for now, the rain just starting to build into our far west suburbs, carbon, berks, lancaster counties, will continue to just roll east. so, you know, if your leaving the house, say, in the next 15 minutes, and you liver out near the shore, you will probably miss this. depending how long you plan to be on the road. once the rain gets here, don't expect you will catch much of a break. so we jump you to 6:00 in the morning, by this point, it should be picking up at least western philadelphia county, then it is here. 9:00 a.m. ten, 11:00, 12. we go all the way into the afternoon. still out there. clearly heavy at times, and

messing with most of our typical curb hours throughout the day. should catch break through the overnight, early tomorrow morning, how much, more obviously on the way. we get into say 6:00, 7:00 in the morning, rain beginning to build in southwest to northeast, and then even though it might be a little bit more scattered, it will still have pocket of heavy rain, that last us into the afternoon. wouldn't be shock to see gusty thunderstorm out there, as well. so again, we need this rain. we are at least in a moderate to severe drought right now. essentially region wide, i just want to show you the seven day. all out of here throughout our thursday. but the temperatures take a hit as you might imagine in the wake of it. meisha? >> yikes. so lot of rain, thanks so much, katie. good morning, everyone, happy tuesday. we are so glad you're waking up with us, that being said, heed that warning, with all of the rain coming down, we were talking about a little bit of fog as well little earlier. absolutely going to be a morning that you want to give yourselves some extra time. so also starting off with some construction. now, this is a look no bucks county, route one northbound

>> it will be one of those days you end up with ponding on the roads, slow down on the commute, again, very soggy day. and the rain is currently beginning to just move into the region, you can actually see, looking closely, how it sort of blossoms within the last half hour, a lot of moisture, very large system, by the way, so as a result, look how huge this thing s we have to deal with not just one but two separate days that feature wet weather. i want to put future rain and the into motion throughout the day, throughout tomorrow, even into very early on thursday. this is what we expect to tally up. now again, computer model, so just guide, but good guide. talking at least a inch and a half in a lot of spots. hopefully we actually ends up with more than that. we need the rain, if you are talking over 48-hour span, major flooding, not a concern. it is just going to be good soak over a long period of time. yes, you might have some poor drainage ponding and flooding on the roads, obviously slowing us down here. but, it is very, very much needed rain. it is very beneficial. we've got to get it at some

point, meisha. >> it is true, we do need the rain, absolutely. so it is just not fun to drive n that's something that we have to think about this morning, as you jump on the roadways it, will get very busy, and it is going to be slow, because we're also on top of the rain, talking about fog little bit too. so whenever we have visibility issues, we know that that will really complicate things, as well. what do we have right now? dry row ways, yes. that will change, also construction. route one northbound bucks county at oxford valley, all lanes are block, so all of the vehicles exiting off at oxford valley then re-entering back on at oxford valley, as well. heads up there. that construction still dark. a lot of vehicles starting to pile up in that area. also accident, first avenue, at north gulph road. there are lane restrictions in here, kinds of hard to seep, see the flashing lights, letting you know it is out there. also, we do have emergency repairs, pothole on the delaware memorial bridge. so heads up, only one left lane open until 6:00 a.m. rahel, jim? >> good to know, meisha, thank you. philadelphia celebrates its tallest attraction. >> yesterday was the first

anniversary of the observation deck at one liberty place in center city. traffic? what do you think i'm going say? >> construction? >> a lot of it. when we have this much construction and we are talking about visibility issues with the rain and the fog, katie, it is going to be a messy commute. >> yes, it is. but we are the official team of morning people. we are going to get you out the door. >> ra, ra, ra. >> with a smile on your face. >> i wanted to wear my suit today. >> and poor jim doesn't get to wear his eagles suit. >> we will get you out the door, so let's get right to it. there is a lot of graphics. storm scan3, take a look here, at the local zoom. yes, some rain starting to move n obviously not hitting everyone just yet. in fact, the garden state pacely quiet right now. so if you're leaving the house, say, in the next ten minutes, and you reside in new jersey, you might miss this. so it really is about location at the moment anyway. this whole mess will eventually over spread the entire delaware valley and all every lust have to deal with basically an entire day's worth of soaking rain, with very few breaks along the way. my
