>> early tails every winter hit the region this morning, snow coming down in center city philadelphia. and it is snowing right now in the northwest suburbs, too. if you must go out right now, take it slow. and and a winter weather advisory is now in effect for the entire area, and snow is not the only thing we'll see out of the weather system, next up, round every ice and rain. today is saturday, december the 17th, good morning, everyone, i'm jan carabeo, we have live team three coverage of this winter weather advisory, hitting our

region, and we'll get a check on the roads in a moment, but first, let's check if with meteorologist, justin drabick, for the latest on this winter weather. we're hearing sleet already mixing in with the snow? center city? >> looks like timing still on point with the storm system, probably mid-morning, we get it change over to plane rain from the city on south and east, until then, frozen precipitation, warmer air starting to move in off the ground, about four, 5,000 feet in the air. but at the surface, still below freezing, so the potential for some freezing rain, rain, freezing on contact, there you go, center city, mixture every light snow, maybe sleet mixed in. visibility pretty good right now. you can see, some snow covered street there, few wet bear spots, but still travel not recommended for the next few hour, 29 at the airport, climb degree over the past hour, east wind at six. you can see the radar still indicating snow mainly from the city on northward. and that pink showing up indicating sleet, freezing rain, part of south jersey and delaware, looks like immediate coastline is changed over to plane rain, good news there.

winter weather advisory remains in effect until 9:00 this morning. for the shore, in l 11:00 for philadelphia and sub suburbs, 2:00 this afternoon for the far northwest suburbs lehigh valley, six up in the poconos watch to expect? morning, snow and ice, for the city, snow expected, and possibly up to at any time ten of ice accumulations, mid-morning, things should start to change over to plane rain. trends will move northward as well, use caution early this morning, temperature still below freezing everywhere, a.c. airport, 30, wilmington also at 30 degrees, suburbs still well down into the low and mid 20's at this hour, so it will take its time. those ground temperatures, will warm up. next stop three-five for the poke post knows, lehigh valley, bucks county one to 3 inches, change to go rain around noontime, again the change over in philadelphia around 9:00 this morning, south and east it, will happen over the next few hours, on our way to up 40 today. fifty at the shore. thirty-five in the poconos. tomorrow, temperatures near 06 in some spots with more rain.

jan, back over to you. >> thank you, justin, now 6:02, time to check the roads, over to amanda at the cbs-3 traffic center. amanda? >> starting to look like mess out there. seeing a lot of accident. >> this accident, 95 southbound, cottman, blocking all lanes at the ramp there. also accident northeast philadelphia, woodhaven road in new jersey, not faring much better at this point. we've got multiple accidents, right now, on i295, including this one at i295 southbound in new jersey, that's got the left and center lanes closed there, if get ready for major delays, also seeing accidents on 295 southbound, route 70, and northbound route 45, we've got disable vehicle on the new jersey turnpike in tuckerton at the garden state parkway northbound. that's got the entire left lane blocked there. mass transit taking major delays. one last look at the ben franklin bridge, all bridges down to 25 miles per hour, cbs-3 traffic center, amanda, back to you. >> amanda, thank you. now if if you're in the

philadelphia area, the snow has turned to wintery mix. team coverage continues with "eyewitness news" reporter cleve bryan this morning, where he is checking the roads there in center city. how are they looking, cleve? >> reporter: good morning, jan, here at 15th and market, you can see, that there still is some snow on the roadways, but it is becoming much much more slushy. this is sort of the mix that we have here. it is very thick, wet snow. that is accumulated on the roadways, now, getting hit with that freezing rain on top. so any kind of powder, again, slush. this is what it looks like earlier there. were beautiful flakes falling here, center city. we saw the christmas tree, city hall, winter village here, all just taking on that snow, taking on very beautiful scene. but it did not last for very long. it was snow around 4:00. that stopped around 5:15, start today become sort of that mix. and now it is pretty much flipped over to rain. i talked tianah evans, what she shout of the first snow?

>> for awhile, christmas since we've seen snow, so i hope it stays clean, not getting all rusty and stuff. >> white christmas maybe? >> white christmas, i hope so. >> could be things to come. we don't know. this is the first real snow that we've seen here. and again, some people if you want tone joy it, you are going have to get out early. because it is switching over. mother nature put it down. now mother nature is put taking it away. cleve bryan, cbs-3, "eyewitness news". >> cleve, thank you. anita oh, headed to the northwest of the city to see how the wintery mix is affecting drivers there. she is live in north wales with the latest. morning, anita. >> reporter: good morning, jan. as you can see, some of the cars here already have quite a bit of snow piled on top. i'm getting put to work to help clean off some of the snow on these cars. but look, there is plenty of snow to go around, but it is kind of more of the powdery mix instead of some packing snow that would you use to make a snowman or something like that. also, behind me, you can see,

there is some activity here at the wawa. a lot of people are starting to come in here, the roads have been pretty good this morning. generally speaking, neighborhood areas, where they haven't been touched, those are a little bit more dangerous, as far as the main roads here on welsh rd., near 202, they are looking pretty good. we've also seen a lot of plows coming through, as well, so taking a look at the video now you can see some of the conditions from earlier this morning. the snow really is sticking to the grounds. now, again, it is kind of powdery material, not enough to really make a snowman or anything like that. but we did speak with several people commuting this morning, about how they're dealing with the wintery conditions, take a listen. >> wasn't too bad after retirement didn't slide or anything. >> the worse it gets. >> it is not like 96 when we had 31 inches.

>> definitely not 31 inches here. you can see, there is quite a bit of snow on the ground, but not a lot. it is definitely this powdery material. so that's actually very pretty and fun. but it is cold out here. the roads will start to get dangerous as the conditions start to kind of go toward the icy material. so be careful if you are headed out this morning, we will start to talk to moore people here as they come to the wawa here. but for now, live in north wales, anita oh, "eyewitness news". >> bring me back that brush, i think i may need it, okay? be sure to stop by and see me. >> i'll bring it back for you, jan, no worries, i always got your back. penndot ready long before the snow started falling, all across the region, 122,000 tons of salt stockpiled, more than 450 plow trucks have been salting the roads and highways. penndot actually started work on thursday, as crews treated roads with de-ice and brine, penndot also asking drivers for some breathing room, while the plows are out.

>> maintain at least twice the normal following distance, they would behind the vehicle in front of them, remove all snow and ice from their vehicles, before they lever on their trip. and allow six car lengths behind our plow trucks, allow our guys to do their jobs. >> now, penndot says salt is effective for three, four hours before crews must circle backment one more thing, penndot officials are asking drivers to not pass a plow while at work. >> new this morning, woman and child jump from burning house in west philadelphia. firefighters got the call around midnight to this house on the 1400 block of north 61st street. and investigators say 26 year old woman and her four year old child jumped from the second floor. they suffered burns, both now in stable condition. so far no word on how the fire started. >> conshohocken police say dispute ended when a man who relies on the use after wheelchair -- the incident happened ninth and hollow well

street. investigators tell "eyewitness news" the victim was stabbed more than 20 times. and that the two had a troubled relationship. the man is now facing charges. >> the man police say shot a folcroft police officer several times back in june will be held for trial on all charges. prosecutors say 33 year old dante brooks island fired seven shots at officer christopher dorman. dorman was responding to call of a drug deal at the time. islands is charged with two counts every attempted murder and other charges. >> president obama has stopped short of saying vladmeere putin orchestrated the hacking of us political site during this year's presidential campaign. russian and the hacking of dnc and clinton campaign emails dominated the conversation during what could have been president's last news conference before he leaves office. the president says he first confronted the russian president about russia's alleged role in the hacking, during the g20 summit in september. >> i felt that the most

effective way to ensure that that didn't happen was to talk to him directly. and tell him to cut it out. there would be some serious consequences if he didn't. and, in fact, we did not see further tampering of the election process. >> the president also talked about the civil war in syria. he blamed russia, iran, and the syria regime for the killing of aleppo citizens. >> president-elect donald trump ... ♪ ... pennsylvanian florida crucial in the upset overhill hill last month, the president-elect spoke about jobs, taxes, terrorism and trade. >> and if a company wants to fire their workers and leave florida for another country, and then ship their products back, there will be consequences.

turned to ice. and central minnesota commuters slid into ditches, while trying to get to work friday morning. >> the sit of minneapolis loaded up 45 to 50 snow plows, to keep roads clear. the twin cities are expecting close to a foot of snow. driver says even after the snow stopped falling, its temperatures create bigger danger. >> sub zero temperatures, just change the whole chemistry and the chemicals itself, and lou it will affect your drive. >> windchills will make it feel like it is 40 degrees below zero sunday morning. some sporting goods of good stores are selling out of jackets, salesman, dave mccall. >> the down jackets, long underwear, warm socks, warm boots, definately the items flying off the shelf right now for sure. >> minneapolis is set to have its colds he is december low temperatures in more than 16 years. but it is not shopping people from coming out to this holiday market, thinking maybe

because they also have a warming house on site. in minneapolis, jamie yuccas, cbs news. justin, all i heard was 40 degrees below zero there. so we're looking pretty good as far as i'm concerned? >> we're lucky. yes, amazing how fast this arctic air will move on out. people don't realize how or what it takes to get an all out snowstorm around the region, a lot of things have to come together. we had the cold air initially, nothing to lock it in, so moving on out later this afternoon, that's where we gain the change over to freezing rain, plane rain, tomorrow some spots under 06 degrees finish the weekends many temps still well below freezing, from all of the backyards weather watchers, saying it is pretty slick outside. we go to the south, down in middletown, del delaware, jason checks in at 29 degrees, gained that freezing rain, light rain and freezing rain is falling, careful driving this morning with the slick spots out there. around the city again, temperatures still hanging out mid and upper 30s, steve

johnson out in west chester, 27 degrees. central jersey signature at 24 at this hour in medford, at andrew's house with some snow mix withing some sleet and freezing rain, seeing the change over move in from south to north. check out photos coming in from our wet watchers, chestnut hill, showing nice pretty snowy scene there with christmas lights, snow covered car tops and roads. again, about inch of snow on the ground, pretty slick, at least we have little traction, once the freezing rain starts. jenny from cherry hill shows the back deck covered here, and another shot from jason down it middletown, delaware, see the snow covered roads out there, now starting to see that ice. let's take to you northampton i. christmas city nice shot with the christmas light, the snow covered roads, all is quiet. stay off the roads if you k you guys will hold onto wintery weather little longer, cold air will take time to move on out, maybe couple of inches up into bethlehem. storm scan3, right now, you can see the snow flying.

still from the city on northward, starting to see change over from time to time. sleet mixing in from the city on southward. then the freezing rain and parts of northern delaware, and south jersey, so that will be the trends over the next few hours. so rough travel everywhere, exception is the coast right now, look like we are seeing the change-over to plane rain. winter doesn't officially arrive until wednesday at 5:44 a.m., the shortest amount of daylight, nine the hours, 19 minutes, 58 seconds. certainly feeling like winter the past few days. the set is up snow and ice, then mild temperatures. in the the warmfront, kind of carving out the south of us, that's just locking in the colder air. but we will get the transition over from plane rain eventually once this warmfront moves through. whether it does later tonight, really going to bring us some warmth. tomorrow morning temperatures, 50's, close to 06 degrees, then here comes the cold front. another rounds every rain moving in for sunday afternoon, then temperatures drop back to where they should be this time of year later sunday night and mo day. today snow and ice. tomorrow rain, 50 degrees

temperatures, how about that? time things out to about 7:00 this morning, snow and freezing rain, especially south and east, between 7:00 to 10:00 freezing rain changes over to plane rain, then after 10:00 see the rain continuing to move northward, tapers off to few showers for this afternoon. things improving during the afternoon hours. look at this 9:00 temperature overlaying with the radar here, above freezing in philadelphia, still slightly below freezing in some of the northwest suburbs, that's why you see the change indicating freezing rain, by 10:00 most showers off shore, l over clouds, damp conditions throughout the afternoon, tonight, much better. all areas should be above freezing, so travel certainly improves later this afternoon, tomorrow morning, widespread 50's, to about 60 degrees in part of south jersey, here comes steadier rain showers in here late morning, into sunday afternoon, then the temperatures fall through the afternoon hours, and drop back to the 30's by the ends of the day. snowfall amounts pretty light. close to inch around philadelphia. two, three, lehigh valley. maybe three, four up in the

vaccine. >> for years, fay didn't bother getting a flu shot. he figured he wouldn't get sick or the flu wouldn't be that bad. and then last year? >> five days, missing finals, it was tough. >> the cdc says flu activity is on the rise, in pennsylvania and delaware, flu cases are localized, in new jersey, influenza is sporatic. it is spreading. the federal health officials are concerned because only two out of five people in the u.s. have gotten a flu shot. they are urging everyone six month and older to be vaccinated. >> by getting your flack seen, not only good to yourself but your neighbor and your loved ones. >> doctors say the more people who get vaccinated the less chance the flu has to spread. and you need to be vaccinated every year, the shot matches to to match the flu strain. >> it takes getting the flu to get in you here. >> while the shot not 100% effective, doctors say if you

>> freezing rain is falling in many regions. >> here is what it looks like in center city philadelphia, snow covering the roads and the sidewalks. >> and the wintery mix also affecting the jersey shore. the ocean city boardwalk is wet this morning. the entire region is also now under a winter weather advisory. and more changes are on the way from this winter storm system. good morning, everyone, i'm jan carabeo. joining us now with justin drabick, here in the weather center, justin, some places already starting to see the mix-over. >> hour by hour, we will get the change. snow lovers getting gipped on this one. you know it, has been so cold, but nothing to lock the cold air, because it is moving out, but we have to deal with some ice. not good thing. at least little bit of traction on the grounds with the snow. seems to be a lot worse. there you go. starting to change over very slowly from south to north. you can see that pink showing up on storm scan3. indicating the sleet, freezing rain, still, some light snow, north of the city, up through the lehigh valley. everybody will see a change-over eventually over the next few hours to some freezing rain, and then all rain, by the afternoon hours. winter weather advisory in

effect until 9:00 this morning, for the shore, until 11:00 for philadelphia, and surrounding suburbs, 2:00 this afternoon, up in the lehigh valley and six in the poconos. what to expect? again early morning snow changing over to ice, to up around an inch of snow for the city. and maybe up to tenth of an inch of ice accumulation, changes by around 9:00 or so. slick travel, use caution, especially this morning, you will get improvement late this morning into the afternoon. visible down near zero up in mount pocono, 1 mile in allentown, not terrible in philadelphia, light precipitation, 4 miles, in philadelphia, and nine down in wildwood. there are the temperatures slowly climbing up, now to 30 degrees in philadelphia, still, everybody below freezing. so, we are get that change-over to rain, aloft, warm enough, but at the surface, temps below freezing, so the rain able to freeze on contact. so up get the icy surface. poconos, three-5 inches every snow, mix of sleet, freezing rain, later this afternoon, berks, lehigh valley, one to 3 inches, then change to go rain by around noontime. again mid-morning should see

the change over to plane rain for philadelphia and that should happen little earlier south and east of the city into new jersey. tomorrow, different story. waking up with temperatures in the 50's, maybe even six 60s, and talking about some more rain, details in a few minutes, jan, back to you. >> such a roller coaster, thank up, justin. looks like winter decided to come little bit early this year. "eyewitness news" reporter anita oh, live in north wales this morning, with the latest on the now changing conditions there. what do you got, anita? >> reporter: well, good morning, jan, we could certainly use some 50's, 60s out here this morning, earlier we were seeing a lot heavier snow coming down, right now, it is casino every changed over into some freezing rain, sleet-like conditions. but, i can tell you earlier, this is what you were seeing, tons of snow on the ground. at least quarter to half inch. we were seeing earlier it was a lot of powder-like snow, but right now, you can see, it kind of crunch. it is kind of starting to freeze over, because of the changing conditions. so, let's take a look at some of the roadways as well. we are here at the

intersection of welsh rd. and 202. a lot more activity out here this morning, then since you came to us last time, jan. a lot more cars on the roads. so along with that, some of the icier conditions, you will want to take extra caution on the roads this morning. so take a look at some of the video from earlier this morning, again, muff different conditions than we're seeing right now, the snow, has tapered off a lot. right now it is kind of coming down in a much more freezing rain-sleet-like conditions. so, again, if you are going on the roads this morning, which we are seeing plenty of people on the roads, just driving a lot slower this morning, you will want to do the same. and we spoke to some people as well here at the wawa this morning, about how they're handling the conditions. take a listen. >> they have brine and salt down, all of them hearing crunch, crunch. >> look at that time for a minute, then want to see it disappear. >> pretty bad out, but got the four by four, so hopefully won't get stuck.

>> so again, right now, this is much more packable snow. earlier seeing powder on the ground, right now pretty pack-able, and icy and roads like that, as well. so we saw several plow trucks coming through, neighborhoods still looking little more dangerous because the plows haven't gone through there yet. as far as these main roads, they're looking much better. but still a lot of activity on the roads, along with icy conditions, we will want to take extra precautions if you're headed out this morning. for now live in north wales, anita oh, cbs-3, "eyewitness news". >> we certainly want the drivers to be safe, thank you, and eat a meantime the snow in philadelphia is turning to slush. our team coverage continues now with "eyewitness news" reporter cleve bryan. live there in center city. how is it looking, cleve? >> reporter: gentlemen, to say it is slushy, snowing, but the rain has taken over from the snow about an hour ago, kind of light rain right now. we're at 15th and market. when you look on market street, because it is one way, the lanes to the right of your screen, that seldom get used,

see all of the snow sitting there, toward the left the lanes that are used a lot, all of the streaks of slush. there is about an inch of slush on the roadways here, which means, you need to be careful specially when turning, because it sort of gathers up into deeper areas of slush. now, earlier, when that snow was falling, it looked like winter wonder land here, in center city, around city hall. we saw just beautiful flakes falling from the sky, accumulating on the sidewalks, around the christmas tree, and most of the people i spoke with, they really enjoyed except for this woman, here's what she had to say. >> i don't like snow. it stops me from getting where i need to go. i need to go to work. i'm on my way to work and it is making me late. >> all right. i mean is there any redeeming qualities to the snow or just get out of smear. >> yes, get out of the way so i can get to work. >> so if you are going to work this morning, make sure that you drive slowly, again, it is slushy out here in center city. reporting live cleve bryan

.38 inches every snow from john here in philadelphia. and the snow pretty much done for the city as we get that change over. let's take you up further north into reading, live look from whitfield elementary school, 25 agrees, snow still falling, see the snow covered parking lots and the roads, minimal traffic this morning, that's good thing, stay off the roads berks county until about noontime. indicating sleet and freezing rain, warm air starts to move in aloft in the atmosphere, still snowing, plane rain part of south jersey right along the del way bay, ocean, coast seeing the change over, same deal with eastern kent county delaware. that will will be the trend for south jersey. change-over to plane rain over the next few hours. so what's freezing rain? well, initially, when it is coal enough, which we had earlier this morning, snowflakes generated high clouds, make it all the way to the ground. temperatures below freezing. but, as the storm approaches, we start to get warm layer of air moving in aloft in the

atmosphere by three, four, 5,000 feet, snowflakes able to melt raindrops, but at the surface, still below freezing, so those liquid raindrops freeze on contact. with the temperatures below 32, but eventually later this morning, we start to see the surface temperatures warm up, then it is just plane rain, help wash the snow and ice away by the afternoon hours. tropical -- travel this morning, not recommended, worse of it with the snow and freezing rain, afternoon things quiet down little bit. just few rain showers around, and tonight looks pretty quiet. clouds, see little drizzle, mist, shower, just kind of dreary conditions, steady precipitation comes to end. check it out. 9:00 this morning, looks like that rain, freezing rain line right over the city, as that rain warmer air starts to push little northward. but by noontime, a lot of the moisture moving off shore. so, again, the afternoon, not whole lot happening as far as the precipitation, that's good thing, then tonight generally cloudy skies, tomorrow morning we wake to up dry conditions, another round of steady rain arrives late morning into the

afternoon. everybody sustained rain tomorrow, just too warm, high temperatures well into the 50's. then the cold front moves through for sunday night, pushes out the rain, then temperatures drop. minimal snowfall amounts today, again around the city, up to inch, pretty much done with that. same deal with south jersey, we're done, lehigh valley maybe up to 3 inches, three to five in the poconos, ice, don't have to worry about that, possibly up to .10 of an inch of ice in philadelphia, maybe close to quarter inch every ice lehigh valley far northwest suburbs before we see the change over just to plane rain. temperatures slowly climbing up through the three's, by around 9:00 this morning, getting close to 40 this afternoon. then, tonight, a lot of warmth. surges in. tomorrow morning, 10:00, temperatures near 06 degrees. into the 60s in south jersey, then we cool back to the 40's, late in the day. worse of it this morning, rain, later today into the afternoon, 40 for the high, tonight upper 30's, then rising temperatures, 58 tomorrow. with rain. and then dry next week. winter officially arrives on wednesday, not really feel like it, highs into the 40's,
