silva bragga with the latest from new york. >> german investigators move the mangled truck this morning, as they work to confirm motive for yesterday's deadly crash. authorities have arrested the man they believe intentionally drove the 18 wheeler into central berlin's crowded christmas market. they say he is 23 year old pakistani immigrant, who is staying at a river ooh gee center. >> this amateur video shows the chaotic aftermath, as bystanders tended to the injured. >> people lying on the floor with broken limb, so they were going to be okay. i saw one guy being dragged away with blood on his face. >> police are looking into whether the truck was hijacked from a polish construction site, an unidentified polish citizen was found dead, inside the vehicle. the owner of the truck says he hasn't heard from the driver, his cousin, since yesterday afternoon. >> monday's incident follows a similar attack in nice, france, in july, when a truck mode down rebelers watching

little bit of time. but take a look. everyone is completely stopped right now. we do have crews on scene, and out on foot walking around that roadway. in fact, there is our friends, right there. having everything stopped. as they get that remedy for you. so heads up on that. if you can avoid the area at all costs you certainly want to do so. also, what we are looking at right now, an accident involving tractor-trailer, and vehicle, pulled all the way off to the right shoulder, the schuylkill eastbound at south street, for those every you around that area, you can expect just a little bit of gaper delay. then in the world of septa, as well, route 101 trolley eastbound you are experiencing 20 minute delays due to disable trolley. so heads up there. and then we do have a lot of construction, 95 southbound the ramp to route 896 southbound closed but that's after our morning rush. 7:00, 8:00, 9:00 a.m. to 3:00 p.m. for paving project still out there. northeast extension southbound between quakertown and mid-county, intermittent lane closures, also due to construction. >> german investigators have arrested the man they believe

intentionally drove large truck into christmas markment last night the 18 wheeler smashed into the market in berlin killing 12 people, injuring 48 others. they say the suspect is a 23 year old pakistani immigrant who was staying at a river ooh gee hospital. now investigating the crash aster or attack. british man vacationing in berlin was an eyewitness to monday night's horror. >> i spoke to two people lying on flooder with broken limbs. they were going to be okay. i saw one guy being dragged away with blood on his face. >> reporter: police say the truck passenger was a polish national. he died on the scene. now the truck ace owner believed his vehicle was hijacked. berlin police searched the refugee hospital where the suspect was said to be staying. now major us cities are ramming up at holiday markets and similar venues. >> philadelphia police stepping up security at the christmas village outside city hall in response to the attack. notice own display of pop up shops, very similar to the one in berlin. police hearsay they would rather be safe than sorry.

new that they were going to be home at that specific time, and then attacked. >> authorities are investigating a string of other armed robberies. targeting asian-owned businesses over the last few months. >> mayor jim kenney soda tax has survived test in the courts. the philadelphia common pleas court judge has thrown outlaw suit contesting the city tax on sugary beverages. attorneys for the plaintiffs in the lawsuit brought by the beverage industry plan to appeal the judge's decision. the soda tax is one and a half cents per ounce. it starts on new years day. the mayor says the tax will help fund pre k. >> well, following a social media outcry over this weekend, neshaminy mall is now apologizing to parent, who say, the grinch stole their christmas. >> that's right. parent told "eyewitness news" as you might remember, they paid nearly $40 in advance for photo packages of their children, with the dr. seuss character, and also santa. the mall, how much, says that the grinch will not be returning, and didn't specify why.
