silva bragga with the latest from new york. >> german investigators move the mangled truck this morning, as they work to confirm motive for yesterday's deadly crash. authorities have arrested the man they believe intentionally drove the 18 wheeler into central berlin's crowded christmas market. they say he is 23 year old pakistani immigrant, who is staying at a river ooh gee center. >> this amateur video shows the chaotic aftermath, as bystanders tended to the injured. >> people lying on the floor with broken limb, so they were going to be okay. i saw one guy being dragged away with blood on his face. >> police are looking into whether the truck was hijacked from a polish construction site, an unidentified polish citizen was found dead, inside the vehicle. the owner of the truck says he hasn't heard from the driver, his cousin, since yesterday afternoon. >> monday's incident follows a similar attack in nice, france, in july, when a truck mode down rebelers watching

clear sky. so full sunshine, later this morning, into the afternoon. not bad rebound. considering we're starting offer in the teens, 20's, this morning, so this afternoon, climbing into the 30's, you can get close to 40 degrees, officially in philadelphia. that's 2 degrees below average for this time of year. the shore it will be in good shape, quiet, 41 degrees, make it up to about freezing, up in the poconos, but good conditions there. as they're cranking out the snow, snow guns and resorts, nice riding conditions upcoming this week. now, coming up for the weekends, big holiday, temperatures warming up. maybe rain chance, talk about that coming up in a few more minutes, meisha, see what's happening on the roads, good morning. >> right, justin, good morning to you, as well. what are we talking about right now? well, we have truck fire on the blue route, southbound before broomall. take a look at this. for awhile there we were looking at an accident scene where the truck was fully engulfed in flames. it looks like the flames are somewhat contained at this point. we are temporarily stopped on all of the lanes. so, it was the far left shoulder, squeaking by for

little bit of time. but take a look. everyone is completely stopped right now. we do have crews on scene, and out on foot walking around that roadway. in fact, there is our friends, right there. having everything stopped. as they get that remedy for you. so heads up on that. if you can avoid the area at all costs you certainly want to do so. also, what we are looking at right now, an accident involving tractor-trailer, and vehicle, pulled all the way off to the right shoulder, the schuylkill eastbound at south street, for those every you around that area, you can expect just a little bit of gaper delay. then in the world of septa, as well, route 101 trolley eastbound you are experiencing 20 minute delays due to disable trolley. so heads up there. and then we do have a lot of construction, 95 southbound the ramp to route 896 southbound closed but that's after our morning rush. 7:00, 8:00, 9:00 a.m. to 3:00 p.m. for paving project still out there. northeast extension southbound between quakertown and mid-county, intermittent lane closures, also due to construction. >> german investigators have arrested the man they believe

intentionally drove large truck into christmas markment last night the 18 wheeler smashed into the market in berlin killing 12 people, injuring 48 others. they say the suspect is a 23 year old pakistani immigrant who was staying at a river ooh gee hospital. now investigating the crash aster or attack. british man vacationing in berlin was an eyewitness to monday night's horror. >> i spoke to two people lying on flooder with broken limbs. they were going to be okay. i saw one guy being dragged away with blood on his face. >> reporter: police say the truck passenger was a polish national. he died on the scene. now the truck ace owner believed his vehicle was hijacked. berlin police searched the refugee hospital where the suspect was said to be staying. now major us cities are ramming up at holiday markets and similar venues. >> philadelphia police stepping up security at the christmas village outside city hall in response to the attack. notice own display of pop up shops, very similar to the one in berlin. police hearsay they would rather be safe than sorry.

new that they were going to be home at that specific time, and then attacked. >> authorities are investigating a string of other armed robberies. targeting asian-owned businesses over the last few months. >> mayor jim kenney soda tax has survived test in the courts. the philadelphia common pleas court judge has thrown outlaw suit contesting the city tax on sugary beverages. attorneys for the plaintiffs in the lawsuit brought by the beverage industry plan to appeal the judge's decision. the soda tax is one and a half cents per ounce. it starts on new years day. the mayor says the tax will help fund pre k. >> well, following a social media outcry over this weekend, neshaminy mall is now apologizing to parent, who say, the grinch stole their christmas. >> that's right. parent told "eyewitness news" as you might remember, they paid nearly $40 in advance for photo packages of their children, with the dr. seuss character, and also santa. the mall, how much, says that the grinch will not be returning, and didn't specify why.

americans will likely spends $27 billion on those gift cards this holiday season, and despite enhanced consumer protections, still pitfalls to avoid. business analyst, jill schlessinger, joins us live from new york with more, good morning, jill. >> good morning. >> so, jill, first of all, give us run down of the different kinds. there are a lot out there. >> well, you know, merchant specific cards, the name of retailer or maybe a restaurant, those are only redeemable at that spot. but, bank gift cards carry the logo of payment network, they can be spent where ever that payment method is accepted. now, bank cards usually have purchase fee of four-six bucks. couple of things to note. money on gift card cannot expire for five years from the date the card was purchased, so maybe dig out those old ones you haven't spent. or see if any additional money was loaded on to the cards. fees can only be if the card is not used for at east a year, charged went per month,

don't let anyone charge you more for that. >> jill they say you can't go wrong with a gift card. but what pitfalls do you need to avoid? >> you know, there have been security concerns, about gift cards, especially, the ones that are offered through on-line auction sites. now, those may be selling counterfeiters, stolen cards. today more cards do allow to you add a personal identification number or pin. that's secure feature that can often reduce the fraud of on line transactions. do remember that if you are going to buy a discounted card, just make sure the code on the back is intact. for safety, you want to give recipients the receipt for the card so they can verify its purchase, in case it is lost, or stolen. if you have a problem, contact the issuer of the card. if you then cannot resolve the dispute, file complaint with the fcc, that's the controller of the currency. you've got consumer, assistance group. i know it is sort after pain in the neck, but, you know, just avoid these little

minutes, 82nd as the sun makes its approach over the tropics of capricorn. then starting thursday, we slowly increase the daylight time. all right, average high temperature this time of year. forty-three. again, below that today by few degrees. tomorrow, slightly above average. each day gets little warmer. headed into the weekends, we will make a run at 50 degrees. remember last year, temperatures right around 70 christmas eve, christmas day, not going to be that warm. but temps up around 50 degrees. nice and dry, storm scan3, get used to the shot. it will stay like that for the next several days, quiet weather pattern. jet stream flattening out, specific air, that's why it is milder. all of the arthur air stays to the north. inbetween seasonable conditions over the next several days, little push of warmer air indicating by the jet stream as it moves northward, by saturday into sunday. that's why temperatures are going up. today, little cool. 40 degrees the afternoon high. like i said each day gets little warmer. mid upper 40's for the rest of the week, near 50 for christmas day, maybe some showers, chris may day night. into monday.

meisha, how is the traffic? >> justin, take a look at this, we have live chopper three right now over that car fire that we have been talking about. so this is blue route southbound before broomall. two right lanes are blocked for awhile there, all lanes were block, they were trying to get this remedy. for awhile there also watching the live picture of this truck fully engulfed in flames, which i can tell you is really causing some backups, backups now extending all the way back to villanova, the blue route between the schuylkill and 95 southbound, that's going to take you over an hour right now. it was to up hour and a half. looks like it has dropped maybe little bit. but i would still plan on avoiding the area at all costs, altogether, or plan on sitting in a extra hour to hour and a half out there because of the extensive traffic happening right before our rush hour in the morning. not good. and i'm going to go to live shot outside. we do have accident, schuylkill eastbound at south street pulled off to the right shoulder. causing maybe slight bit of gaper delay. ya, little bit out there. and route 101 trolley eastbound residual delays due to earlier disable trolley. check the schedules on line,
