live from the cbs broadcast center in philadelphia. this is cbs-3 "eyewitness news". rainy start. things are a little wet outside and they're likely to stay that way. what you can expect for the rest of the day and into the rest of the week. good afternoon, i'm rahel solomon. >> i'm jim donovan. we will get to kate any just an employment. first, developing story out of north philadelphia. >> man dead after shot several times this morning, it happened just after 8:30, on the 2800 block of north park avenue in north philadelphia. just off north broad street.

twenty-three year old victim was shot four times including once to the neck and chest. short time later died at temple hospital. so far no arrests have been made, also no word on motive. turning now to the conditions outside, if you woke up in the last couple of hours, chances are you probably slept through some ugly wetter. >> rain drenched roads made the commute difficult some areas even saw freezing rain. let's check in with katie. still looking little rough outside. >> it is, and even in some spots, guys, actually still have the potential for some of this rain to still freeze on contact, hour, that's specific to the poconos, most of the rest of us have had the chance to actually warm to up well above freezing. so even while it is still unsettled, you're not so much worried about it flicking up when the rain hits the surface. we start off by checking out where else to storm scan3. three hour loop we're looking at, even though looks like back edge to this, here is the thing, coming in essentially from the southwest, we are still going to see periods of this even though it is light rain and drizzle, periods of light rain and drizzle continue.

here's just snapshot of the radar. notice you're still finding pink showing up on the radar indicative of some icing. primarily at this point confined north of 78, and specially up toward the i80 corridor. but still portions of the northeast extension could still be little dicey. with that said, freezing rain advisory still in effect until 2:00 for the poconos. so at this point, lehigh valley is out of t you have had the chance to moderate up on the thermometer. but going to up maybe do little skiing today. yes, talking actually not the worse day to did it, but extra slip slopes, roadways up to the resorts, mount pocono, tankers ville, outlets could have some icing on say the parking lot, real dow want to play it safe. look at the temperatures, they tell the story. thirty the current temperature up at mount pocono, 37 in allentown, so just far enough above the freezing mark that you're not as concerned about freezing rain any more there. forty-one currently in the city. we expect to evening out few additional degrees before all said and done here. forty-five the eventual high in the city.

as go down near the shore points, talking more so flirting with 50, and this is a story actually with us for another day or so. not just above average warmth here, even though 48 isn't war per say, above average, but also the wet weather. that's lingering scene for now. then we're just going to turn this pattern off up on its head as we look forward to the forecast, much more on the change little later on, rahel. >> thank you. the only american hurt in a deadly terror attack in istanbul, turkey is out of the hospital and headed home. delaware county native jake ra a k, hit -- raak, turkish police just released these grainy photos of the alleged gunman there is as the search intensifies for the man behind the massacre. >> after escaping death at new years celebration in istanbul, turkey, delaware county native jake raak is returning home. >> all i can say is massive tragedy. just very unfortunate. >> raak, originally from chads

forwards, was inside istanbul night club with just an hour into the new year. authority say gunman shot and killed two people outside before opening fire inside. in all the gunman killed 39 people and injured nearly 70. >> i want to say, you know, very good country, and so unfortunate that this is happening to you guys. i really feel for everybody here. >> early monday, isis claimed responsibility for the attack. this as authorities detained eight people believed to be connected. the gunman purportedly not among them. speaking to media shortly after the attack, raak saw the terror. the family tells "eyewitness news", raak was shot, but his cell phone caused the bullet to ricochet. in a desperate attempt to save his life he played dead t worked. his brother says jake only has minor leg injury. the family is thankful for that. in fact, just two days into the new year, they're thankful for so much. >> i'm just very happy my brother is okay, safe, coming home, really sad with the rest

of the world and, you know, what's going on and things. just pray for their families. >> in other news today, this morning, family of six is homeless after two alarm fire destroyed a house in delaware county. the fire broke out in the 700 block of 14th avenue and prospect park just before 1:00 this morning, among the six family members who escaped were three children. a family dog also made it out safely. firefighters say the fire broke out on the ground floor, and quickly spread through the rest of the house. there is no word on cause. red cross is helping the family. neighbors tell us the home has caught fire twice in the past. in other news this noon, in about an hour, we're expecting to learn more about what police are calling leud incident in burlington county. police want to know the suspect has struck before. the incident happened about 2:00 in the afternoon new years yvonne huntingdon circle drive in medford. investigators say an eyewitness saw a nude man exit a jeep, walk around it, then drive away. police say the suspect matches

the description after suspect in a similar incident in november in evesham. >> well, one man in custody, manhunt underway for another. that's after a shooting on the grounds after delaware elementary school. police say these two men are connected to the shooting on the property of lake park elementary, in harrington, sussex county. the 17 year old suffered minor injuries. david brown on the left was arrested short time after the gunfire. but the suspect on the right, 19 year old trequon seth remains at large. >> philadelphia sugary drink tax in effect, will fund school programs and recreation programs. cents and half per ounce. judge ruled the tax is allowed by state and federal law, but the beverage industry plans to appeal it, expected to raise about $90 million a year, for the expansion of pre k programs and renovations at parks, libraries, and community schools. president-elect donald trump will be receiving intelligence briefings this week, on russia and its

attacking. reports mr. trump claims he has inside information on the cyber attacks and will hear it later this week. >> thirty-five russian diplomats expelled from the united states were back on russian soil monday but president-elect donald trump said he still isn't completely convince that russia was behind the attacks on us cyber systems. >> i know a lot about hacking and hack sag very hard thing to prove. so it could be somebody else. and i also know things that other people don't know. >> mr. trump said he would share what he knows later this week, apparent reference to his upcoming meetings with us intelligence agencies. >> i think what he is driving at is the fact that there doesn't seem to be conclusive evidence within the intelligence community. >> but many republicans and democrats in congress think the evidence is conclusive. >> the members of the intelligence committees and congress, democrats, republicans, none of just any question about this. the only one who does apparently is donald trump. >> we believe that putin has hacked into our america,

trying to undermine democracy all over the world. >> mr. trump also said no computer is safe from hacking and suggested to reporters during this new years party that if something is really important, right it by hand. kenneth craig, for cbs-3, "eyewitness news". meantime, president owe a.m -- obama and the first family home from their hawaii vacation. they landed at joins base andrews less than an hour ago. president obama said i'll deliver his farewell address on january 10th, he'll do it from chicago, the site of his presidential library, not from the white house. >> in just fewer hours, penn state nittany lions will be playing their first rose bowl game since 2009 when joe paterno was coach. lions were hanging out in sunny southern california over the weekend. they face the usc trojans, same team they played the last time they were in the rose bowl. fans are excited for the game. >> this has been building for the last few years.

somebody over. >> now, police have located the shooter's car, but the driver still has not been caught. >> meanwhile, a dog attack injured three members of the same family over the weekend in florida when police say one of them tried to put a sweater on the dog. the frightening moments unfolded in the backyard after tampa family home. the dog named scar face, attacked a 52 year old woman who attempted to put clothes on him. her husband was also bit when he tried to intervene. >> the female was trying to put a sweater onto a pitbull mix. when she was out there, the dog attacked her, seriously biting her in the arm. the son tried to save, as well, grabbed the knife, stabbed the dog, trying to help them out. >> police say the attack stopped after animal control shot the dog with a tranquilizer. >> and in lighter news, 1 million rev lobes chimed into times square to ring in the new year. took small arm toy clean up behind them after midnight, more than 200 city employees began the task of clearing the streets, among the confetti, trash, un taking until about

yum, so marble in that class. >> but so beautiful, and serene, like being at a spa, right? >> out cold. i never learned anything about the stars. >> so funny, aid moment with justin drabick couple of weeks ago, doing some story like that, that's really cool. and he goes ya, you can also see that light any night. >> we can have office hour sessions in the weather office to discuss all of the in's and out of astronomy down the road so we can get you guys caught up. that's great, though. you know what, star gaizing wouldn't even be worth your time tonight. we have so many clouds out there. just ruins the view anyway. besides, you get rained on. why would you want to? dealing with rain, very light, and more so drizzly through the overnight, but still out there. still worth a mention, into tomorrow, rain comes our way. and then we just as i mentioned earlier in the show with this, pattern on its heads, turns colder, could see snow toward the tail end of the week. how is that for a head line? back it up, talk about the here and now, first and for

most, looking at bit of more region wide zoom on storm scan3, kind of looks like back edge to this, but finding the moisture getting drawn in from the south. there is another disturbance on it heals. that's why we still have to worry about additional just again light and scattered rounds of rain, drizzle the rest of the day, tonight, then this comes in. very nasty squawl line rumbling through louisianna, and tornado risk through mississippi, alabama, may have reports to tell you about tomorrow. this is storm that's lifting in for us, by tomorrow. so, what it bridges us here, is additional rounds of some locally soaking rain. let's get you through the rest of today however. again, all light. all scattered. not everyone is going to be getting hit at the same time. i would say still very moisture laden air mass we find ourselves in the midst of, keep things just damp and sort of dreary, right into tomorrow morning. but look at this line. this swat of rain that comes our way, tail end of the morning, into the early afternoon, so, if you don't sends the kids out with a

umbrella in the morning, they may be soaked by the time they come home. look at this, one, 2:00 in the afternoon, this is really coming down heavily. then it begins to lift away, come tuesday night. now, behind that, the next system comes along, and this one may not pack as much of a punch precipitation wise but will bring in very cold air. when you start to lose colors on your contour map, it goes white, you know you have got really cold air. we're in the going to see those color contours here, but see little taste of the very chilly air that comes along with the frontal passage, and it comes along wednesday night, then once we see the coal air get here, just slaps us into the next week. so talking temperatures technically not all that far off from where we should be. but we're above average today. above average tomorrow. and the next day. so this is going to be sort of a, you know, just getting slapped with a dose of reality, so to speak here in the days ahead. meanwhile, i love this shot, beautiful view from one of the pocono cameras, dreary, but cool shot of jim thorpe, and right in the for grounds, see

the mansion there, stands out like sore thumb down by the lehigh george. freezing rain fell in this area during the morning, still have the freezing rain advisory, please be careful if you plan to go up that way toward ski resort, something, maybe getting one of those late day passes. outside to palmyra cove nature park, see the center city skyline. visibility not ideal either out that way. please keep that in mine. meanwhile we talked about that rose bowl. i wore my blue and white in honor of it, here today. looks like even though they will have quite a few clouds over the rose bowl here this afternoon, all is calm and collected and quiet in southern cal today, 52 degrees at kick off. here mid 40's, not terrible for the standards of here in early january. we would normally be in the low 40 ace at best. so little bit above average. tomorrow looking the warmest, but look what happens in the wake of that next front we talked about, guys, we can't break out of the 30's come thursday, friday, saturday, or sunday, and friday at this point our best next chance to see maybe little bit of snow, question mark on that, though,
