massive street brawl involving 30 to 40 people on south 54th street in west philadelphia, a female officer is scenery pete ly punching the teenage girl. >> what she could have did was at least tell me to backup first, what she did was put her hand on me and told me to backup and it went there there >> she was refusing commands of the police officer, and she kept trying to push her back to tell her to get out of harms way and to hoff back. clearly she wasn't trying to arrest her because she would have just done that. >> reporter: richard ross said both officer and teenager admitted fault in the police statement but 16 year-old is nodes anything that she ever hit the feast mail officer. video never shows that incident. >> she said that she struck the female and female said that she struck the officer back. >> reporter: she says for now she still wears scars from the altercation. >> i feel like, sick. i feel like i threw up twice, my legs hurt, body aching, i

have a headache, i have a bruce on my face. >> reporter: police tell us that the 16 year-old girl did admit to hitting the officer in her statement despite the fact that she's denying that claim now. meantime officer involved in this incident has been taken off the streets, pending an internal affairs investigation at police headquarters, natasha brown for cbs-3 "eyewitness news". three chester county high school football players have pleaded guilty to a lesser charge, to settle criminal allegations of hazing. a statement by d.a. and attorneys for the three conestoga high school seniors, say that the the alleged victim was not physically harmed, but he was briefly poke in the leg with a broom stick. d.a. and player's terence say both side are satisfied. the statement doesn't say how the layers were punish. now disturbing allegation toss talk about. former commissioner in delaware county is charged with assaulting a 100 and three-year old woman. "eyewitness news" reporter david spunt is in radnor township with more details,

david. >> reporter: william spangler was a commissioner here for 78 years in radnor township and left public life in 2015. but tonight officials here at rod nor township felt that it was perfect to come forward on camera to address allegation that is happened, not once, but three times, to a centenarian. >> it is a terrible thing, it is just horrible. when you have an incident like this to occur to someone hoist 103 years old. >> reporter: robert says he is troubled by allegations his former collogue william spangler, indecently assaulted a 100 and three-year old woman at a nursing home. >> we're quite confident that based on probable cause, established in the warrant that we acted accordingly and that the charges are justified and in that warrant. >> reporter: according to authorities spangler, a radnor township official fos more than three decade, put his hand on the breast of a 100 and three-year old woman with

mental illness. authorities say he did it under a blanket. he says that it happened at wayne nursing home, on december 15th. authorities say that spangler came back two more times, and did the same thing. >> we could not wait any longer that we had to take action and i would like to commend the detectives as well as the lieutenant that oversaw this investigation. >> reporter: spangler's out on bail and i reached out to him by phone. i have not heard back yet. authorities hearsay there are several mor allegations that they are presenting to the district attorney, they would not get into details, when i asked them several times about those future allegations. reporting tonight from radnor david spunt for cbs-3 "eyewitness news". >> david, thank you. legal trouble for upland councilman ed michiganner are piling up. we will show you video of mitchell after being charged with stealing $130,000 from the boro and rigging an illegal surveillance system in boro hall. now mitchell and the one or

person have been slapped with the federal lawsuit. it claims mitchell was attempting to force the fire department to pay substantially more for building upgrades, to the construction company where the suit alleged mitchell's a full-time attorney. jack win vigilante of mullica filed the lawsuit. >> it alleged governmental officials took advantage of their positions in the public trust. it the is taxpayer's money, for their own benefit, and in the process took down people who were good people. >> the construction company said they have no comment. messages left for mitchell's lawyers were not returned. terrifying home invasion overnight in the city's frankford section left a suspect dead and a the father of four young girls seriously wounded. around 11:00 o'clock monday night two men forced their way in the 1900 block of pratt street. according to police a struggle ended with the home owner being shot twice once in the leg once in the mouth. police say he was able to fight back shooting and

killing one of the suspects. they also say that they removed a substantial amount of hard juan a from the pratt street home. a lehigh county judge has dropped murder charges against former wwe wrestler jimmy super fly snuka. the seven three-year old was charged last year with murder and involuntary manslaughter, in the 1983 death of his girlfriend nancy argentino. judge site had snuka's mental record as a reason why those charges were dropped. last month snuka's lawyers said his client was suffering from dementia and had six months to live. prosecutors argued that snuka 's brain shows normal signs of aging. taking a look at weather now it is damp, dreary tuesday >> i will keep umbrella around a little while longer, what do you think, kate. >> you will need it in the in the first part of the overnight hours but tomorrow morning we should see this clear out. storm scan three shows heavy rain pushing away. we have a few more showers in central pennsylvania, and they could drift in overnight. scattered showers and also

of variety, we have one sunny, mild take, coming with some win. we have had one colder day, we have one day with the chance for snow and then we have serious cold through the weekend let's get into it. lets look at storm scan three. this shows system that impacted to us day, round two of rain this week. two storms back to back but good news it is early january, so this could very easily be snow but it is not, warm enough that we're talking about rain. next week, talking about rain, again as we start to get that arctic blast, out of here, in the a whole lot of big snow in our future really at least for next week or so. we are looking at a few light snow chances. we have rain possible overnight, just scattered showers as this back edge of the moisture swings through. for the most part heaviest is done if you we are looking at scattered showers and patchy fog. what we have to watch out for is this cold air just starting to move in the great lakes, behind this system we will un leash that by end of the

week and weekend and temperatures are really going to tumble. we are not talking about highs in the teens and inning will digits but we are talking about temperatures 10 degrees below average. right new we are above average , normal high is 41. we have got the near 50 in many spots. forty-five in philadelphia. forty-one in allentown. thirty-four in mount pocono. you can see mild air that is green you see there across the south jersey area shore points , where temperatures are around 50 but with the moisture and warmth in the air , we will have to watch for fog. that will continue into tomorrow morning. then we have got this arctic cold front that will start to approach our area throughout the day tomorrow, come through generally try, it will just for us noticeably is kick up gusty wind. tomorrow afternoon wind will pick upstarting at one or 2:00 wind gusting to 30 miles an hour. while it is mild and we will see sun, win will make it not so much fun outside. it hey be hield but don't want to get blown down street by 35 s and that is what we have tomorrow evening.

then cold really starts to settle in on thursday. thursday's dry day, but try morning we could see this light disturbance, weak disturbance moving by off to the south. if this moves, further are north we have a chance of light accumulations in philadelphia and point in the suburbs. as of right now best chance will be down the shore and portions of southern delaware. the storm may briefly intensify off shore, leading to the wrist fork light accumulation in the order of an inch or so. there is a second low to watch out on saturday, this one mainly staying off shore, southeastern storm, watch out for coastal brush as well on saturday. we are looking at generally light accumulations on order of less than a inch or so across the area. but after that week system on try moves out, we will replenish cold and weekend is going to be coldest part of the forecast. highs below freezing, turning blustery on sunday. that means wind chills drop. morning lows in the teens and highs are ten plus degrees, and below average saturday, sunday and monday. tonight's low is 42.
