right now at 11:00, stores shutting down. where and when they're calling it quits. >> disturbing video shows a man allegedly being tortured and police say it was livestreamed on facebook. >> and this fight has erupted into another one. one between two powerful city leaders. those stories coming up but first by this time tomorrow we could be seeing snow falling in the region. i'm yukee washington. >> i'm jessica dean. it could make for a dicey friday morning commute. we get over to kate bilo who's tracking the timing. >> we've got to get cold enough air for the snow to work with and that's exactly what's happening tonight. cold winds moving in you can see the west winds off the great lakes creating snow showers mainly off to the north and west. we're clear but blustery here. i'll show you the storm headed our way tomorrow. show you this little piece of energy breaking off from a storm

over the rockies. it's moving over the plains and into the midwest tonight. it's a fast-moving storm and the timing on this has sped up. we're starting to see a faster arrival time tomorrow night with this system. in the meantime we've got strong winds gust to go 25-plus miles per hour across portions of the region. let's fast forward you to tomorrow night. here's 8:00, first flakes starting to fall off to our west, by this time tomorrow, 10:00 we start to see light snow overspreading the region and that will continue right into the first part of the overnight. 1:00 a.m. we've got light to moderate snow falling. it then transfers energy down to the coast before 3:00 a.m. before starting to taper off after 4:00 a.m. timing it out here tomorrow after 9:00. light snow develops from west to east, light to moderate snow will be falling from 11:00 tomorrow into 4:00 a.m. friday and then the snow will taper to some flurries. coming up i'll tell you just how much snow you can expect when you live, what it meanstor the friday morning commute and a big

blast of cold that will follow. >> philadelphia's top prosecutor and the head of the police union spent the day trading insults. >> it's over the response to a fight between a teenager and a police officer captured on camera. >> eyewitness news reporter david spunt is live at police headquarters with more on this war of words. >> anybody that knows fraternal order of police president knows that he is very outspoken as a leader. tonight he called district attorney seth williams a sideline playboy and seth williams' office is responding. it all began with a fight captured on camera posted to social media volvoing a 16-year-old teen girl and a police officer. the girl admitted to slapping the police officer in the face, but that teen was not charged. >> we were all shocked, given the circumstances. >> reporter: fraternal order of police president is out of state so we spoke to the vice

president about the letter which didn't hold back. once again the district attorney of philadelphia has chosen to disregard his responsibility and look the other way when a police officer is assaulted, he wrote. >> he actually gave a statement that night that she actually made physical contact with the officer knocking her glasses off. >> reporter: this video didn't capture the reported slap but showed the officer holding the teen on the ground. we spoke to the teen hours after she avoided charges by the da's office. >> what she could have did was to tell me back back up first. what she did was put her hands on me and told me to back up and i went from there. >> reporter: he went on about will yaments. first there was the mccoy debacle in which williams turned against police and now this. >> it's left a bitter taste in our 340u9 and any time something like that go on we're going to defend our officers. >> it has been very disappointing over the past 7

years watching one's promising district attorney degenerate into a morally and ethically challenged sideline playboy. philadelphia citizens and philadelphia police definitely deserve better. so a spokesman for district attorney seth williams released a statement, district attorney will never apologize before deciding to take away someone's freedom and it's stunning that anyone, much less a member of law enforcement, would ever believe anything else. i've learned that this officer is pending internal review. i'm david spunt, cbs3 eyewitness news. >> david, thank you. officials in south jersey are investigating a young girl's sudden death. she was found unresponsive in her family's home sunday afternoon. she later died at the hospital. several family members were home at the time but police have not announced how she died.

now to a horrifying attack in chicago that was streamed on facebook live. a young man described by law enforcement sources as developmentally challenged was tormented for half an hour. he was beaten, peppered with cigarette ashes and his hair was cut with a knife until his scalp bled. on the video several people can be seen laughing and eating as that attack goes on. the victim had been reported missing from his home in the suburbs. he is now in the hospital. four suspects are in custody tonight including a woman who posted that video. bensalem police say a tip from an alert viewer led to a tip. only eyewitness there. authorities say he was behind the wheel of the red chevy pickup truck in this surveillance video that struck a 56-year-old man. the family spoke with eyewitness

news. >> i thought it was extremely fast that they found the fellow. i didn't think they were going to find him period. >> channel 3 certainly had a substantial part in this. viewers that saw the news coverage were able to phone in and give us information which led to the arrest. >> his family says his leg was broken in multiple places. it will be some time before he fully recovers. he faces charges for misdemeanor careless driving and failing to render aid. a south jersey man makes his first court appearance. jeremiah monell appeared this afternoon. he's facing murder and weapons charges in the december 18th's killing. he led police on a two-week manhunt before being taken into custody. the victim's cousin had strong words for monell after today's hearing. >> he's hurt her for way too long. now it's time for him to take -- feel some of that pain.

take away his rights. take away his rights. that's what i want to see. that's what my family wants to see. >> reporter: police found monell hiding in the woods on monday. >> today was the first day of hpl pre-k paid for by that new drink tax. as students arrived to the classroom, some at area stores came down with a case of sticker shock. al exan degreeia hoff is live with more. >> reporter: what's happening here is distributors are passing on this tax to retailers who may not have a choice but to pass it on to customers who then say they can't afford it either. >> we can't afford this. >> i'm not going to buy it. >> reporter: to better understand the sticker shock, take a 3 liter bottle of discount soda. that's about 101 ounces tacked in philadelphia at 1.5 cents per ounce, that's an additional $1.52 in some cases making the

tax more than the product itself, include an 8% sales tax, a bottle priced at $1.39 becomes $3.14. shop rights in philadelphia will absorb some of the tax hit with a two-week promotion. but they say they fear what the future loss of business will do. >> actually people have left the store due to that. >> reporter: joe rudder says as a small business they couldn't afford to not raise prices on their artisan sodas. meanwhile mayor kenney. >> we are so excited. we've been just thrilled with the kenney administration's initiative here. >> reporter: 6500 new pre-k seats is the city's overall goal. 2,000 are currently being filled. still the question remains, who will end up footing the bill at a second location outside of the city, rudder says his customers won't. >> we were going to go somewhere

a college band invited to play at president-elect trump's inaugural parade accepted the invitation but controversy soon followed. >> one for one against the historically black college taking part. >> nicole brewer joins us with more on the debate. >> there was supposed to be a decision. the president of telledega college. so for now we are left without an answer and instead with the question should they move forward with that performance. >> reporter: when the tornadoes of talladega college were called out for agreeing to perform for the president-elect, the historically black college had two options, back out of the parade or march to the beat of their own drum. >> i personally think they should go to show support. >> from a business perspective i don't think that's a good decision.

failed to stop and hit a bumping block at the end of the track. the injuries are mostly minor. >> captured on camera, a young boy dangles from a ski lift at a utah resort. >> hang in there, bud! >> reporter: that man watched helplessly in front. just a single strap kept him hanging in the air. the boy stayed calm and kicked off his skis. the patrol used a ladder and the boy did not get hurt. >> kate is joining us now. we did see snow in that video and we've got a little bit of snow headed our way. >> a little bit of snow and i said earlier this is kind of like the perfect snow for me. if it were happening friday night into saturday morning because you don't want to deal with it during a morning commute. but it's just enough to make things look pretty but it's more of a new sans than anything. it's not going to cause major problems or anything like that and we haven't had much snow this winter so it's about time we get at least a little bit.

it is january after all. it could be a bit of a dicey morning commute and if you're going to be on the roads late tomorrow night there are going to be some slowdowns as well. if you're out at midnight, it will be slow. let's take a look at what's going on. we'll start you off a look with how today panned out. what a beautiful day it turned out to be. nice and warm, temperatures got to the 50s. but take a look at the wind gusts. one point 36 miles per hour there in the afternoon when the winds picked up and that's when the cold air started to move through. we knew all day we were on borrowed time. you don't get to sustained temperatures in the 50s for that long this time of the year and we're back to more seasonable temps tomorrow. here's the system to watch for tomorrow into tomorrow night. this one right here and it all headed eastward and it's moving pretty quickly so we've actually sped up the timing on this just a bit. i mentioned it has been a very snow-starved winter so far. it's still early but we've only

had 0.3 inches. the average usually about 4.3 by this time. we're about 4 inches below normal. that said we may make that up tomorrow and into friday morning. this starts between 9:00 and 10:00 tomorrow night. at this time tomorrow night i do expect it to be snowing in philadelphia. it intensifies briefly around 11:00 or midnight and you can see it starts to transfer its energy to a coastal low so we may see the inland snow start to wind down around 2:00 a.m. and we may see some steadier snow for a time down the shore before that all pushes out and you can see friday at noon, it's clear and the sun is out. then as we head into saturday, this is a close call. notice how close it gets to brushing our coast here saturday. at best it possibly sneaks back and impacts the shore but it looks like it stays away from us here in philadelphia. how much snow are we going to get, it's not much, more of say nuisance, more of a coating to 2

inches. we could see up to a solid 2 inches in and around philadelphia and this is mainly going to be from 10:00 tomorrow night into about 3:00 friday morning. temperatures are near freezing so they're out treating the roads already but there could be slick spots for that morning drive with an inch or two of snow. and then we head into that saturday system. the gfs model keeps it farther offshore, keeps it dry for everyone on saturday. the european model wants to bring a little bit of snow down the shore on saturday so that is something to watch it's only two chances for the shore the rest of us just see it tomorrow night into friday morning. tonight is dry, tomorrow is dry for most of the day. you'll see the clouds start to creep in in the afternoon and it's around this time tomorrow night that the snow begins. light to moderate snow right into your friday morning. that is followed by an even sharper blast of cold air. in fact we'll go bloefd freezing friday inc. and we will probably not get above freezing again until tuesday morning. it's going to be a long stretch
