attorney seth williams. williams was said to have cooperated in reaching the settlement, with the ethics board. it comes with a $62,000 fine, for failing to disclose on financial interests statements , five sources of income, and 89 gifts according to the paperwork. shayne creamer is executive director of the board. >> this is the largest, penalty that the board has ever assessed against an individual. it is the largest fine anyone has ever been required to pay. >> reporter: williams was also find $2,840 for additional gifts given by defense attorneys quoting the board who had a financial interest that the the district attorney was able to substantially affect through official action at the time that they gave the gifts. seth williams first found himself on the city watch dog 's radar in the summer when he disclosed five years worth of those gifts. a spokesmen at the time said they were from close family friend. the gifts included a $45,000

"eyewitness news". police tell "eyewitness news" that charges have been filed in the deadly shooting inside a philadelphia bar last night. officers say 28 year-old edward morgan a security guard shot and killed the manager, 44 year-old christopher johnson, at sharon's little spot on boyar street and wood land avenue. the shooting apparently stemmed from a argument between the two. this latest homicide is adding to an already violent start to 2017 for the city of philadelphia. there have been 16 murders in the city as of midnight, that is a 37 percent increase over last year at this time. this is information according to philadelphia police crime stats, and the city of philadelphia recorded 277 homicide, last year. well, updating this morning's bomb scare and evacuation at temple university, authorities say a belt discovered with wires coming out of it did not contain any trace of explosives. two maintenance workers made discovery at school of engineering building at 12th and norris. but the bomb squad detonated

the belts, students were allowed back into campus building shortly thereafter. now to the weather we're tracking some showers and that rain is making for wet ride home. meteorologist kate bilo is in the weather center with more, kate. >> all day we have been dealing with the gray conditions, spotty drizzle and patchy rain and now we are seeing rain pick up in intensity just in time for second part of the evening rush. you can see how we're seeing green blanket the region here on storm scan three. we have pockets of yellow as well, an indication where heavy rain is falling. we will zoom in and see over portions of thorn new jersey especially but then down into chester county just pushing in delaware county and west philadelphia right now and seeing this eventually move into center city within the next half an hour or so. here are heaviest rain we have seen right along the schuylkill expressway right along i-95 and this is definitely slowing things down across the region. it will be slow to exit as well. you cane this system extending all the way down into the deep south where a few tornado

next couple days. we will have several rain chances to look ahead to in the seven day forecast, none of them looking particularly heavy, at least until we get into early next week but not a ton of sunshine in our future either. we will look outside, start off down the shore and this is what you are dealing with, traveling ocean city, cape may county, up and down garden state parkway, new jersey turnpike, further inland, seeing this following, low clouds, and just a lot of moisture moving through. so pockets of rain, drizzle and then again fog leading to retuesdayed visibility tonight , lay it safe that does in the look like safe trying in ocean city and that is what we are seeing tonight. storm scan three showing that rain moving through, again, some steady green, tark green and pockets of the yellow we have seen for most of the day over city of philadelphia has come down at good clip especially over west philadelphia, overbrook section and into portions of chester county and delaware county as well, down i-95, in wilmington we are seeing heavier pockets of the

downpours and west goshen and seeing some steady rain finally making it down the shore. that is what we will see for next couple hours. we have steady rain down the shore ocean city just showed us that, fog and rain coming down in the camera there. pockets of steadier downpours still moving through around seven or 8:00 o'clock as well and even through 11:00 o'clock tune in back here on cbs-3 we will track still some scattered showers at 11:00. everything will gradually be winding down tonight. overnight still cannot rule out pockets of drizzle, still will be foggy overnight and may start tomorrow morning with a stray shower, especially off to the north. but, then tomorrow, mess of the day, supposed to be try, it will be cloudy but should be try. thursday looks like a much better toews with more sunshine finally get something sun back into our forecast for one day. one thing to mention until 10:00 o'clock tonight monroe county in the poconos still under a freezing rain advisory temperatures right around freezing hashing. any rain that comes down could freeze on untreated surfacees. tomorrow, morning showers, mild but toss stay cloudy
