normal takes little while. even though it's low tide now, you can see there's still flooding here at third and west avenue in ocean city. about 6-inch to a foot of water still on third street here. the wind advisory is over the wind has died down it takes will for all this to drain back into the bay because the bay has got to drain out to the ocean, and it's all delayed on the tides. let's take look at the video from earlier when there was a high tide here in ocean city. many of the roads impassible because of that street flooding, and we talked to the ocean city office of emergency management. they said that they didn't have any major safety issues although they did have to rescue several people from their homes at certain points for medical reasons. had to get out to their cars but they couldn't because there was a foot or more of water in their front yard. but they said there wasn't any super serious concerns that they really had to worry about. even during the worst of the storm. again, one of the major problems here is the street flooding

also, we have the beach erosion that's the neck thing they'll look at to try to evaluate once the storm is over. the last time here in ocean city that they had beach reflect many was back in 2015 into early 2016. they're not due again until 2018 so they'll have the army corps of engineers take look to see if there's anything that has to be done, anything that can be done in between now and then. so again, the flooding is rece receding back into the ocean. still taking awhile. many of the schools on two-hour delays on the barrier islands including here in ocean city. so we'll continue to look this afternoon. hopefully this flooding will keep going down before you get into the afternoon and evening high tide. but again, the worst is over. reporting live in ocean city, cleve bryan, cbs3 "eyewitness news". >> all right, cleve, thank you. the city meantime winds blew a huge sign from community college of philadelphia building this morning take look much cbs3 near 16th and spring garden the sign was nuisance for students on their way to class. no one was hurt but one student says he was completely rapid up

in the sign. >> i walk in and i see the thing wind blowing it and then the wind stops and it just covers me up. i'm like a big blanket draped over top of me or whatever but it was fine. i didn't get hurt or anything. >> clearly has good sense of humor there. crews did gather up the sign. no word when or if it will be put back up. roads are local toll dry out. meteorologist katie fehlinger is here to tell us what we can expect for the rest of the day. >> hi, katie. >> maybe that poor man's pride was harmed otherwise i'm glad to see he's okay. thankfully the worst as cleve said he said it best. the worst over. so this is good news for us the fact that the storm is beginning to make its full departure it's not completely gone however that's why still gloomy and dreary outside as we start things off by taking a quick glance at storm scan3 and wider zoom. mainly at this point eastern canada issue. even still in maine you're finding pretty heavy snowfall, but as this storm pulls away, it's still leaving behind wrap around moisture. you get counterclockwise

rotation with these systems in the northern hemisphere that's why we still have showers most notably right now out towards eastern new jersey, but some drizzle some light rain is still out there for the rest of the afternoon. now, here's sort of bullet point list for you showers will linger will lead to slick travel in in spots. we won't be dealing with additional flooding more on that as the afternoon progresses here. coastal flooding thankfully is beginning to recede and it's not quiet as windy. when we say it's not windy what are we talking about? i'd say max 20 miles an hour sustained winds here and pretty close to that at philly international and atlantic city. your temperatures probably won't move too much more from where they currently stand. maybe another couple of degrees at max. shooting for 43 at best here in philadelphia. it does stay breezy and stay unsettled for the rest of the day. but it's nowhere near the caliber of the wind speeds or the rain that we saw yesterday. and it only does get better from here. really bright forecast for you coming up and i'll let you know exactly when to expect the nice weather a little bit later on. jim?

>> looking forward it to. thanks katie. we're following breaking news this noon. philadelphia police have a person of interest in custody in connection with a violent home invasion in chestnut hill. but no charges have been filed yet. police already located the stolen get away car used in saturday morning's break in and assault. police say that armed man entered the chestnut hill home through unlocked door before making his way into a bedroom. the intruder then force add male victim to stay in the room while he sexually assault add female in another room. the philadelphia sheriff's department lieutenant who suffered devastating injuries when an elevator malfunctioned last summer is out of the hospital and headed home this noon. "eyewitness news" reporter joe holden is live at magee rehabilitation hospital in center city where the injured sheriff lieutenant was released this morning. joe? >> reporter: jim, good afternoon. things were touch and go fort longest time for paul owens. he was a sergeant when this crash happened inside an elevator at the cjc he was promoted to lieutenant immediately afterwards and today as you said he finally gets to

go home. sergeant, how are you. >> philadelphia sheriff's opportunity paul owens has a few things on his mind mainly to get a home cooked meal and -- >> be with my family. it's been a long time. been almost six months. >> reporter: it was a chaotic and scary scene outside the criminal justice center the morning of august 4th. the court staff elevator lieutenant owens was riding in malfunctioned. the sheriff's department said the car shot like a sling slot threw the elevator shaft roof. owens was critically injured. the building was evacuated. >> feel a lot better than i did when i first got here. [ laughter ] >> i'm just happy to go home. happy for all the support i got. >> reporter: sheriff july well williams met lieutenant owens this morning to escort him home. the sheriff tells us, it is his hope lieutenant owens will return to work. >> how does is it to say this day, sheriff. >> one of best days for me. knowing that i've known paul for many years, and now i get the opportunity to see him on his

way home so he can be with his family in better environment. >> reporter: meanwhile the investigation into how the cjc staff elevator failed is unresolved. the sheriff's department confirms the elevator remains out of service. but for owens today was about getting back to normal. >> just trying to get back to regular life. it's hard, but, you know, just part of the process. got a long way to go but i got this far. just happy to be going home today. that's all. >> reporter: now as for those elevators in the cjc "eyewitness news" has been trophying through its own investigation as to what possibly could have happened. we took that investigation to the state. that part of the story coming up later on "eyewitness news" and also there is expected to be movement in the courts today on this case. i will see you later on on "eyewitness news" for that part of this investigation. reporting live in center city, i'm joe holden, cbs3 "eyewitness news". >> thank you joe we'll be

looking forward to to your reports later on today. investigators are trying to figure out what sparked a fire at a chinese restaurant in wynnefield heights. the fire broke out around 12:30 this morning at the chunk hang restaurant. conshohocken avenue and monument road. firefighters control the fire about half an hour and fortunately there were no injuries reported. president trump met with heads of the automobile industry this morning as the senate continue to do approval members of his cabinet. last few hours ben carson was approved as secretary of housing and urban development and lane chow approved as the head of the transportation department. correspondent craig boswell has more. >> reporter: sources confirm to cbs news president trump does not plan to fire fbi director james comey allowing him to continue his tenure term as the agency head. this comes as the fbi continues investigating alleged ties between russia and mr. trump's aids. president trump host add breakfast for the ceo's of major auto makers this morning as he works to keep manufacturing jobs in america.

>> we're bringing manufacturing back to the united states big league weary ducing taxe taxes substantially and unnecessary regulations. >> reporter: mr. trump tweeted i want new platt to be built here for cars sold here. and during the meeting the president said he'd speed up environmental approval so companies can built. >> i am to large ex dent an environmental lift. i believe in it but it's out of control. generally speaking we'll be giving -- we'll be very friendly. >> reporter: meeting comes a day after president trump pulled the us out of the transpacific partnership. mr. trump's aids say he wants to focus on bilateral trade deals and not multi national agreements. >> we appreciate that the president's courage to walk away from a bad trade deal. so i think as an industry, we're excited about working together. >> reporter: tpp was a signature deal president obama tried to pass but the pact did not get an enthusiastic reception from both sides of congress. craig boswell for cbs3 "eyewitness news".

the governor of minnesota is scheduled to deliver a keen budget proposal today just one day after collapsing during his state of the state address. governor mark davis was delivering the speech he began to slur his words before falling and striking his head on the podium. state senator whose also a paramedic was among those who rushed to his aid. the 69-year-old was hospitalized last year after fainting at another event. glad to hear he's doing okay. miracle buried under a wall of snow. three puppies found alive after an avalanche in italy. coming up the search intensifies for people who may still be trapped. >> la la land grabs most oscar nods. another the break the other top nominations just

back on "eyewitness news", a heart warming discovery in italy. three puppies are found alive after that deadly avalanche a bruise so. they were trapped for five days underneath a destroyed italian hotel. the discovery is raising hopes for more than 20 people that are still missing. it's believed they are buried under a wall of snow. search teams are still working around the clock. take look at this. roadway floods in california restaurant and it is all caught on camera. surveillance video shows large wave coming up over the breakers before crashing straight through the first floor windows. the humidities are running to remove any excess water. damage is expected to cost about $15,000. well the nomination are in for the 89th academy awards and one hunk love story is mak making headlines. >> la la land 14 nominations. other films in the running show a much more diverse field than last year. danielle nottingham has more

the place. >> that is such and understatement. let's call it miserable. it was miserable. horrible. so raw and cold and you couldn't warm yourself up because you got wind smacking nut face. rain and everything else. but thankfully the storm itself is starting to make its departure. that's good. >> yeah. >> we're not completely out of the woods as we mentioned earlier in the broadcast still going to have to deal with additional leftover showers, some wind but the 50 and 60 plus miles an hour gusts of yesterday? nothing by comparison. in fact take you back in time here. take a look how much we've actually scene in the way of some wet weather as well as the wind but first take you to camera shot this is live look overlooking logan square here in center city philadelphia. from high a top the parkway central library as we zoom in. it looks like it's actually trying to brighten up. i don't think you'll see a heck of a lot of sunshine here today, folks. this is one of our brand new cameras and thrilled to bring these -- this view to you little bit of a different angle every center city view here. as we move forward. so let's take look then as we mentioned back at those wind

gusts. they were impressive to say the least. cape may ended up with 63 miles per hour gust. tuckerton 60. 51 miles per hour gust here in philadelphia. so it really was a very major system when it came to that part of it. manasquan 2-inches. lakewood in atlantic city 1.9 and the list goes on. it was certainly one of those forecasts that verified as expected and it continues to move away. the storm itself. so we're still left at this point with lingering showers here's especially across new jersey and what the storm itself still rotating away will have to worry i think about additional showers the rest of the afternoon. meanwhile let's take look at the winter weather advisory that is still posted for our area. it's specific to the poconos carbon and monroe county, near i80 a light wintry mix. i don't expect it to amount too much but it -- if it is wintry weather it could lead to some slick travel. so again up around that way is the best chance for to us still have lingering slick travel out

there. and then we actually end up with another batch of cold air getting sent our way from the depths of the arctic. what will happen trough gets carved out by the jet stream that's controlly thaw happens. the polar air allow to migrate south passed the hudson bay all the way to us here in philadelphia. that does mean temperatures will be dropping. and we will see a cold front help to get this in motion toward the tail end of the week. so by the time we hit the tail end of the week into the weekend, we're back to what's normal for a change. that will continue for us into the early days of next week as well. taking a look at current wind speeds elsewhere into the 20s in many locations. but you'll notice that you call it a nor'easter in part because the wind is out of the northea northeast. it's not out of the northeast so much any more. starting to shift and as it rotates more to the northwest or west, that's going to help push those flood waters away. we have the early high tide between about four and 6:00 a.m. this morning. now that coastal flood warning was allowed to expire because as the wind shifts it will help

push the water away the neck high tide comes in it won't be as much of a concern. you will still notice that wind. so as we walk through the rest of the afternoon mid 40s the best we can hope for still breezy maybe a gust up to 30 at worst later tonight skies continue to gradually clear and it's still breezy with a low of 34. then as we move it forward in the forecast tomorrow is a gem. sunshine, mild, light wind, don't get used it to. enjoy it while do you have it though because we do see that cold front come along thursday. knocks the temperatures back. maybe a few ick enhanced flurries on friday stuck at best at 40 degrees threw the weekend. >> wild couple of weeks. >> yeah. it has been but we'll finally level off at least for a short time. >> nice to hear. thank you katie. new nasa discover hee has star wars fans saying it reminds them of the death star. >> tell us what you think. real life moon orbiting saturn experts say the giant circle you see it there on the left in the middle a a crater giving the moon death star light qualities it was taken by nasa spacecraft
