amazingly no one was injured. tires squealing, heads turning, people darting out of the way as witnesses tried to figure out what led to a bizarre >> he dragged her on the street. >> when the drier gets out to help the female passenger, that's when the driver takes off. >> i start running behind the car. >> lots of people hiding in the trees running around, smoke everywhere. it was crazy. >> reporter: the cab finally came to rest here at 18th and walnut after hitting another car. witnesses capture the incident from many van tang points as bystanders yanked the man from the car. >> he was naked as soon as we pulled him out of the car he was

like i'm mentally ill take me to the hospital so we were trying to hold down the naked guy. >> reporter: the suspect was ultimately taken to the hospital. he is now facing robbery charges. meantime the taxi driver and the female passenger were not seriously injured. we're live in lit square tonight, natasha brown, cbs3 eyewitness news. >> police need your help identifying a purse snatcher who's prey on women in the northwest section of the city. the man seen here has robbed four women since thursday. they say the robber nearly knocked the women down then grabbed their purses and jumped into a car. the women we spoke with say they'll be more cautious. >> i usually do, you know, keep an eye out. and make sure that i see what's going on. like i said, the people in this community are fabulous. >> police say it appears the robber is acting alone.

the getaway car is described as a burgundy or maroon older model vehicle, possibly a buick. >> a bucks county man is under arrest for child sex abuse crimes that investigators say date back as far as 40 years. this is the suspect 58-year-old william thomas. he's charged with the rape of at least five children and possession of child pornography. detectives found 1,000 pairs of children's underwear. >> this man was a trophy collector and creator of monumental proportion. he was a historian. he historically recorded all of his conquests. >> authorities fear there could be more victims. they ask anyone who may have had contact with suspect to come forward. >> nearly 100 septa train cars are out of service when cracks are found beneath of the trains.

workers have comben tearing up the floors of the market-frankfurt fleet but it's unclear what caused the cracks or how to fix them. >> refairs, i can't exactly speculate and we don't want to rush them. >> septa warning commuters to be prepared for crowding and longer waits. this is the second crisis for the past year for the transit authority. a third of its regional cars were side lined for months. >> the battle over president trump's travel ban is edging its way up the judicial escalator headed for a possible file face-off at the supreme court. the ninth circuit court of appeals in san francisco will hear arguments from the ban tomorrow. that court has refused to immediately reenstate it. speaking today president trump defended the ban. >> we need strong programs so that people that love us and want to love our country, and

will end up loving our country, are allowed in. not people that want to destroy us and destroy our country. >> reporter: pennsylvania attorney general announced today that pennsylvania has filed a brief with the court suppressing its support for the state of washington's lawsuit to stop the ban. >> the family of syrian immigrants to pennsylvania has arrived in the u.s. more than a week after they were denied entry. pennsylvania governor tom wolf was among those on hand for the welcome. six members of the family were turned away by customs and border protection agents back in january. they were vetted and approved to the come to the u.s. when president trump's travel ban went into effect. >> i was pessimistic. i did not think this was going to happen. i was hoping it was going to happen. so today i think we reached what we were trying to do and the results are just wonderful.

>> they applied for visas more than 13 years ago. right now senate democrats are in the middle of a 24-hour session trying to stop the confirmation of beency devos as secretary of education. she has no education experience and is a strong advocate for school voucher programs. the final vote is set for tomorrow. it will be a close one. two republican senators and all 48 democrats have said they will vote no. vice president pence is expected to play the role of die breaker. >> important documents are back where they belong. our david spunt has an exclusive look at how the fbi was finally able to bring the stolen history home. >> reporter: you are looking at benjamin franklin's personal copy of the constitution, with handwritten notes. this is thomas jefferson's handwritten draft of the declaration of independence.

you can find them. inside here is a treasure of a different kind. two stolen documents the fbi in philadelphia just recovered, documents that belonged to the richest man in america. >> gerard collection is one of the most important collections in early american history. >> reporter: the librarian at the society and sasz steven gerard had a major impact on philadelphia and the early united states. he got a phone call from a rare book seller in maine who wanted to sell the two documents, documents that were never supposed to leave the walls of gerard college in philadelphia. >> any missing piece harms the potential of this collection to help us understand our own past. >> reporter: the art crime team in philadelphia and u.s. attorney's office took the case and recovered the 1809 and 1811 journals. written by gerard's right-hand man.

they include important rare glipss into the millionaire's daily life. >> reporter: they invited us to come along as they made the trip to gerard college. >> when you enter the campus you walk through the door you'll find steven gerard's tomb. >> it's a great honor to return these documents to the archives. >> reporter: special agent with the fbi art crime team in philadelphia worked on the case and presented the documents to gerard college president. >> i was surprised quite frankly to know that some of our documents had gotten out of the safekeeping here at gerard college. >> someone sold the documents and fbi agents believe it was between 1965 and 2006. we may never know who or why, but we do know they are back where they belong. >> it's a wonderful occasion to reunit these primary source documents with the steven gerard

the former nba star grew up in the area and was a standout player at school. he had donated those items. people step up to help the girl scouts. someone stole $50 from the girl on saturday while she sold cookies. police are still looking for the thief but the girl scouts tells eye with it news there has been an outpouring of support. a dangerous discovery today. authorities say relatives of a man who recently died found several sticks in the dynamite in the freezer of his home. neighbors were told to shelter in place while the bomb squad removed the explosives. no one was hurt. >> it's a new spin on pet therapy. man's best friend is now helping the staff at a montgomery county hospital. for a lot of people puppies are

where everything is quiet right now. freezing rain advisetories into tomorrow morning. also is that extends into the poconos. most of the area will stay far enough above freezing that this isn't an storm scan 3 showing the clouds yeepg in right now and you can see after a beautiful day we had clear skies now it is starting to cloud up as this next system approaches. this one is just rain. you can see showers have crept into western pennsylvania right now. that first batch coming through early in the morning and steadier rain with this that's what you see back here, that will come through mid morning into the early afternoon. just some clouds right now, temperature-wise we're still warm at 39 degrees. not too cold overnight, temps will stay steady but as that warmer air comes in we'll have to watch for pockets of fog as well. 39 in philly, 46 in dover.

a big temperature gradient tomorrow. areas off to the south will be into the 60s, near 60 in philadelphia but only 40s and 50s up north and west where more rain will occur. we're talking about a shower late, 39 degrees our overnight low, tomorrow cloudy, mild, some fog and pockets of rain especially from late morning into early afternoon. here's what that looks like. overnight again the clouds creeping in, watch for some showers early in the morning, possibly a little bit of ice in our far north and west suburbs, the poconos, notice you can probably get through your morning commute okay. the heaviest is going to hold off until late morning and into the early afternoon. 9:00 a.m. we start to see some pockets of steadier rain, especially from the city on north and west. 11:00 a.m. it's raining steadily and then it tapers to showers by tomorrow afternoon. the steadiest by between 9 and noon but watch for some slick spots in the poconos. that freezing rain advisory goes

until 10:00 tomorrow morning. then we watch our next storm system, wednesday is a bonus day in between two systems. that's when temperatures rise to the 60s. we could even break a record. the record is 63. but wednesday night cold air starts to push in from the north and west and at the same time this storm is going to form just off the coast, just off to our south. this storm is going to capitalize on that cold. starts out as rain. overnight wednesday night into thursday morning, watch what happens. the dark purple indicating the snow is falling heavily and that means accumulation is possible. this is a forecast, there are still a lot of pieces that have to slide into place. we're talking about temperatures going from the 60s to the 30s over the course of 18 hours or less. rain changes over to accumulating snow wednesday night into thursday morning, and even thursday afternoon snow showers and squalls will be with us. accumulation is likely with is this and there is a chance we could see several inches of heavy wet snow in the city,

north and west suburbs especially, wednesday night into thursday morning. how warm does the ground become with three days of temperatures well above average? will it snow heavily enough to overcome the fact that temperatures will be around freezing or above freeszing and how long does that moisture remain into thursday? all of these factors will start to influence how much snow we will see. but it's going to feel like we walked through the cup board and emerged in narnia on thursday morning you're going to enjoy record temperatures wednesday afternoon and most of the snow will have fallen in thursday. everything is going to look white on thursday morning for much of the area. it's still evolving. i'll keep you posted. >> don is up next with sports. >> i can't top that at all. here's what i got though. the sixers may have a trade in place and the flyers with
