breaking news only on three, two elderly women tied up and terrorized inside of their home. we're live with how police made the quick arrest. >> new developments on neighborhood evacuated after tanker truck overturns, and spilled fuel in bucks county. and a day after snow hits the region, the concern today is the bitter cold and icy sidewalks, no bones about it, in center city this morning, and for good reason. women, today is friday, february, so good morning, i'm jim donovan. >> i'm rahel solomon. hands full of schools opening late after yesterday's storms, we have the delays at the bottom of your screen. >> now, let's get your day started with a check on traffic. >> happy friday. i was going to say if we made it through yesterday we can handle the chilly temperatures today, right? but it is going to be ice out there, on my way in, saw a lot

of black ice, especially over the shoulder areas. >> yes, at this point, my driveway, pretty good. but i was traveling all major roadways to get to work here, so except for the side streets, streets that didn't get treated, it is very slick out there. coming out of the garage this morning, and getting down to sidewalks little trickle what froze during the overnight, that was frozen solid. so i felt the little slip crossing the driveway into the roadway. keep it in mind. you will run into those spot. if it looks wet, it is absolutely frozen, but skies have cleared out very, very rapidly here. in the wake of the storm from yesterday. so, totally different story for us here today. as we take quick peak here on "skycam 3", what you are finding is the clear sky, there is still a pretty noticeable breeze out there. making it feel awfully chilly. it is cold enough, guys, at 24 y wind flow at 10 miles per hour, feels more like 14 degrees, so knocking obviously a solid 10 degrees

6:00 a.m. but, much more seriously, more importantly, we do have an overturned tanker truck, this actually happened last night, and we do have a fuel spill in place here, it sound like there is will be closed for quite some time. so easton road, 611 closed between brit toll road and street road. your alternate york road or route 309. and you will have to use those alternates, like i said, closed and sounds like it is pretty serious, so closed for quite some time. then another accident, williamstown, new jersey, black horse pike, near lake avenue, heads up on this, a lot of accident, but this early in the morning, plus, we have another one, in souderton, god fell road at lower road. so, if anything, i am just going to say take it little easy today, we're dealing with some ice on the road. >> breaking news, police interrupt violent home invasion in southwest philadelphia. now, three suspect are behind bars. >> "eyewitness news" reporter trang do, live near the scene at 66 and greenway, with a story you will only see on cbs-3, good morning, trang, what can you tell us? >> reporter: good morning,

rahel, jim, very dangerous situation for police as well as the victims unfold, two vietnamese women live at this home. at this point police are not sure why they were targeted. but they are looking into whether any of these three suspects in custody new these two women. this all started around 2:00 this morning, neighbors called police after they heard screaming and yelling coming from a home at the corner of 66 and greenway avenue. officers arrived to find the back door kicked in, and two women inside with their hands bound, behind their backs, with speaker wire. one of the women had been punched in the face and choke. she told police they held knife to her throat and demands n money. officers searched the home and found three men hiding two of them under beds, on the second . they describe them as two black males, one asian male, two of them also armed with handguns. lieutenant john walker praised the response of neighbors and police to the situation that could have ended very much in tragedy.

>> i think everybody's relieved, again, to make entry into a house with two armed men, officers did phenominal job in bringing this situation under control rather quickly t could have been much worse, going newspaper a second floor with three people, two armed, two separate bedrooms, and rescuing these two women out of this house safely, and then taking these three individuals into custody safely is a great thing for everybody at this point. >> and investigators are also looking into whether these suspects are involved in a number of asian-owned businesses that had been robbed in southwest and west philadelphia in recent weeks. meanwhile, these two women are shaken, but they declined medical treatment. and at this point, they say, that these victims are retired, they do not own any businesses, so they, again, are still not sure why they were targeted. for now live in southwest philadelphia, trang do, cbs-3, "eyewitness news," jim, rahel, back to you. >> thank you, trang, for that report. >> new this morning, teenager dead after he was shot multiple times through the window of his home in the

city's west oaklane section. the shooting happened just before midnight on the 6700 block of 15th street. police held the 18 year old victim did manage make it to his neighbor's house, rushed to the hospital where he died short time later. so far no word on a motive. >> developing story in bucks county, evacuation orders have been lifted for residents in warrington after a massive fuel spill rushed them out of their homes over night. clean up spill still going on, route 161, easton road, after tanker truck as we heard meisha say this morning overturned, spilling about 4,000 gallons every fuel. this happened around 8:00 last night, injuring two people, we're told some of the fuel did make it way into the sewer system. >> yes. >> scary. because they said gasoline leaked into the sewers, so they don't know what's going on. and from my understanding, it could be very dangerous if something happened. >> and, that portion of 611 will remain closed throughout the morning, as crews continue to work to remove the truck from the highway. authorities say, residents may also notice odor of gasoline, until the clean up is

complete. >> see in you court. that's what president trump tweeted after federal appeals court refused to reinstate his travel ban on several, several mostly muslim countries. the president's executive order halted immigration from seven countries, designated as hot -- terror hot spots. they ruled the government did not provide evidence that anyone from the countries on the list had commanded a terror attack on american soil. the president expects to eventually win his case. >> it is a political decision, see them in court, and i look forward to doing it. we have a situation where the security of our country is at steak. and it is a very, very serious situation. so we look forward as i just said to see them in court. >> now the justice department says it is reviewing the decision and its options. >> well, penn state university has place add indefinite ban on searching alcohol at all fraternities, sororities, in

response to the penn state death. the members of the fraternity waited 12 hours after he fell down flight of stairs before calling police. the frat has been suspended and the investigation remains active. penn state says the alcohol ban will continue until greek leaders change their practices. >> man from tack err knack he will behind bars, charged with the murder of a woman he stalked with a special app on his phone. police arrested 53 year old william ga n et wednesday, charged with strange lynn shannon owe rock in her home. they say he isn't surprise today see something like this happen, because the technology is available. >> if someone is skilled with the hacking capable, they can try to go after it, usually there is a way that they can either break-in or tap into whatever signals on your phone, whether it is a blue tooth connection or a wifi connection. >> investigators would not say which app was used but they add the suspect and victim

recovering well after yesterday? >> i think we are all still little dazed. the storm system ended up moving out so swiftly here, that the snow totals just didn't measure up. it was almost like we wasted a lot of moisture on rain in the city of philadelphia, because of the cold didn't have enough time to really funnel into the city anyway. but, regardless, that storm is now a memory, it is gone, but it left behind couple of residual impacts. you can see all that's left of it at this point, out toward atlantic canada. little snow currently working it way across the western great lakes. we are going to get in on little rain this weekend, but no major storms in site right now. so that's good. but looking up the current winds speeds, big story today. the cold, the wind, making it feel that much colder. you still got more than anything a westerly wind flow. but not helping to warm anything up as it starts to turn a bit more westerly throughout the day here. so keep in mind, with very, very cold air in place, you will absolutely need to be bundling up. daytime high hits 34 degrees today, see sunshine looking
