>> i'm rahel solomon. lauren and meisha keeping an eye on things this morning, good morning. >> good morning, it really is, busy in the travel department, as well, has been since the 4:00 hour, hasn't eased up, and i'm kind of blaming the wet roadways for some of this, as well. >> dealing with areas of precipitation, light in intensity, but still, get the little bit of wetness. and that does cause some problems and some slow downs, temperatures this morning, mild. big difference from this time yesterday. had 4 degrees in philadelphia, 40 degrees in reading right now. upper 40's, at our shore points, 47 degrees, currently, in wildwood. temperature change over the last 24 hours. check this out. nearly 30 degrees more mild in ac. same case in millville. about 20 degrees more mild than this time yesterday in wilmington. but we are dealing with some areas of precipitation, already saw rounds of drizzle move through center city philadelphia, now seeing the rain returning into our western count its, berks county, lehigh valley and poconos, light rain coming down over the last hour.

see the trend of eastern motion, so moving kind of from due west to due east. see the rain returning across the i95 corridor likely in the next hour or so. into the 9:00 hour, dealing with areas every rain and drizzle, cool temperatures at 45 degrees. up into the 60s by lunch time, maybe lingering spotty shower, and i think we'll see some breaks of sunshine on the back side of the warmfront headed into this afternoon, meisha. temperatures soaring up to 61 degrees, but we will see more showers redevelop tonight. talk more about that chance maybe even few rumbles every thunder coming up in just a few. >> all right, lauren, thank you so much for. that will looking outside right now, talking about the problems on the roadways, and we can see here, an accident, schuylkill eastbound at the conshohocken curve, hopefully this is starting to get remedy more moment there all lanes were blocked. as you went in the eastbound direction. now, it looks like, you are moving clearly but looks like the accident has been moved off to the right shoulder as you well. just thinking every headed out there, start to ease that

tension little bit. also, weaver pretty significant gaper delay on the westbound side that was actually almost bumper to bumper stopped taking a peak what waist going on on the eastbound side. slow there as well there. you can head out there now. give yourself couple every extra minutes, that's what i would do if i were you. also another accident here northeast extension southbound near mid-county before the toll plaza, left lane is still compromised, pretty slow moving past this accident, as well, so heads up on that. plus, we have the roosevelt boulevard southbound accident as well before seventh street outer drive, right now over to you. >> meisha, thank you. search is on this morning in west philadelphia for pair every suspect who shot an unlicensed cab driver during attempted robbery overnight. this happened about 11:30, police tell us the suspect jumped into man's black cadillac near 252nd and market. when they resist, the suspect became violent. >> male in the front seat starts striking him with a handgun. he starts trying to fight that male offer.

the male in the back seat fires one shot through the back, from the back seat through the seat of the car which goes into his back and out of his chest area. >> and police say the victim did not have a license to operate a cab. that's typically known as a hacked cab. he is in stable condition. police hope surveillance cameras in the area will help him catch the suspect. >> mob every teens who police say were up to no good causing chaos in the middle of center city. now authorities are saying enough is enough. >> trang do live with more what police is a is happening more often, good morning, trang. >> reporter: good morning, rahel, jim. that mayhem started around city hall and ended here at 20th and market. septa police chief tweeted that kids often get into kids getting off from school pretty much every day other day, but yesterday's chaos the worse he's ever seen. video posted on twitter shows dozens of teens outside city hall. hands full appear to be beating and kicking someone on the ground during the height of the evening rush hour.

about two blocks away, cell phone video shot outside the westin hotel shows droves of teenagers running through center city. quickly followed by philadelphia police officers on bikes. philadelphia police say about 150 kids eventually gathered around the area of 20th and market. before the night was over, philadelphia police officers took 20 kids into custody. meanwhile, septa transit police reported ten arrests for dis offered errly conduct. what was very busy night for police in the city. and in response to the chaotic night, septa police chief thomas tweeted overnight seeking help, please know what your nugget of love is doing after school. kids are hurting kids. love them by making them come home. and as every late last night, philadelphia police were still courting out which teens would receive formal charges and which would receive citations. so they told us that most of the teens would probably receive citations. meanwhile, one philadelphia police officer was hurt when she fell off her bike while responding to the mob.

for now live from center city, i'm trang do, cbs-3, "eyewitness news," jim, rahel, back to you. >> trang, thank you. meanwhile police say they're also dealing with this group of troublesome teens. the teens you see in this video accused of targeting victims near septa stations and running off with their cell phones. one phone reportedly stolen on peirce street on february 8th. two days before that, police say, the group left the tasker morris street station, attacked a 22 year old man, and stole his phone. police arrest add 15 year old, but are looking for at least three other. anyone with information is asked to call police. >> it happened again, kidnapping a at the present time n new castle county. police believe it is the same suspect in two similar kidnappings. the latest happened at the lux amounts on sheldon drive in newark. last night man with a gun followed a woman to her apartment then demanded money. when another person answered the door the gunman left. >> and police believe the same manna tacked two other women at two apartment complexes last month. they are the arundel and the top of the hill amounts, both in wilmington.

now in both casesly say a man pulled a gun, sexually as ousted them, forced them to withdraw money at atm's. >> two people recovering this morning after four alarm fire rips through fitness and physical therapy center in northeast philly. we will rebuild, that's the message from the president of the aquatic and fitness center following this massive four alarm blaze. shopper -- chop per three live over philly and grant avenue around 11:00 a.m., as it went up in flames. while there is no official cause of the blaze, "eyewitness news" has confirmed that workers were using torches on the roof where the fire began. according to the facility website it, housed the largest olympic size pool in philadelphia. >> legislation aimed at dismantling the affordable care act goes under consideration before house committee tomorrow. the gop plan would provide tax credit for people purchasing their own health insurance. they would also greatly expands contributions to help saving accounts, for people with pre-existing conditions. opponent worry that the measure could leave too many americans without coverage.

winds out of the southeast, so bit of windchill impact. but certainly not the chill impact that we awoke to yesterday morning, temperatures on the orders before 20, 30 degrees more mild, 47 degrees right now in ac, 44 wilmington, close to 50 . getting taste of this more mild air mass off to the south and west, but temperatures up into the 50's, and 60s, warmfront will be building through the area today. but that is providing lift to our atmosphere, and generating some shower activity. seeing the area of precipitation, encompassing lancaster county, berks county, lehigh valley, poconos, trends to go move eastward, and some heavier pockets of rainfall out toward harrisburg will continue to move eastbound. so dealing with that, lancaster area as we head into the next couple of hours, i95 corridor, after rounds every light rainfall, earlier, this morning, we are going to see the rainfall returning really within the next hour. so you need the umbrella. future radar, contend withing area every rain through the first part of the day, by midday few spotty showers, otherwise mainly dry conditions.

unfold. >> i went and couldn't fronted dollars had he tow bottom of the stairs, i look, you know, what are you doing? we don't do this. you know what i mean? >> fortunately little girl was not seriously injured, told she only worked at the day care center for about a year, but reportedly 25 years experience in the day care business. currently facing several charges including simple assault, and recklessly endangering the welfare of a child. she is now out on $20,000 bail. thirds day fork workers strike, over the hospital in drexel hill yesterday afternoon, nurses and technical staff walked off the job sunday because whatever they call a staffing problem. workers plan to be offer the job, but require five day minute yum for their replacement. >> hud secretary doctor ben carson clarifying his comment on slavery and i am graduation. he made the comments in his first address to hud employees. >> there were other immigrants who came here in the bottom of slave ships, work even longer even harder for less.

protest ago portions of the polling shows most american oppose public funding for abortions, planned parenthood rejected noting law bars government funds for being used for abortion, not quite the controversy. well, the number of people audited by the irs in 2016 fell to the sixth grade year tore just over 1 million, the lowest number since 2004. >> always so concerned being an audit. >> if you don't do anything wrong on your taxes. >> i know, just paranoid. so what's behind the drop. what are the most common red flags? jill schlessinger joins us live from new york, good morning, jill. >> good morning. >> okay, so, jill, not that we're complaining, but why have audit levels slump in. >> the irs blames big cuts, since 2010, the agency's budget has strung lie a billion dollars from 12.2 to $11.2 billion. it has 17,000 fewer employees,

nearly 7,000 fewer enforcement agent, not enough people can get the work done right? in 2016 only .7% of individuals were audited, less than 1%, and just half of 1% of corporations were audited. that's the lowest rate in at least a decade. now, i know it sounds great to you, right? but the irs commissioner said fewer audits could be costing the government somewhere between four and $8 billion a year in uncollected taxes. so, yes, individually we are sort of excited but as taxpayers, not such good news. >> so jill although the audits are down, how can rahel be sure not to raise irs suspicions when she does her taxes? >> even though percentage is miniscule, with our luck, it will be one of those. you should know the higher your income, the more likely your to be audited. i just told that you .7% overall audited.

well, it is 1.7% of returns with more than 200 grand in income, if you are lucky enough to report more than a million dollars a year in income, you have a much higher likelihood, 5.8% of returns were audited. now the biggest red flag is that you are not reporting income. now, remember, irs sees copies of every tax document you receiver. so if sore reason you got incorrect form, w2, 1099, talk to the issuer, make sure it is filed as soon as possible. and if you are earned income maybe a little little side job, and you didn't receive attacks form, just report that income. next, irs computers, they've got all every your historic data, when big change, can trigger red flag, that includes change of income or maybe you're claiming a lot more deductions that are disproportionately large compared with your income. now look, gang there is does not mean you shouldn't take
