in that sense. it is not a tax. >> we are not spending money on that anymore, we consider that to be a waste. >> he's talking about prom that the obama administration initiated which we tried to convince other countries that climate change isra real and th need to address it. that's what he's talking about. this program of ours have never been implemented before. it is brand new and conservative and free market and limited government and it is internationally competitive. so it is a different deal. >> tillerson is making a free country tour. he's been in japan and he's going to south korea and by the way vin-- beijing. >> tell us of our options of north korea. he said that the strategic patience is over.
