"eyewitness news" reporter greg argos went to chester county to see how those federal counts could affect food banks at the local level >> we have mandarin orange, spinach and fried rice. >> reporter: every day hundreds of meals are prepared at chester county food bank. >> we served over 97,000 meals last year. >> reporter: delivered to senior citizens throughout the county as part of the meals on wheels program which may have funding cut if president trump 's budget approval is a have had proper. >> we have received 35 percent of our budget from government contracts. so, it would be a huge loss if that were to go down. >> reporter: the president's budget blew print for calls for cutting 18 percent of federal funding for department of health and human services, 35 percent for wheels on wheels comes from the older americans act administered by hhs, 21 percent of the department of agricultural

could be slashed. >> absolutely. >> reporter: this director for agency and community partnerships at food bank describes those potential slashes, with two word. >> devastating and instantly. >> reporter: just yesterday all of the food you see here, paid for and delivered by the federal government but with massive cuts proposed to the department of agriculture, those working here at chester county food bank say that all of this food could soon be gone. >> plus that budget passed it will be almost instantly affecting us. we will see within three months, four months, five months, less food being offered through this system. >> reporter: she says all local food assistance programs like meals on wheels would be affected since less food would be arriving and she believes that staff will to have get creative in order to keep these shelves stocked. >> we need to be smart, look for funding, look for grants, looking for foundations, and look for fundraisers so people that like to do. >> reporter: in chester county greg argos for cbs-3 three "eyewitness news".

police officers and fire fighters in atlantic city want to get word out about cuts that they say will jeopardize public safety. they handed out flyers today, at boardwalk to raise aware ness. cuts have been proposed by the state which took over atlantic city is finances. proposal calls for reducing police force from 274 to 250, and the fire department from 225, to 125. >> being the fire department or the police department, if we feel it is unsafe, who else is going to tell you that it is unsafe. it is our duty to let public and the people know who we protected, geese, if these things go through we are not going to be able to protect you the way that you should be protected. >> police union filed a lawsuit wednesday to try to stop the cuts, and a squish you'd a ruling today on a similar lawsuit broad forward by the fire fighters. it says that layoffs cannot go forward but it does allow for salary reductions. a former pennsylvania state trooper is facing

charges in the 2014 shooting death, of a wife. joseph miller was arraigned on two counts of the involuntary manslaughter. he is now free, on $100,000 unsecured bail. investigators say miller fatal ly shot his wife joanna in the family east nor itton home in march 2014. woman and her baby died at the hospital. authorities say miller told them his gun discharged, as he prepared to clean it. police are looking for a man accused of exposing himself in the chester county library in exton on wednesday. west whiteland township officers say woman reported that the man performed a lewd act while inside of the facility. officers say that the man they are looking for was captured on this surveillance video as he was leaving. anyone with any information is asked to cat police. well, fire officials are examining cause behind a fire that damaged two bay front home in avalon. chopper over the scene, investigators say three people in one home on segal drive escaped without injury. fire quickly spread to an

unoccupied vacation home next door, one neighbor say that she's heart broken for the affected homeowners. >> just helping me tear down, it is terrible. they have all their memories who. i mean i'm cry because i'm too sensitive. so i'll say prayers for them. >> we are told water issues hampered fire fighting effort but fire was placed under control in about an hour. helping veterans and active members of the military cope with mental health issues , a big problem that is not always easy to talk about. >> health reporter stephanie stahl has more on a new private center offering free help, for those in need. >> that is right, it often goes with the territory, being in the military can trigger a variety of mental health issues like depression, anxiety, and there is help at va and new is there also a private center at penn that is providing free, behavioral health care to veterans and their family members. >> sometimes... >> reporter: she adores her two-year old son but his birth triggered a serious bought of

post partum depression. >> dark thoughts, sometimes i have violent thought. would i sit in my room, and in the dark and i would have thoughts of suicide, i would have thoughts of harming other people. >> reporter: former weapons instructor had difficulty getting through her sessions with the national guard. >> this is a very stressful job being in the military especially when you are in the national guard because you have to be a civilian and a solder. >> reporter: three months ago she came to the cohen military family clinic penn medicine. >> you took therapy and owned it. >> reporter: where she received medications and cognitive behavioral therapy. >> once you she could identify distortion is it gave her an opportunity to view situation ness a different way, which changed how she felt, and it change the way that she responded to those structures in they are life. >> reporter: military personnel especially those in combat situations often suffer with a variety of mental health problems. >> veterans that come in with pose traumatic stress disorder

well, more than 100jc penny stores are closing or relocating, impacting 5,000 people, who are employed by the company nationwide. four stores are impacted locally, including the locations at king of prussia mall, willow grove park and philadelphia mills in pennsylvania. and a location at the rio grande plaza shopping center in new jersey. now the company says that most of the employees will be impacted beginning in june, but liquidation process will begin as early as april 17th.

shows us this invitation for ben franklin to join irish citizens for a celebration at city tavern. half past 3:00 o'clock march 17th, 1787, exactly 230 years ago today. >> 230 years ago they were celebrating st. pat's at city tavern and you can still do that today. >> reporter: one small sample of exciting st. patrick's history in the city, celebrations here began in 1771, five years before the declaration of the independent was even signed, inside this independent hall room. >> in 1771, a group of irish men called friendly sons of the st. patrick, they started a dinner and basically started st. patrick's parade in celebration of the you had. >> reporter: mikayla maria is a local historian specializing in the irish experience in philadelphia. and she says that it is a rich history. >> george washington was not irish himself but he was invited to join friendly sons of the st. patrick after and during the war, one winter he gave his troops st. patrick's

we have to saturate atmosphere we are seeing returns across southern delaware. but overnight tonight, it will a light wintry mix developing late, it is well past midnight 33 degrees and then a brief wintry mix early tomorrow morning and then transition go to period of the rain, high temperature of 46 degrees, tomorrow looking like a good movie day. future weather shows as you we head in the evening hours mainly quiet and then well after midnight we will see precipitation band building in at 6:00 in the morning so all snow north and west, i-95 around philadelphia will start as light wintry mix, all rainfall for you as we head throughout the day we are dealing with all rainfall mainly philadelphia, south jersey and shore but then this is saturday night transition ing back over to snow, potentially in philadelphia and south jersey, we will see chance of snowfall along the coast, best chance will be late saturday night, early sunday morning and then things taper off as we head in the second half of our day on sunday. but as far as accumulation we will see most through this prolong kind of an event, one,
