in nature, and it is alleged that he participated in a scheme, of honest services fraud, bribery, and extortion. when it came to exclusive trips to the caribbean, all expenses paid in royal treatment, federal prosecutors say that district attorney seth williams casts himself as a thankful beggar. they claim city's chief law enforcement officer took bait in exchange for his official action in helping reduce an unidentified man's jail sentence. >> mr. williams responded with the text message saying, i'll look into it. and, in moments, with another text message saying april, question mark? followed by, quote, i am merely a thankful beggar and don't want to over step my bound in asking. but will gladly go. >> reporter: that prosecutors was in reference to a getaway to pun to can, in a federal indictment, unsealed tuesday, grand injury a alleged that seth williams received, a stream of gifts over years, purses, wallets, high end

trips, thousands of dollars and a 98 jaguar convertible in exchange for these bribes mr. williams agreed to be ready to help business owner number one should the need arise. >> reporter: williams was also ready to help others, court documents claim that he attended to relax a layer of the security clearance, at philadelphia international airport. agents say he even had an official district attorney's office badge, provided to a business associate. all told, prosecutors say that the totality of the gifts, exceeded $100,000. williams could face dozens of years in jail, agents say if he is convicted. the irs says in the end, the charges were born out of following the money trail. >> williams has been charged with bribery, extortion, and honest service fraud, among other charges. >> reporter: now seth williams will have to appear here in federal court with his legal team, he will to have surrender and then he will be arraigned, before a federal

magistrate. now you will recall he has been highly criticized over the last several months for, acknowledging, tens of thousands of dollars of gifts that he has received, as district attorney, and that he did not fill out financial paperwork, elaborating on those gifts. of course, there are many facets to this story, cbs-3's david spunt here to break down more including what has seth williams and representatives of mr. williams, set to this point. >> reporter: we reached out to seth williams office. he is still the district attorney here in philadelphia he has not resigned. he is not under arrest. we are awaiting him to be arraigned. we have reached out to seth williams office and we are told he is asking for privacy. we are told he is with his family. he is asking for privacy. d.a.'s office sent out a statement basically telling the public to understand that the assistant district attorneys and other attorneys inside that office are good, diligent public servants that have work to do. that was mentioned today by william fitzpatrick, u.s. attorney in new jersey. for the future of district

attorney's office is there a first assistant d.a. her name is kathleen martin who was appointed actually in the last few days by seth williams. she's set as first assistant and the number two in case is there any type of problems in the office but as of right now , we know that seth williams is not and rest. he is still the d.a. he chooses to resign, then we would assume that kathleen martin would take over that post but for right now d.a.'s office will continue to operate. somebody asked a question in the news conference, jessica and nicole if any cases would be in jeopardy or any problems but they assured the public that nothing will change. we are await to go hear from seth williams. d.a.'s office released a statement saying he is asking for privacy at this time. reporting live tonight, david spunt for cbs-3 "eyewitness news". >> david, thank you. mayor kenney released a statement about the charges against williams that says quote it is deeply shameful that the city's chief enforcement officer has been implicated in a flagrant

chicago police are searching for five or six male suspects wanted for a disturbing crime, they were accused of sexually assaulting a 15 year-old girl on facebook live. police say that the they only learned after the teens mother told her daughter has been missing since sunday and shows them screen grabs of the alleged assault. authorities say about 40 people streaming the live video but in the one of them, reported it. >> there were so many people that saw it that didn't pick up the phone and dialed 911. that is just not right. >> i didn't really want to look at it that much but from what i saw, they were pouring stuff on her and her face, she was so scared. >> the video has been removed from facebook, chicago police say their investigation is ongoing. attorneys for teenager who used an a fluens a defense in the fatal drunk driving wreck

are asking texas defense court to release him from jail. ethan couch was sentenced to 10 years in probation after killing four people in the wreck. he later violated his probation and received two years in jail. motion filed in texas supreme court on friday says that the judge had no authority to sentence the teen. an update on a story we brought you yesterday, a huge fire in kansas that spread, causing a lot of damage there. this is how it looks, the day after in the town of overland park near kansas city. the apartment complex under construction caught fire, blaze reached eight alarms, the fire spread to nearby homes, total of 22 were damaged or destroyed. the cause of the fire is still under investigation. kate bilo joins us now and man, it is starting to warm up when i was walking in this afternoon. >> sound good. >> this morning was chilly, gray but since that sun peaked out in the afternoon, all of a sudden blue skies and temperatures up around 60 degrees. it feels great right now.

happened in chicago, and doctors say that her prognosis , it is good. >> this was 10 month-old dominic before the surgery playful, adorable with her foster family near chicago. she was born in west africa with two spines and four legs, the result of is what called a par sit i can twin. >> she had a conjoined twin, and this is a situation where identical twins failed to separate. >> reporter: doctors could see dominic had two additional legs protruding from her neck a condition that would have eventually become fatal. >> as if, the twin from the weigh down had been attached to the back of dominic's nick and there was a pelvis, bladder, and functional legs that moved and feet. >> reporter: nancy heard about dominic's flight on facebook and welcomed the baby in to her home so she could have the surgery. >> i have to say, she was, so sweet, and so ready, to accept

love and be affectionate and show affection. >> reporter: medical team at children hospital in illinois performed the dangerous, complicated separation surgery march 8th. >> the highest risk was paralysis. >> reporter: during six hours of operation five surgeons removed par of the par sit i can twin and did reconstruction for dominic. doctors say it was a success and expect she will be able to live a normal fully functional life. the foster family says it was an honor to help take care of the little girl. >> is there so much strength in the world, how can you help a neighbor. neighbor happens to live in the another country and continent but you feel like whatever you can do, you know, we just wanted to open up our house and our hearts. >> reporter: wow. dominic will be heading home to west africa in the next few weeks to be reunited with her family there. the trip and surgery was arranged by a non-profit that helps children from foreign countries get medical treatment, in the united states. amazing. >> remarkable. >> yes, it is.

we didn't have that this month of march but that will all change. we have at lee one or two warmer days in the forecast, but lets not come until the weekend. first we have to get through very cold stuff and that starts tonight into tomorrow. tomorrow will feel like a return to january, not any snow or ice, but the temperatures, definitely will take quite a hit from today's comfortable near 60 degrees to tomorrow's temperatures, feeling like the 20's all day long. lets take a look outside we will start off with a look at some filtered sunshine as sun hovers over center city. it wasn't too long ago we were watching this camera this time of the night and looking at the sunset. now we are still over an hour and a half away from the sunsetting, we have got a longer, evening, now as day get longer and longer, and, this is time of the year, between, of course, equinox and summer solstice where the days actually grow longer each day, we're gaining more daylight during this period then we do any other time of the year, so you can see it is still looking nice out there in center city. a few cloud, in front of the sun, looking good from our
