the corruption charges, that "eyewitness news" was first to report. lets start with "eyewitness news" reporter joe holden live at the federal building in center city. >> reporter: good evening to you, and here that is federal indictment, 50 pages in length , 23 counts, it is expansive, new information, we have just received, district attorney seth williams will to have surrender here for a 2:00 t before a federal magistrate. in the end, federal prosecutors say this was about cash, gifts, and trips for official action mr. williams took that money too. >> reporter: aside from the stream of the gifts, vacations , electronics, wallets, purses, luxury car that federal prosecutors say were dropped on seth williams lap, allegation that he defrauded a nursing home where a family member lived. >> mr. williams diverted his relative's pension and social security pension to himself to pay for his own personal expenses. >> reporter: prosecutors say the philadelphia district attorney then pocketed $10,000

intended for the nursing home. >> mr. williams simply took money that did not belong to him and then he lied bit. >> reporter: they are a stunning series of charge is allegedly seth williams sought , received lavish gifts in exchange for official action. vacation offers by business associates to punta cana, vegas, santiago, williams wrote in the text dude, i never want to feel like a dragon your wallet but we are always ready for an at venture williams is charged with 23 counts including bribery and stonings. prosecutors say that the pattern of criminal activity stretched on for years. another text message showed the business associate thanking williams, gushing about their friendship saying i care about you, and want you to be the next mayor, and next governor and maybe the next president. well, mayor jim kenney released a statement and sum of his word he put it this way rather bluntly.

quoting i don't see how he can do his job. i think he should resign. we should point out we have not heard back after placing numerous calls to seth williams, legal counsel, his office did release a statement earlier this afternoon saying that mr. williams was at home with his family and they were requesting privacy. as for federal prosecutors, and their take on the d.a.'s office they say that they still have full confidence, in the offices capability, to prosecute cases. for now that is very latest outside federal court i'm joe holden for cbs-3 "eyewitness news". >> joe, thank you. several candidates running to be the next district attorney in philadelphia are also weighing in on the criminal charges against seth williams. eyewitness news reporter alexandria hoff joins with us that part of the coverage, alex? >> reporter: well, all of the candidates we have spoken with today said they are running to restore integrity to the office of the district attorney, a primary will be held mid-may for that office and it is full ballot.

seven democrats, and soul republican are vying to assume seth williams role. immediately following this afternoon's press conference we were able to catch up with several candidates for their reactions. >> a few big surprises. i expected bribery, pay to play and corruption stuff, stuff about the nursing home fraud was really disturbing. >> you have a one party system it really lead to sadly to complacency and corruption and the fact that it is found, its way in the district attorney's office it is just truly shock to go me. >> it is very sad for the city , in light of what has happened with our attorney general and now with our district attorney his under indictment by a federal grand jury. it is time for city to have new leadership. i call on seth williams to resign immediately. >> reporter: former first assistant to d.a. williams, tariq el-shabazz is also running and he offers his support and gratitude to the hard working men and women at the district attorney's office who i know will continue to

privacy rights were violated, by sharing locker room with a transgender student. "eyewitness news" reporter alycia nieves has the story. >> reporter: civil rights lawyers in philadelphia have just filed a first of the kind lawsuit in the commonwealth one that questions the constitutionality of a montgomery county school district policy. >> my client is standing up not only for himself but for others who feel bullied. >> reporter: suit alleged an 11th grade boy at boyer town area high school had his rights to privacy violated by the district, and he felt sexually harassed when lath last year he and other male students were forced to start sharing a locker room with a transgender students. that student, a girl but identifies as a boy. >> egregious violation for this school to just brush off this, these students and tell them that their feelings don't matter and to make it as natural as they possibly can. >> every single student feelings matter. their privacy rights matter.

unfortunately we are seeing too much focus on just feelings of the transgender students. >> reporter: lawyers who filed that lawsuit here in philadelphia federal court said their goal, it is simple to get boyertown area school district to change its policy back allowing students only of the same anatomical gender to share a locker room space. the boyertown area school district refused to comment on the locker room policy saying in a very brief statement it has received the demand letters from attorneys to change its policy but quote a complaint has not been officially served to the boyer town area school district in the suit, the district has until april 4th to officially respond. in philadelphia, alycia nieves for cbs-3 "eyewitness news". prosecutors made opening statements in the trial of penn state's former president graham spanier. lawyers for the sedate said spanier's failure to report child molestation accusation as loud evil to run wild. defense tern for spanier says the prosecution is trying to criminal ice a judgment call.

>> "eyewitness news" reporter greg argos shows us the violation note that is looks very real. >> reporter: monday at lee four neighbors here in the pleasant grove section of the west town, township received this notice. problem is, the entire thing is bogus. the dread photo is for a speeding ticket busted for going 11 miles an printond west town, township's letterhead and even including a picture of your vehicle. if you received one, would you think it is real. >> i don't know if i would have immediately done to do what it says to do i but it does look real. would i start to get nervous. >> reporter: west town police spent monday searching for scam artist person on the bike delivering these fake notices to at lee four different mailboxes and asking for $96 in cash to pay off the fine. >> no adult with the sled of common sense would pay a fine in cash they would know it is a scam. >> reporter: police, not taking any, chances and reverse calling people in the town and as they search for the person behind it. >> it is just explaining the

until next hour or so which is good news. we have got sometime, maybe take dog for a walk before dinner because things are changing, tomorrow you will only want to be outside in the very short bursts. it will be a cold, blustery day and a day to get you you through with wind chills in the teens and 20's mess of the day. here's a look outside right now though. pretty nice evening in center city. a few cloud, filtered sunshine but looking good out there. temperatures near 60 degrees still. we hit 59 for daytime high and looks good right now, temperatures still in the upper 50's and won't drop off all that quickly but tomorrow temperatures drop overnight and then they just don't rebound at all, so we will see highs only barely hitting the 40-degree mark. storm scan three shows is what going on you can see cloud south of the city, to the north, beautiful sunny finish but as we zoom up to the north and west thinks front that will come through during the day tomorrow, in the morning, kick up a strong gusty wind tomorrow and that will make it

feel about 15 to even 20 degrees colder then thermometer indicates. today's high was 59, morning low 42, above average on both counts. tomorrow's high will not get as warm as last night's low. that is how much colder it will get. look at that record from 1948, we hit 85 degrees, no where close to that today but still a full 5 degrees above average what to expect? beautiful looking day with you it is in the great to be outside. blustery wind all day, gusts over 30 miles an hour. high of 10 to 15 degrees below average. normal high 54. we will get to around 40. that is in the war of it. this is you why cannot look at your phone temperatures. 40 degrees, it is cold, doesn't sound terrible. it will feel like 22 in the height of the afternoon. you have to factor in those feels like temperatures. 8:00 a.m. feeling like teens and lower 20's. in the afternoon at 4:00. p.m. it feels like 21 in philadelphia mercury to stay at 40 degrees, feels almost

half of that. fourteen is what it will feel like tomorrow afternoon in allentown, and feeling like two in mount pocono and thursday morning our teens in the lower 20's feels like temperatures in the middle teens a frigid start to your thursday morning. we have valleys and peaks. tomorrow is the coldest day of the week. watch how we ramp it up, by saturday we are 15 degrees above average. that is how we get our averaging after all. as we head into part two of the weekend and next week things will level off closer to average, for this time of the year. so tomorrow's hide only 40. it well feel like mid 20's at best, thursday chilly but not as windy just 44 will feel like 44. and then friday's high 53 with a chance for couple midday showers, saturday gay to get outside, not sun but we will hit 70 and then we are back to the 50's with rain but dozen off to more seasonal temperatures sunday and monday instead of the big swings. >> yes that will work. >> thanks, kate. >> don's up next with sports.
