just crack in the 5:00 o'clock hour. those will change. thinks accident i was discussing at the desk a little bit. it is a little bit more serious this has injuries. this is in egg harbor. ac expressway westbound before route 50 egg harbor left lane is block right now, we will start to see, some, sometime to slow down. i would say a little bit, maybe coming up in the next 30 minutes if this does not get cleared out of the way. why? we will get gaper delays. not congestion, no bumper to bumper but we will get gaper delays, brake lights. we have construction in new jersey 295 north between route 47 and 42, one and two lanes are blocked and that will hold out until 6:00 a.m. jim, over to you. well, authorities are trying to figure out what sparked a house fire in west philadelphia, earlier this morning. fire fighters were called to the 5,000 block of haverford avenue, just after 1:00 a.m. they battled blaze for 30 minutes, before bringing it under control, and in one was injured, but as you can see the house took on quite a bit of damage. more on our top story,

philadelphia's district attorney seth williams indicted. he faces two dozen corruption charges. >> one of the charged the cities top prosecutors stole from his own relative. "eyewitness news" reporter jan carabao is live from the federal courthouse in center citied where williams will be charged later today, good morning, what dawn tell us. >> reporter: rahel and jim, good morning. prosecutors are calling, seth williams behavior, brazen and wide ranging. d.a. seth williams expected to be here in the federal courthouse to be arraigned on a number of charges around 2:00 this afternoon. he is facing a 23 count indictment, on charges including bribery and extortion. take a look at the video, this is one of the last times we saw d.a. williams as he announced he wouldn't run for a third term following ethics violations. this time williams is back in the spotlight facing federal charges. he is accused of taking tens of thousands of dollars worth of the concealed bribes from two business owners in exchange for his agreement to perform official acts. in the 50 page indictment,

prosecutor say that this pattern of activity stretched on for years, for example they say williams had multiple dealings with an associate listed in the indictment as business owner number one beginning in 2010. according to the indictment for access to his office, williams accepted a $4,800 paid trip to punta cana and less than $1,600 in airline tickets. williams allegedly wrote in the text message to business owner number one quote i am merely a thankful beggar and don't want to over step my bound in asking but we will gladly go. perhaps most troubling allegation has to do with defrauding a nursing home, prosecutors say williams put $10,000 in his own account that was supposed to go to the relative's nursing expenses, they say he took the entire 10 grand for personal use, "eyewitness news" caught up with former philadelphia d.a. lynn abraham for her thoughts. >> i think that is for got of the office he should tender his resignation, immediately, the office can try to heel itself. >> mr. williams simply took

money that did not belong to him and then lied bit. >> now an attorney for d.a. seth williams says that williams is innocent of these charges and they will fight them in court. of course we will continue to follow this story but for now we are live outside federal courthouse, jan carabao for cbs-3 "eyewitness news". jim and rahel, back to you. mayor jim kenney released a statement about the charges against williams saying it is deeply shameful that the cities chief law enforcement officer has been implicated in a flagrant violation of the law. at a time when our citizens trust in government is at an all time low, it is disheart evening to see yet eerie elected official give the public another reason not to trust us. that this comes at head of our justice system is even more troubling, we must greatly raise bart for our behavior and show citizens of philadelphia, that we are capable of carrying out our most basic responsibilities, as elected officials, up holding the law. stay with "eyewitness

in his testimony. he set to field more tough questions from democrats on capitol hill today. henna daniels for cbs-3 "eyewitness news". in other news, britain joins the united states in a new security measure banning electronic devices in the cabin of certain overseas flights. restrictions effects flights from eight middle earn, and north african countries, passengers on those flights must check all electronics bigger than a cell phone that includes lap tops and tablets. new rules went into effect tuesday and airlines have until friday to comply. it is first of its kind lawsuit in pennsylvania a local high school student is suing his school district, he said that his privacy rights were violated after he was forced to share a locker room with the transgender student. the 11th grader at boyer town area high school said he felt sexually harassed when he and other male students had to start sharing a locker room with a girl who identifies as a boy. the school district refused to comment on its locker room

what is average, making it mean we ended up around 59 degrees but overall it is still cooler then average movement now looking forward, it is at lee ride now appearing as though april will be above average for right now , so, it seems like march is an anomaly in regard to what we have seen in recent months. looking at storm scan, nice wide zoom lake effect snow falling right now, perhaps we will see flurry in the poconos we will rely on the eyewitness weather watchers up that way finding a flurry here please let us know but we are expecting a dry day, cold front passes through though bigger impacts will be the feels like values, temperature dropping, the wind picking up, but looking at this, watch what happens here in the temperature, it will just fall , i will tell you right now. it will fall but look at how far it does fall from 5:00 a.m. to 6:00 a.m. we will go from the mid 30's feels like values to the 20's. it will be a pretty wrapped drop off here and then we're stuck with feels like values at best in the 20's for the rest of the day. 10:00 a.m. right through the afternoon and even early

evening feels no better in the teens in the city very likely so really cold day coming up here and then just continues in the overnight hours and into tomorrow. now thankfully the wind will be easing up but for now it has yet to really pick up, to its strongest intensity. it is out of the northwest at the moment at 15 miles an hour , it will pick up as high as 25 sustained, gusts as high as 35 miles an hour, so, that of course will make it feel colder. with that said, here's a taste of january, for you, even though it is milder, right now , this is your afternoon high, at best, don't go by it though. factor in the wind. that is a better gauge for how you need to be preparing to walk out the door, clear, frigid tonight, dropping 20, still breezy but not as harsh, thankfully, looking forward as we jump in to tomorrow, it is brisk out there and a frigid start to the day but we're wrappedly turning around here up to zero seven on saturday, courtesy of a potent warm front passage, meisha. >> all right, katie, thanks very much. and good morning, everyone so what are we talking about right now? well, the construction out
