headlights in the eastbound direction pennsylvania oaks and blue route headlights moving in the southbound direction at macdade boulevard , both of which are heating up now, basically anywhere we look it is heating up. 422, blue route, you bet. schuylkill, 95, same story there, vine as well. this is the accident that is out there in gilbertsville route 73 state road near hoff mansville road in your neck of the wood head up that we have an accident there. also emergency construction is taking place in cherry hill route 561 between walt whitman boulevard and cranford road. one lane opened both directions between 7:00 a.m. and 4:00 p.m. lingering out there through friday. just a head uptake a couple alternate crescent road white horse pike is your best bet. we have more construction in cherry hill route zero seven between springdale road and new jersey turnpike one lane blocked, that is another area where it will be lingering until 6:00 a.m. head up for those in that neck of the wood. if you missed it we talk about live tv event filming in philadelphia today. because of that walnut closed

between one and 8:00, broad and 17th numbered streets remain old by the way, they will toe you after 10:00 a.m. if you are out there. the charges are shocking, philadelphia's top prosecutor, indicted on nearly two dozen corruption charges. >> one of the charge's alleged district attorney seth williams stole from his own relative in a nursing home. "eyewitness news" reporter jan carabao is live, in center city where williams will be formally charged later today good morning, jan. >> reporter: rahel and jim, good morning. d.a. seth williams is expected to be here at federal courthouse right around 2:00 for his arraignment and facing a number of charges, a 23 count indictment to those charges including bribery and extortion. "eyewitness news" was there last month as philadelphia d.a. seth williams announced he would not run for a third term following ethics violations this time williams is back in the spotlight facing federal charges. he is accused of taking tens

of thousands of dollars worth of concealed bribes, from two business owners, in exchange for his agreement to perform official acts. >> mr. williams simply took money that did not belong to him and then lied bit. >> reporter: in the 50 page indictment prosecutors say that this pattern of activity stretched on for years, for example they say williams had multiple dealings with an associate listed in the indictment as business owner number one, beginning back in 2010. according to the indictment for access to his office williams accepted a 4,800-dollar paid trip to punta cana and $1,600 in airline tickets. williams allegedly wrote in a text message to business owner number one quote i am merely a thankful beggar and don't want to over step my bound in asking but we will gladly go. according to the indictment business owner number one asks williams to put pressure on airport security, so owner number one could bypass traditional airport screening, that never happened but williams allegedly set up a

meeting to inquire more bit. perhaps most troubling allegation though has to deal with defrauding a nursing home , prosecutors say williams put $10,000 into his own account that was supposed to go in the relatives nursing home expenses. >> mr. williams diverted his relative's pension and social security payments to himself, to pay for his own personal expenses. >> reporter: "eyewitness news" caught up with former philadelphia d.a. lynn abraham for her thoughts. >> i think he should tender his resignation for the good of the office, immediately. >> reporter: now, prosecutors called williams behavior both brazen and widespread. his attorney says that he is not guilty of these charges and they will fight them in court. we are reporting live outside federal courthouse this morning, jan carabao for cbs-3 "eyewitness news". jim and rahel, back to you. mayor kenney released a statement about charge is a begins williams saying quote it is deeply shameful that the chief law enforcement officer has been implicated in such a flagrant violation of the law. at a time when our citizens trust in the government is at an all time low it is

disheartening to see eerie electric official give the public reason not to trust us this comes as a head of the justice system is even more troubling. we must show citizens of philadelphia that we are capable of carrying out other most basic responsibilities as elect officials, up holding the law. rushing waters swallows up a two story home. people watch in despair as building collapsed in the waters nearby, national emergency operations center says intense rainfall is due to is what called nino costera a weather phenomenon causing by a rise from sea temperatures. look at this, it is on a highway in tennessee a tractor trailer, was blown on to a car during a severe storm. you can see back of the truck is slowly starting to crush the suv which was all caught on cameras. nearby drivers were urging the driver of the suv to get out of the car through passenger side no word on the extent of the damage or if anyone was hurt. >> i get nervous driving die highways on a clear day with trucks. >> absolutely, try to get around as thick as possible. >> they cannot handle those wind, they are too big, flying right over. that was terrifying to watch. my gosh. we are going to have vicious wind ourselves here today, gust as high as 35 miles an hour. not necessarily a concern for

moment. we have had moisture working its way out of the southern delaware, and that is long moved out at this point. there is a couple of stray lake enhanced flurries in the mountains but we are talking sunshine work that said it is deceptive sunshine, and also turning cold with every passing hour, wind chills through the daylight hours are likely no better than 20's. it doesn't feel that bad outside right now but i say deceptive for a reason. cold air still working in so even though it is bright, sunny wind out of the northwest crank nothing less through the course of the day and it will feel a heck of a lot colder as a result and in addition the temperatures will be falling. air temperature is in the mid 40's. it is not terribly cold but does feel about 6 degrees colder then term ter read. look at mount pocono where cold is making its arrival first, more like the low teens , no less in terms of the feels like value there, upper 20's in allentown and so it is colder in some places then

several candidates running to be the next district attorney are weighing in on the criminal charges against seth williams. >> they say it is up to the next d.a. to repair image of the role now tainted with alleged corruption. "eyewitness news" reporter trang do is live at the district attorney's office with some of their reactions, trang do, good morning. >> reporter: good morning, rahel and jim. seth williams announced early last month he would not seek a third term after being slapped with the record fine from the philadelphia board of ethics. now eight people are competing to be the change here at the d.a.'s office. crowded field of seven democrats and one republican are vying to be elected philadelphia's next district attorney. they will be taking over an office in turmoil as current d.a. seth williams faces federal bribery and extortion charges. reaction from the candidates was swift. >> i expected some of the bribery and pay to play and corruption stuff but stuff about the nursing home fraud was really disturbing. to defraud a family member and take money for your own personal use. >> reporter: fellow democratic candidate michael untermeyer

said seth williams ran on reforming the criminal justice system. though there has been some movement in that direction, philadelphia has one of the most dysfunctional criminal justice systems in the country beth grossman a sole republican in the race said a change in political party could be the solution. >> when we have a one party system it lead to sadly complacently and corruption and the fact that it is found its way in the district attorney's office, is truly shock to go me. >> reporter: former first district attorney tariq el-shabazz weighed in on the charges against his long term boss writing i offered my support and gratitude to the hard working member and women at district attorney's office who i know will continue to fight for justice on behalf of the citizens of philadelphia flaw this difficult time. several candidates, including larry contracts inner with this twitter, post and joe kah n are calling on williams to step down. >> it is very sad for the city in light of what has happened with our attorney general and now our district attorney under indictment by a federal grand jury and time for city

presumption of innocence only a jury can find him guilty but these charges that are here include extortion, bribery, fraud, while he was elected official here at highest law enforcement official in the sit of philadelphia, absolutely he could face jail time. >> is this a quid pro quo type situation that he was getting something, giving something for something else allegedly. >> according to the indictment , yes, what is being charged here is bribery. bribery means that for official acts something is given or something is promised that means quid pro quo. this for that. >> there has been rumors for months about this investigation, coming to fruition, yesterday. seth williams for his part has denied any wrongdoing? what do you think his chances are or getting charges dismissed all together. >> well, these cases that are brought at federal level have been very well investigated. they have locked down a lot of testimony in the grand jury. they have gotten exhibits

according to the indictment there are text messages. so it will be a big challenge. as i said is there a very strong presumption of innocence and government has a heavy burden to prove each and every element of the owe even if beyond a reason of the doubt. could any effect any prosecutions from the d.a.'s office? >> unless it could be shown that there was an official action taken by seth williams with regard to that particular matter, something short of that, no, i don't think so. >> linda, does this leave d.a. 's office in limbo during this process, intermediary processor if he chooses not to resign does business continue as usual. >> i think business will continue as usual but this will be a seriously to the moral of that office. there are very many fine dedicated career prosecutors in that office, that will continue to work very hard to do the job that they are paid to do. >> we appreciate your insight, thanks for being here. >> thank you.

"eyewitness news" will have complete coverage of the arraignment offset williams today. get updates anytime at cbs philly.com. police in chester county are alerting residents to the speeding ticket scam after they arrested a 16 year-old boy in connection to the hoax. police say residents in west continue on, township received these fake violation notices in their mailbox earlier this week. notice includes a picture of the driver's vehicle and says a fine of $96 must be paid in cash before specified date. police say at lee four homes in the pleasant grove neighborhood received the notices. >> i don't know if i would have immediately done what it said to do but it does look real, would i start to get nervous. >> no adult with the shred of common sense would pay a fine in cash, they would know immediately it was a scam. >> investigators were led to the young suspect after his father found undelivered notices near the family's computer and called police. blaming the city on

cluttered closet don't forget other places like medicine cabinet. from unused antibiotic to outdated beauty products when is it time to toss things? family physician doctor jen cuddle is here with that advice, good morning. good morning, how are you. >> doing well. >> what is danger of these expired medications. a lot of people will say, it is expired, i just decided to take it, just a couple months old. problem with expired medications they may have negative side effects, adverse side effects or they may in the work at all. so you just don't want to take any expired medications, prescription or over counter what do do you, how do you properly dispose of it. >> that is spring cleaning. spring's finally here. thank goodness for. that time to clean out those medicine cabinets if you find unused or expired medications get rid of them but you have to pay attention to how do you it. best way to get rid of the unused expired medications is called a medication take back program. if you google national medicine take back find different programs to drop off
