yesterday's deadly terror attacks. police conduct several raid overnight and we are live with new video and new information, on the attack. and, down to the wire, a big day on capitol hill as house prepared to vote on the g.o.p. health care plan that will replace affordable care act but do republicans have enough votes? we will tell you where things stand right now. are you ready to get off this weather roller coaster ride just yet, katie's talking about a big swing in temperatures and even a chance for icy road, well to day is thursday march 23rd, i'm jim donovan. katie and and meisha, keeping an eye on the weather and traffic. >> speaking of road, lots on i-95, one area where we don't want to see accidents, we are having a string of problems no wet weather today. it will be a quiet day. it does become an issue. we will see that sun coming up for first time since we had daylight savings time before 7:00 a.m. 6:59. we will see it over the

horizon but for now not too much light of day but all very clear on storm scan three, and it will stay that way. now, you're witness weather health report is, pretty good overall, air quality is definitely good. pollen level, we will get to that time of the year where that is an issue, juniper, mapel, elm are issues when it comes to pollen. uv index, something to keep in mind all year round but on bright sunny days like we are facing here moderate uv index, four or five on a scale of one to 10. heat index is not applicable at this point. right now temperatures are cold, we are at 24 degrees at the airport, 11 in mount pocono, 20 in atlantic city. note that is wind is lighter. so what you see is a lot closer to what you get on the thermometer. you will not have to factor in the wind chill here today, it is calm, collected, it is tranquil, sunny, but it is also cold. normal high 55. we will top off at 45. sort of stay along that line,

of the thermometer reading it looks like through better part of the afternoon. we have some rain to talk b we will get to that later. >> thank you so much. we will turn our attention to 295 right now. if you are heading out one area that is very busy, right now this morning is i95, overturned vehicle first in delaware county, i-95 north at 320. two right lanes blocked. you are just squeezing by off to the west. we have a backup shot, looking at commodore barry bridge. this shot approaching the commodore barry bridge, you can see backups are now becoming more and more extensive and they are pushing back even further. from delaware to the blue route on i-95, it will run you 20 minutes. would i air on the side of the caution and give myself 35 to 40 minutes at this point because it looks pretty extensive. backups right now just cracking in the 6:00 o'clock hour, it will take you a minute. we have another accident, pulled off to that far left, you can see it i-95 south approaching cottman and you can see how slow moving it is

getting up to this as everyone in the far left lane are putting on their right blinker and move to the right. we have construction in northeast philadelphia, crews are still out there boulevard southbound atwood haven just a camera shot. construction southampton road and woodhaven road that right lane is compromised, lots going on. jim, over to you. terror alert in the uk remains severe following yesterday's deadly attack, near parliament. >> lets look live over in london where there have been significant developments overnight including several arrests. "eyewitness news" reporter trang do is following the investigation and joins us live, in the news center, good morning. >> reporter: lots of new developments. despite arresting seven people overnight in connection with the attack british police are still saying that the suspect acted alone. they are not identifying him at this time. investigation has taken us from london to birmingham and other parts of the country in search for answers. officers took seven people in custody after british police carried out raid on six properties overnight, including a home in the city

of birmingham where suspect, in wednesday's deadly rampage in the uk capitol once lived. >> we will continue to do our investigation and inspired by international terrorism. >> reporter: the attack happened steps from britain's parliament where tightened security had officers conducting vehicle checks. video recorded by a tourist shows some injured, lying along west minister bridge, the place where police say suspect medicine down pedestrians in an suv. at least 29 people were hurt. >> there was people running here. >> reporter: authorities say the man then slammed the vehicle in the gates of parliament, got out and stabbed 48 year-old police officer keith palmer to death. >> the location of this attack was no accident. the terrorist chose to strike at the heart of our capitol city. >> the carnage finally ending when police officer shot and killed the suspect. in all, four people, including the attacker, have died from

piece together the details, jan. >> reporter: rahel and jim, good morning. investigators are still working to determine the cause and manner of death this morning. in the meantime prosecutors have now released the 911 call by this mother after she found her twin baby girls in their crib and unresponsive yesterday. we do want to warn our viewers that some may find that disturbing. >> they are not breathing. >> reporter: voice of the distraught mother after finding her seven month-old twin girls unresponsive, inside their home at pines apartments in lindenwald, new jersey. >> my god, my twins. my twins, my twins are like purple. i can't, they are not breathing. >> reporter: police responded to the 500 block of bilper avenue around 8:00 yesterday morning. in the 911 call the children's mother tells dispatcher that she had been trying to revive their babies. >> do you know how to do cpr. >> i'm trying, i have been trying for like the last 10 minutes.

>> reporter: by 8:30 authorities on the scene pronounced them dead this community is stunned. >> i'm just shocked, i am just in shock with fear, they are such nice people i suppose. i even helped one of the babies. >> reporter: alice shields lives next door and knows children's family. she said she didn't hear anything that morning and does not know what happened. neighbors identified this distraught woman escorted by police as children's mother. it was a tragic scene they will not soon forget. >> she was screaming, like she was crying really bad, and they put her in the back of the cop car and i saw them like bring out bags, you know, body bags and stuff. it is horrible. >> reporter: now camden county prosecutor's office is heading up this investigation but at this point they have not indicated what may have caused these children to stop breathing yesterday. reporting live from lindenwald , new jersey, jan carabao for cbs-3 "eyewitness news". >> jan, thank you. new this morning police

are investigating after a man is shot in philadelphia's kingsessing section. it happened near atlantic and ruth streets. police say they were alerted when the 21 year-old victim showed up to the hospital with gunshot wound in his leg. there is no word on suspects or a motive. home owners in one local town said they feel like they are living in the war zone because the new shooting range just popped up not far from their homes. range is located on commonwealth drive-in east vincentown ship chester county residents nearby said they want the range, gone. >> gunfire. >> this video was taken by meg seaman outside hers royersford montgomery county home. she said veterans living near the range who served four tour ness afghanistan struggle with the sound. >> i actually found him in his office under his desk in the fetal position because it is terrifying for him because it really does, without even being a little bit dramatic sound like a war zone. >> and shooting range was

literally cleared as i walk out here and give you this report. i can tell you right now it doesn't matter. that will back you up, a lot. again if you have to walk out the door give yourself an extra 45 minutes or so, jim, over to you. baseball coach from montgomery county is accused of choking a young player after a try out. police charged five two-year old kenneth irwin with strangling the 12 year-old boy , authorities say incident happened, last month at newtown athletic club in bucks county. irwin is also listed as varsity baseball coach at upper moreland high school, according to district officials he has been placed on leave, a preliminary hearing is scheduled for may 12th. this morning baseball world is mourning death of the former phillies manager dallas green. green will always be remembered as the brash manager of the 1980's world champion phillies. delaware native served as phillies executive and worked for yankees, cubs, and mets, in a career that also included a stint as a pitcher on the 1964 phillies. green has served as a phillies

three near an accident that actually cleared at i-95 north at route 320. but take a look at those backups. we are looking at backups at i-95 north at 452 and they are still, extensive. even though that overturn vehicle like i said that has been since cleared, i-95 north at 320, backups are still out there and they are hefty. so we will give yourself some extra time, in this area. anywhere around this area, would i say give yourself at leann extra 45 minutes or so. then we have an accident here i-95 south approaching cottman , that left lane compromised there. leading up to this we are dealing with backups there as well. take a look, you guys, backups before academy road. this is what you are working with right now from woodhaven road to the vine, it will take you 30 minutes. would i air on the side of the caution and give yourself five to 10 minutes there. then we are dealing with the accident in berks county 136 northbound between morgan town and flying hills. your alternate route 10 or

route 222 is your best bet, maybe even more coming up in the next 10 minutes. jim, over to you. well, is there still no word on identity of the suspect who mode down people near the parliament building in london yesterday. parliament is back in session right now, they have observed moment of silence about an hour ago. outside investigators are combing the crime scene collecting evidence, and earlier this morning british police updated number of casualties, saying that the attacker killed three people, not four, as was originally reported. they also believed the suspect who was killed, acted alone. still they conduct several raid overnight and arrested seven people in connection with the attack, uk's terror alert level remains at severe. cbs this morning will have very latest in the live report from london coming up next, at 7:00 o'clock. just after midnight house rules committee adjourned without a time line to vote on president trump's revised health care bill. at least 31 house republicans say they will oppose legislation which cbs

difficult get to spend a year teaching there i have always felt tremendous debt to the school. i got to tell you, you know, conventional wisdom is there is nothing great happening in the public schools but i'm telling you thousands of miracles are happening there every day and the teachers are doing, the teachers and students and today in the show , the engineer is singing, so, everybody is involved. it is wonderful. >> you have seen it all what do you expect every year from the show. how impressive are these entertainers. >> you know what is great, kid see teachers in different light, teachers see kid in the different light and this year interestingly there are teacher/student teams. >> okay. >> so thinks all blurred lines we also have a short film category as well. we try to get as many kid involved. there air lot of children involved. we really think it is a community build they are talent show and people come out, and of course, people
