attacker as an english citize citizen. >> teri okita reports from london. >> reporter: terror rampage includes one american fatality. cut cochran of utah was celebrating his 25th anniversary with his wife who was injured. police carried out raids overnight in birmingham north of london. several people were taken into custody to are questioning but investigators believe the attacker acted alone. >> continue to focus on his motivation, his preparation and his associates. >> reporter: the prime minister says the unnamed suspect was born in britain and was known to intelligence services. theresa may a-then delivered a defiant message to parliament. >> we are not afraid. and our resolve will never waver in the face of terrorism. >> reporter: the area across the river around parliament remains a crime scene and is still closed. but the bridge where the

institutions in 37 states including right here in pennsylvania, new jersey and delaware. >> in other news this noon philadelphia mayor jim kenney joins the long list of city leaders calling on district attorney seth williams to step down as he fights federal corruption charges. >> it's a terrible situation and he cannot conduct the duties and responsibility of this office in his current condition so for the good of the office, for the good of the city he should probably step aside. >> williams is free on bail after pleading not guilty yesterday. he's cook offere accused of take than $100,000 in gifts in exchange for favorites. >> candidates vying for the the next district of philadelphia will hold an event tonight at spring side chestnut hill academy. there are seven democrats and one republican in the case. the primary elections are scheduled for may 16. >> house speaker paul ryan had today of mcdonald's are on the cooling dar as the day to vote on the gop plan to repeal and replace the affordable care act but the vote has still not been scheduled as house leaders scramble to find

enough votes to pass the bill. craig boswell has the latest from capitol hill. >> reporter: republican leaders are scrambling to figure out how to move forward with their plan to repeal and replace obamacare as of thursday morning, cbs news counts at least 31 gop members who plan to vote no on the bill at least nine republicans would have to change their minds to pass the bill. >> i thought i was good deal maker. i'm nothing compared to the president. >> reporter: members of the conservative house freedom caucus were invited to the who us for a closed door meeting with president trump who is trying to get their support. the caucus is demanding the plan lower healthcare premiums by rolling back essential health benefits which mandates coverage for services like emergency room visits maternity care prescription drugs and mental health. >> if we don't lower premiums this bill does not do enough. >> reporter: the conservative koch brothers set up a found support the reelection of any republican voting no on the bill but as the white house and republican leaders macon sessions to conservatives, moderates are

rethinking their support for the plan. >> republicans vote to destroy healthcare coverage especially in this brutal form, well that vote is going to be tattooed to their heads. they can't say donald trump made me do it. >> reporter: pennsylvania congressman charlie dent met with house speaker paul ryan late into the night. afterwards he issued a statement saying he will oppose the bill and that he hopes the house can step back from this vote and arbitrary deadline to focus on getting healthcare reform done right. on capitol hill, craig boswell for cbs3 "eyewitness news." >> the new jersey congressman frank lobiondo and as you heard pennsylvania congressman charlie dent announced they'll be voting against their party's healthcare reform bill. >> philadelphia mayor jim kenney and other city officials are speaking out against the repealing and replacing of the affordable care act. >> so, today we have a question for every elected official in and washington. i hope you will ask this question of them, too. the question is do you really want to take healthcare away

from the poor elderly and the disabled just to give a tax cut to rich people? >> the mayor and health commissioner dr. thomas farley say replacing the affordable care act with the american healthcare act will have devastating effects on philadelphia residents. according to the health commissioner if passed the new legislation will cost 220,000 people in philadelphia to lose health insurance. >> meanwhile following three days of hearings president trump's nominee for the supreme court faces a tough battle for couldn't pages the senate judiciary is expected to vote in the next two weeks on whether or not to recommend judge neil gorsuch favorablely to the full senate. some democrats say they want to try to block the nomination. it appears pennsylvania senator bob casey is one of them. within the last hour casey tweeted judge gorsuch is not the right choice to fulfill the commitment for the supreme court. >> turning no you to weather enjoy this sunny day now because the wintry mix is about to move in on some areas during this first week of spring. meteorologist lauren casey live on the cbs3 sky deck with very chilly temperatures. lauren, good afternoon. >> good afternoon, yeah,

temperatures are chilly but with this nice spring sunshine on my back, feels very good. still need the coat and temperatures are in the 30's across the region. we lost the blustery conditions that we had throughout the day yesterday. 36 degrees right now in philadelphia. but feeling a little bit better than that on your skin. 34 degrees in allentown. we're at 34 degrees in reading. 38 degrees right now in atlantic city. storm scan3 showing us nothing but sunshine and blue skies and we do like that and we are going to see, though, a more unsettled weather pattern develop as we head really into the day tomorrow. we'll have milder temperatures climbing up into the middle 50's in the city and surrounding suburbs but some scattered showers in the forecast starting around mid morning and then persisting into the early afternoon is going to be that most likely time frame across much of the delaware valley and this could indeed start off as freezing rain or even a little bit of sleet, mainly north and west of the city. that would be around eight, 9 o'clock tomorrow morning so do watch out for that but rain chances for today, nothing to but then we bump those up as we head into tomorrow.

still could see showers a around especially to the north on saturday and then looks like sunday is going our wet day of the weekend so we'll talk more about those rain chances and a 70-dend all that's coming up in just a few. >> sounds good. thank you lauren. authorities are investigating the cause of a two vehicle crash in allentown. this is chopper3 over the scene around 8:20 this morning at the intersection of fill more and priscilla streets. according to police, they were in pursuit of a driver of a bmw prior to the crash. authorities found the driver at the scene of the crash. one woman was transported to the hospital with serious injuries. the man is in custody but no charges have been filed. authorities are also investigating the cause of a fire in gloucester county. this is chopper3 over marrow road in swedesboro. we're told that everyone fortunately made it out safely. >> funeral plans have not been announced for former phillies manager dallas green. green died yesterday at hahnemann university hospital

where he had been for the last month. green is remembered as the brash manager of the 1980 world champion phillies. delaware native served as phillies executive also worked for the yankees cubs and mets and a career that also included a stint as a pitcher on the 1964 phillies. the green had served as the phillies adviser for the last few seasons. dallas green was 82 years old. >> coming up, shocking charges against a local baseball coach. coming up on cbs3 "eyewitness news" what police are saying this man did to aayer. that's next. plus,. puppies. the the story next. lauren. >> oh, my gosh, that's adorable. good puppy weather for walking them out and about this weekend as it will be more mild feeling like early may as we head into saturday with high temperatures approaching the 70-degree mark but we're going to have more of a temperature gradient due to a warm front as we head into sunday, so far south across portions of delaware could have highs in the low 60's. where as far north in the low 40's and it will be a more unsettled weather pattern as we head throughout the weekend with showers around on saturday, then rain looking likely on sunday and we'll time out all this precipitation in your full forecast coming up just after this. >> ♪

to get a little more unsettled certainly than what we're seeing right now. a live look at our neighborhood network at kutztown. bright sunshine and the snow is going away and i think we all like to see that but temperatures are chilly. 32 degrees right now as we get a live look at center city philadelphia. nice bright sunshine in the scene but again, temperature only 36 degrees so that sunshine is a little bit deceiving but the nice thing is the winds are much lighter than what we felt throughout the day yesterday. just a northwesterly wind around 3 miles per hour. temperatures actually climb into the 50's yesterday in philadelphia but with that wind chill element, didn't feel anywhere close to that. we topped at 41 degrees in the lehigh valley yesterday, a chilly day. also chilly yesterday in the poconos with a high of t now in the poconos. mid va lley, berks county and still hanging i don't and to the 30's along the i-95 corridor. wind speeds much more comfbl component. winds calm to light across

much of the area. storm scan3 verysse in control giving us sunshine up and down the i-95 corure uridor wind a we look far to the west but head into the day tomorrow, again, on saturday, sunday andet weather system we are going to see some rain chances arounookig great, mostly clear, light winds, ttu around 41 degrees. overnight no problems as well. partly cloudy, chilly down to 31 degrees. o likedn probably the temperature cpo to 70 degrees on saturday. we will see some showers ou 42 [inaudible]: periods of rain and cooler temperatures as that frontal boundary kind of dli temperatures on sunday are quite a toss up depending upon where that frontal boundary is going to

position itself. at this point it looks like it's going to be right over philadelphia as we head in quiet conditions as we head throughout the afternoon then as we head into tomorrow morning, things picking up quite a bit. you do notice this area of moisture building and could see soe northwest suburbs, lehigh valley, poconos tomorrow morning so watch out for that. this particular model kind of drain,ha moves into the i-95 corridor. i don't think that's the case. i think e'll see some scattered shower activity late morning early afternoon and then better conditions for our friday evening commute. as we head into saturday morning this not painting in any precip just yet but the cloud deck is going to be there. sunshine is going to be a little bit sparse as we head into the upcoming weekend but for today, enjoy those sunny rays. tomorrow mostly cloudy conditions with some scattered showers around. during that period late morning early afternoon for most of us, 54 degrees your high temperature for tomorrow. we're up to 70 on saturday with showers around but i think you can still get out and about as most of those
