avenue, so use an alternate, 273, we will loath you know if you get a substantial backups. paving on the walt whitman bridge westbound two lanes are opened, ramp to 95 is closed and down to 35 miles an hour restriction there is. half toll place ace also closed. jim and rahel, back over to you. police in delaware are investigating an officer involved shooting that killed a philadelphia man. >> "eyewitness news" reporter jan carabao is live in new castle with more on the shooting, jan, what have you learned. >> reporter: good morning. police are in the releasing much information about what happened here, in this apartment complex overnight, what we do know is that police first responded here late last night for a welfare check and then by the end of the night, the 28 year-old philadelphia man was dead, shot by police. take a look at the video, you can see what police have been doing here all night long. this started at coach man man or apartment complex on the 100 block of carriage way right around 7:45 last night. new castle county police were

called for a welfare check. police say a man later identified as that 28 year-old from philadelphia got in the struggle with an officer and that is when a officer opened fire. twenty-eight year-old was taken to christiana medical center where he later died. residents are wondering what led to that struggle and shooting, some of them have not been allowed back in the complex and homes since this all happen. they are looking for answers this morning. >> it is really sad like nobody wants to live in the community where is there always shooting, or police coming in all the time. i want to live in the community that i can be free, you know, take my child to a park without being afraid. this right here, it is just not, i'm not happy about it at all. >> reporter: back out here live on the scene police have been holding this scene for nine hours now, they are not only holding apartment complex but what you're looking at is park across the street, new castle county park, and they have been doing a lot of

investigating in the wood back here as well right near that park bench. thinks all still under investigation. in the meantime police have not yet identified man shot and killed, they are asking anyone with any information to give police a call. we're reporting live, this morning jan carabao for cbs-3 "eyewitness news", rahel and jim, back to you. in other news a 24 year-old man is in critical condition after being shot inside a vehicle in northeast philadelphia. this happened around 10:30 near germantown avenue and west norris street. man managed to reach a residents on diamond where police found him. authorities say victim knows his attacker and police are searching for that gunman right now. an alarming find a loaded gun and ammunition inside a school and person accused of bringing them in a student aid , discovery made yesterday at drexel hill middle school. it began when police received a call about finding a hallow tip bullet inside the bathroom when office's arrived dominic jordan who works with the special need student approach ed claiming the bullet

but i can't continue, you know , go over that in my mind. >> the case's being led by the burlington county prosecutor's office and anyone with any information is asked to contact the police, immediately. police were confident they would make a quick arrest and they were right. right now they have a teenage inner custody accused of vandal icing a synagogue in the philadelphia's mayfair section. the 14 year-old threw a large rock through a glass window at temple menorah kennethsethchai over weekend. temple has been vandalized three times. authorities told "eyewitness news" that they had hd video of the latest incident. it is unclear if they are searching for more suspects. one of the largest serving federal judges in pennsylvania is missing, and now an all out search is underway to find him u.s. marshall service is looking for edwin costic, 91 year-old stopped hearing cases because of health issues and last seen yesterday morning at his home in lackawana county wearing a blue winter coat.

collided head on with the bus, and debris was scattered throughout the roadway, and the back of the bus ended up on a rail. out of the 15 people involved in the accident, only two survived, and including one of the passengers and the driver of the truck. >> we're used to working fatal crash scenes but first time we have ever seen something like this happen with so many confirmed dead at one time. >> reporter: as investigation gets underway church goers here at first baptist are struggling to make sense of the tragedy. >> our church families doing what church families do they are coming together, they are crying together, they are praying together. >> reporter: wednesday pastor brad mcclean comforted people waiting for word on their loved one. >> their families are going to be hurting and our church family is going to be hurting. >> reporter: grief counselors will be on hand at the church today and for the rest of the week. don champion for cbs-3
