show williams's attorney contributed more than $1500 to williams. 2010 run for damage. he would not comment about the donations >> some are wondering if philadelphia is the most corrupt city in the country. seth william is the latest in a long line of public officials to face corruption charge, alexandria hoff is in center city tonight with more and how the city is making national headlines for the wrong reasons. alex? >> reporter: ukee, this week, vice news asked a question that's gotten a whole lot of attention, is philadelphia the most corrupt city in the country? if it is, we wanted a to know why and what can be done. >> just a few examples. this month it was district attorney seth williams. in december, congressman shack fattah convicted of misusing grant money. 2013, seven of nine city traffic court judges charged with, yes, corruption. >> to some extent, one party rule is a factor in it. >> over 50 year, one political

party has controlled the city of philadelphia. >> we tip the balance so to the point where it makes it very hard for the political competition to take place >> registered democrats out number city republicans seven to one. the ratio is identical to the number of democrats running against a sole republican for district attorney >> we also shot out independent voters from primary elections, they're almost as many independent voters as republicans and they have no voice >> former city mayor and governor ed rendell feels fresh blood is needed from within the reigning party >> we need to make the party more open to attract more people from different walks of life, and different segments of the city. and make it more competitive >> he ads term limits and appointing systems would help. is philadelphia most corrupt city in the country? well, david thornberg president of the nonpartisan committee

said those stats are hard to quantity >> we have some of the toughest campaign finance limits and laws. >> reporter: meaning scandals and not good pr could point to something gone right >> these people got caught and careers are over. to some extent, i would say the system works. >> reporter: thornburgh points out something interesting. bribes aren't only being accepted in the city, they're being offered residents have a responsibility not to be accompany play sent to such crimes. reporting live in center city, scoff cbs3 "eyewitness news." >> police are investigating a double stabbing that left one dead in point breeze. it happened just before 4:00 p.m. in the 1500 block of south 19th. police tell us a 63-year-old woman and a 67-year-old man were found by their son with multiple wound. the woman was pronounced dead at the scene and the man is in critical condition. police have not made any arrests but they tell "eyewitness news" they do not believe the public is in any danger.

an investigators say a mother was behind the wheel of an suv that struck and killed her own daughter in chester. it happened on the 200 block of ivy street shortly after 9:00 this morning, police say ms. tom son accidently backed her suv into 6-year-old lay la rodriguez as she was attempting to get another child in a car seat. a 10-year-old was also hit but not injured. >> having the car inspected by the pennsylvania state police and we're doing an accident reconstruction at this moment she was a sweet little girl, and her mom loved her. that was her world >> police say no charges have been filed. bucks county prosecutors say they will seek the death penalty for a man and woman charged with murdering a 14-year-old girl. grace packer's dismembered body was found in lieu certain county last july. her adopted mother, sarah and jacob sullivan are accused of killing the teenager in what prosecutors have described as a

fire on interstate highway in atlanta. authorities have not said how or why the raging fire started. but it has shut down a major highway in passes through at the city. the work to replace the sections is expected to take several

months. the story in atlanta brought back 21-year-old memories of the infamous tire fire that shut down i95 here. many people in the philly area remember march 16th, 1996. when an eight alarm blaze at an illegal tire dump in port richmond caused a shut down of one of the city's main arteries for several weeks. portions were closed for months. seven teenagers were charged with arson and a used tire dealer was sentenced to prison and forced to pay millions in fines. a local family has a famous paint, back in their possession after someone stole it almost 41 years ago. the painting by norman rock well called taking a break is now in the hands of the grant family. her father purchased it in 1954, he was playing pool and when he pulled a queue back he bought the painting for a hundred dollars of the family has been searching for years now and

watch for reduced visibility on the roads no matter where you are, fog foremaning as we still remain under the influence of this area of low pressure, take a look at it right now and you can see the big storm still really right overhead but we're kind of in this little dry pocket over philadelphia, which is is good news, to the north and east they're getting heavy snow and we've missed this batch of rain moved off the coast, heavy rain and thunder that moved offshore just brushing southern delaware right now, most not seeing much of anything, still big wrap around precipitation across portions of western pennsylvania and that could all move in overnight. it did diminish but a few showers any time overnight into early tomorrow morning, we have cleared out across portion, of new jersey where we were seeing steady rainfall about an hour or so ago, that is good news. most of the day looked like this, this is a time low pressure system from the elementary school in reading. you can see the big drops of rain pouring down rain all

afternoon, temperatures dropping the winds still strong only 39 in reading right now. the flood watch has been skilled back but still in effect for the city of philadelphia. but around the i95 corridor through overnight until about 2:00 a.m. and that's indication still ponding exists on the roadways and minor flooding as well. heading up to the poconos, still in a freezing rain advisory that goes until 6:00 tomorrow morning. as we still see temperatures close enough to freezing for any showers to freeze on contact. i see the pink you got to watch out for that. the good news this will start to shift away. tomorrow morning maybe a stray shower then the clouds start to break up in the afternoon, we'll see sun try to peak through. it's not the sunniest we've ever seen, sunday is nothing but sun, comfortable and stays clear through the evening, monday, starts with sunshine clouds start to roll back in monday midday.
