but still a couple left over showers around. this afternoon we will see a few peaks of sun, i don't expect full sunshine but lighten up the mood. tomorrow will be beautiful great end to the weekend. tomorrow is certainly better day of the two but this is not a bad saturday, next few hours still under gun for some light rain showers, little bit of fog, mist, drizzle across the region but that dryer air will work its way in the region. we are at 40's still very dam will seven, raw, and wind at 15. makes it feel like three to degrees. it is nasty if you are heading outside. there is the bulk of the showers, off of east of as you cross atlantic ocean off the coast of new jersey and another round of showers coming across the mountains. they will break up but those could get in here through the next few hours as we get pennsylvania, sunrise. visibility, not too bad, we are down to 4 miles in trenton , seven in dover, five in the poconos, maybe lower a little bit with those heavier showers rolling from the west. thirty-one in mount pocono. there is concern for light freezing drizzle early this

morning in the mountains. everybody else, above freezing but it is cool. north wind kicks up, at the shore as that storm system intensifying, as it slowly moves off off the coast are coast. today with gradual clearing we will get up to 54. still below average. at the shore, breezy day once these showers get through 50 degrees, cloud hang tough and that early morning freezing drizzle in the mountains, and then, temperatures this afternoon helding out in the lower 40's. tomorrow, much better. sunshine back out. temperature climb out. we will talk about that in a few more minutes, jan, back to you. >>something to look forward to thanks, justin. we will begin with break ing news this morning a row house has partially, collapsed, this southwest philadelphia trapping a man in the debris. "eyewitness news" reporter anita oh is live near the scene, anita, good morning. good morning, jan. officials say it is remarkable that this man survived, we know that the 59 year-old man was trapped underneath this ruble behind me after this structural collapse and he has

only minor injuries. you can see ruble is piled up, some of it on the toyota suv parked on the street here in the 6100 block of youcome street, we know a tow truck is coming to pull that out shortly. let's get to video where crews rescued this man from the debris. this happened 2:45 this morning. crews expect to remain here for much of the day. we know licenses and inspections department will be heading out this morning, as well, and officials tell me that a home less man was inside of this vacant building , this is one of the three, row homes, here that were abandoned, and were being demolished, and neighbors describe what they saw. it is a abandon building for a while. nobody knew somebody was down there people be down there all the time. yeah, i kind of knew it was going to happen, because they were two abandoned houses next to it that caught on fire

years ago. >>officials say that there was no fire, just a collapse, you can see back out here live, that there is a ton of ruble, a tow truck is now coming to pull that toyota suv out from the street, that has been damaged from some of this ruble. it is not clear what caused this partial collapse, but officials say that the heavy rain from yesterday, may have played a factor, and a man who was rescued is now recovering at penn presbyterian hospital. i will send it back to you because we need to get out of this tow truck's way, live from southwest philadelphia, anita oh for cbs-3 "eyewitness news", jan. well, new this morning police are investigating two overnight shootings in north philadelphia. a man was shot at north 22nd street in indiana avenue knew. he is now in critical condition. there are no details about this shooting or the suspect. a man was found shot to death in north philadelphia, crews found him shot in the head in the 3300 block of

north second street just after 1:00 this morning. he was pronounced dead at the scene, no word on what led to this shooting. philadelphia district attorney seth williams is voluntarily taking a step back from some of his duties. after being indicted on bribe ry and extortion charges, but he is not stepping down from office, despite calls to do so. federal court yesterday williams switched defense attorneys, tom berke is now representing him. he said charges against williams is false. today district tern williams took the step to agreeing to a temporary suspension of his law license pending outcome of this case. he will remain in office in an administrative capacity only. >>now, state campaign finance record show williams attorney contributed more than $1,500 to williams 2010 run for d.a., but wow not comment about those donations. with the williams indictment and convictions of other public officials, vice news is asking the question is philadelphia the most corrupt

"eyewitness news" reporter alexandria hoff looked for answers and what could be done about it. >> reporter: just a few examples this month it was district attorney seth williams? in december it was then congressman chaka fattah convicted of misusing grant money n2013, seven of the nine city traffic court judges were charged with yes, corruption. to some extent one party rule is a factor in it. >> reporter: for over 50 years one political party has controlled the city of philadelphia. we tip the balance to the point where it makes it very hard for the political competition to take place. >> reporter: registered democrats out number city republicans, seven to one, ratio is identical to the number of democrats running against a soul republican for city district attorney. beyond that we also shut out independent voters from primary elections, so there is almost as many independent voters as there are republicans and they have no voice. >> reporter: considering those odd former city mayor and governor ed rendell feels

news". philadelphia police are investigating a double stabbing, that left a woman dead, it happened friday afternoon, in the 1500 block of south 19th street, in point breeze, and investigators say a six three-year old woman and a 67 year-old man were found by their son, with multiple stab wound. woman was pronounced dead at the scene, man is in critical condition, police have not made any arrests, but they do tell "eyewitness news" they don't believe the public is in any danger. investigators say a mother was behind the wheel of the suv that struck and killed her own daughter in chester. the accident happened on 200 block of ivy street, shortly after 9:00 friday morning, police say cherin a thompson accidentally backed her suv into a six year-old, this happened as she was attempting to get another child in the car seat. a ten year-old child was also hit but not injured. for having the car inspected by the pennsylvania state police, and we're doing an accident reconstruction, at this moment. it was a nice, sweet,

road spray out, looking live at bethlehem, all quiet. temperatures above freezing. exception up in the mountains. the menu for next few days, we are drying out today, that is story, a slow drying period but we will see a few peaks of sun this afternoon. like i said, pleasant sunday we are back to full sunshine, temperatures where they should be, up around 60 degrees but active pattern continues, so typical for this time of the year, a few more storm system will bring rain threats ahead over the next several days. there you go, we're dry at the moment. could have mist over philadelphia, radar does not pick that up, we had steady showers over eastern, new jersey. they have dissipated and moved off shore. steadier showers redeveloping on the back side of the system coming through berks county, lancaster county and poconos, monroe county that is where we have that freezing rain, advisory, light icing on some of the untreated surfaces. actual center of the storm is just off the coast of new jersey, you can see that flow around that low pressure system.

it will get breezy as well over next few hours. is there that freezing rain advisory monroe county until 8:00 for potential for light, ice accumulation with the freezing drizzle we are dealing w31 in mount pocono at this hour. thirty-seven in allentown there were lower 40's in south jersey. you can see wind shift out of the northwest behind that storm system. so that tells us that the storm is slowly moving out of here and left over cloud and drizzle. there is no true cold air behind this system. temperatures don't drop off a whole lot tonight. still on the chilly side. that is the trend, month of march, first time below average for the month in a while. these are final stats for the month. almost degree and a half, below average, take highs and lows together and classic springtime numbers. look at the spread from the high temperature of 77. we got down to 15. good news is precipitation ace above average. we're pretty much on target for the year with yesterday's rainfall, about a inch and a half around philadelphia storm moves off to the north ande, snows in new england but not

okay, keeping us on our toes, thank you. how about this philadelphia is celebrating a sign that spring is here, 20th annual cherry blossom festival kicks off this morning at the japanese house and garden in fairmount park. this is from 2015, at children dressing in contact moan owes and sang japanese song. it celebrates japan's food and art. cherry blossom festival runs through next sunday. sure is beautiful. well, april is oral cancer awareness month. american cancer society estimates more than 49 million americans will get oral cans they are year and that 9700 people will die from this disease. today, the university of pennsylvania, will host an oral cancer awareness 5k walk and run, proceed benefit the oral cancer foundation. on the healthwatch now, every year, more than 3 million visits to the emergency room involve foot and ankle injuries but patients often don't get what they need. health reporter stephanie stahl has more on this new

with the eyewitness sky deck. how are you doing, justin. we're raw, damp but much better than yesterday as that rain has come to an end but cannot rule out showers or light rain or drizzle, early this morning and then we will get slow improvement. give it sometime but by afternoon much better with that dryer air returning to the region. not much happening right now over philadelphia, a little bit of mist is possible but we have low cloud, hard to see tops of the sky scrapers here but you can see steady showers showing up on radar to the north and west. they will continue to dissipate a little bit. they still may move through, over the next two or three hours or so and then we will see dryer air continuing to work n31 in mount pocono. that area of concern, freezing drizzle, rain advisory, continue there, so we could have light ice accumulation with that drizzle that is happening right now on those untreated surfaces. suburbs air above freezing, mid 30's, coldest spot in quakertown, 40 in palmyra, new jersey. today showers around, depending where we are, very

new lets get video, from just a short time ago, from when crews rescued this man from the debris this all happened around 2:45 this morning, crew s expect to remain here for much of the day, officials tell me that a home less man was inside this vacant building when it collapsed, it is one of the three row homes here that were being demolished. neighbors described what they saw. it is some people that were living in there but then it was just like, nobody was there, everybody left out of there so we don't know who was in and out of there but we know people were going in and out, that is all i know. >> reporter: in another live look here, at the damage of this building collapse that trapped one man. we do know that 59 year-old man hoist homeless, was taken to penn press difficult tear yan and it is not clear just yet what caused this building to collapse but officials say that the heavy rain from yesterday, may have been, a factor. for now, live from southwest philadelphia, i'm anita oh for cbs-3 "eyewitness news".

what a mess, anita, thank you, keep us up to date. philadelphia district attorney seth williams is cutting back on some of his duties but he it is not leaving despite his indictment on corruption charges. "eyewitness news" reporter greg argos was in federal court as williams told the judge that he has a new lawyer >> reporter: district attorney seth williams entered federal court being represented by michael diamondstein and left with a new attorney. i'm honored to be representing district of attorney of philadelphia. >> reporter: trial attorney tom berke is now in charge of the representing the district attorney. berke has contributed more than $1,500 to williams 2010 run for d.a. but wow not comment about those donations when asked. williams faces 23 federal counts for bribery and extortion, charges berke says are entirely false. district attorney williams is been in office in january 2010 his office has prosecuted 500,000 cases, the indictment does not contain a single allegation that the

outcome of a single case prosecuted by my client's office was affected. >> reporter: despite pressure from the bar association and even the mayor to resign, williams has refused and he will continue to collect his more than $175,000 salary but now in a more diminished role. today district attorney williams took the step of agreeing to a temporary suspension of his law license pending the outcome of his case, he will remain in office in an administrative capacity only. >> reporter: now before this suspension becomes official, williams must, hit the state supreme court disciplinary game. we have check with the spokesperson there in harrisburg and that official petition has in the yet been received. reporting here from center city, i'm greg argos for cbs-3 "eyewitness news". bucks county prosecutors say that they will seek the death penalty, for a man and woman charged with murdering a 14 year-old girl, grace packer 's disremembered body was found last july, her adoptive mother sarah packer and jacob sullivan are accused

until next tuesday. a local family who lost a norman rockwell painting in a home burglary four decade ago has it back again, "eyewitness news" reporter david spunt explains how family knew this painting was their. >> reporter: store by again in front of the pool table in 1954. we never thought this day would arrive. >> reporter: painting by norman rockwell called taking a break or lazy bones is back in the hand of the grant family after almost 41 years. someone stole it from their cherry hill home in 1976. it is just beautiful. everything i remember and more >> reporter: owner susan marta says story begins two decade before it was stolen when her father bought tonight 1954. he was playing pool. when he pulled the coup back it went through the painting. he bought it for hundred dollars then. now some say it is worth around a million-dollar. it grazed the cover of the saturday evening post in 1919 but the family says it is not
