because check it out, sunshine , light wind, seasonal temperatures, 50's in the lower 60's for a high today. around the region we will go. sixty-two should do it for fail in the sunshine. not bad at the shore, cool with that wind, 53 for the high, up to 50 in the poconos. each day gets warmer, and we are tracking about two decent storms, this week that will bring us a good round have rain and we will time it out in a few minutes. back to you. new this morning a 23 year-old woman has died, following a car crash in roxborough involving a deer. police responded to that crash , shortly after 1:00 on haiti's mill road. police say car you see there hit a deer and then driver who control and smash in the pole. a man in the car was also injured. he was last listed in stable condition. also new this morning, police are, investigating this car crash in philadelphia's east falls neighborhood that left a 51 year-old man hospitalized. it happened around 4:45 on the 3900 block of henry avenue,

you can see the force of this crash, split that pole clean in half, peco is now on the scene as a result, but so far no outages have been reported. and police have two suspects in custody this morning in connection to an early morning carjacking, in west philadelphia. police tell us that just after 2:00 this morning, that black ford explorer was found in the middle of the street there in the 900 block of north saint bernard street where we're awaiting more details on this incident but police confirm that this was in fact a carjacking. no one was injured and that scene remains under investigation. city officials are still trying to figure out what caused a vacant row home in southwest philadelphia to collapse trapping a homeless man beneath the ruble. "eyewitness news" here on the 6100 block of yocome street just after 2:45 yesterday morning. officials from the cities licenses and inspections department, they tell us that the recent heavy rain could have played a role in the collapse but they also say that they felt unease bye this property, licensing before that. >> we were actually in the

process, we had bid out the property for demolition. the owner went to court and stopped the demolition work. the owner had until april 5th to dot work himself. obviously in that interim period the building collapsed on its own. >> man trapped beneath debris was safely rescued and suffered only minor injuries. he is now recovering at the hospital. new this morning, a large fire, rages at a construction site near dubai's largest shopping mall. flames sent thick gray smoke over the heart of the city there cities next to the dubai mall and 63 story dubai to you their was heavily damaged on new years eve 2015. there is in word on any injuries there, dramatic fires have hit sky scrapers in dubai in recent years. building experts say a popular type of covering on the buildings can be highly flammable. well, more than 190 people are feared dead in columbia after rivers burst their banks causing a massive landslide there making matters worse,

several bridgees were destroyed in the process hampering rescue efforts. cbs correspondent hanna daniels has the very latest. >> reporter: the wall of rushing water, debris, and mud , devoured the town of mccall a near columbia's board er with ecuador. officials say that intense rain forced several rivers to overflow, and then caused the massive landslide. he says the sound of the rocks from water is so heavy, everyone was shocked. alarms sounded but many victims were sleeping and did not hear the warning. daylight showed the magnitude of the destruction, trees were uprooted and dozens of homes were covered in several feet of mud. the fast moving current left this car sandwiched between what is left of the building and a tree. the death toll is expected to rise as more bodies are believed to be buried underneath all that mud. doctors say that local medical centers are running out of life as they treat the 300 injured. the government has called on 1100 soldiers and police to

help dig through the hundred tane of mud to find survivors. hanna daniels for cbs-3 "eyewitness news". meantime, back here at home a tour bus displaying anti transgender messages in philadelphia was met with protests. dozens gathered for a pop up love party near city hall, yesterday. this is cell phone video from twitter, the party included a march down jfk boulevard. the protesters goal was to show transgender pride. senate judiciary committee will vote on supreme court nominee neil gorsuch tomorrow setting up a vote for the by the full senate but as wendy gilette reports what could follow may have long reaches consequences for congress and the supreme court. >> we are going to go forward together not one step back. >> reporter: more than a dozen small protest as begins supreme court nominee neil gorsuch were held around the country on saturday including this one in washington. >> this is our fight, this is a lifetime.

sweets called police after seeing a group of children unresponsive on the deck. thirteen year-old boy died, 14 other people, went to area hospitals, including a children between the age of 12 and 14. two responding officers were also treated for carbon monoxide exposure and released a major section of the interstate 85 has collapsed in one of the nation's most congested cities. now, prosecutors have added an arson charge against a man that they believe is responsible for setting the fire that caused the collapse. correspondent andrew spencer has more on investigation in atlanta. >> reporter: even as investigators work to determine the exact cause of the fire which burned hot enough to take down a major section of i85 in atlanta prosecutors charged this man with arson, that is basil he willer bee appeared in court saturday, judge presided says how astronomical the cost of

starting to see showers rolling in the central u.s. that is next weather maker which will bring wet weather later monday night into tuesday. so lets try to time it out. couple round of rain and then soaking rains at times, maybe not quite as bad as what we're dealing with on friday but monday night after 10:00 we will see rain arriving from the southwest, it is just off and on showers at times during the day tuesday. perhaps aid thunderstorm this later tuesday morning into the afternoon hours. by the afternoon we will get a few breaks from time to time. storm number two comes in here late wednesday night, kind of the same time into thursday. this was a little stronger, something that has got a better chance for heavier rain , again maybe a thunderstorm coming at us thursday. it will be windy as storm system intensifies as it moves into the north east. but high pressure today, enjoy the sunshine, and, off shore tomorrow. tomorrow still a decent day. we will have sunshine, cloud thicken up throughout the day and then late their night here comes those showers moving in, storm tracks to the north and west. we will be on the warm side of the system. even with the rain around on

"eyewitness news". check this out, hundreds of people of all ages gathered in washington square park in center city to pummel each other with pillows. some massive pillow fight was coordinated on facebook to celebrate international pillow fighting day. some wore costumes to go with the soft, brawl. after about an hour of fun many donated those pillows to organize hours will wash them, and then distribute them to the homeless. they have a day for everything now. at least they were having fun. still ahead on cbs this morning, a robot revolution, why you should be worried about robots replaci kind of like this look.

good morning, everyone i'm jan carabao. it is shaping up to be a glorious day to day, meteorologist justin drabick is live out there on the cbs-3 sky deck with the eyewitness weather forecast and waiting for that sun to rise, good morning, justin. >> it has been a while since we had a good sunrise but we will get that in 15 minutes or so. clear skies, a few left over cloud at the shore but even at the shore we are looking g we are chilly because we have clear skies so that sun will go to work and we will have a nice early spring day in the region. here are numbers ranging from freezing in the poconos, to the upper 30's, north and west in the suburbs. lehigh valley berks county to the lower 40's around the city colder in quakertown checking in at 36 degrees at this hour. we have a bit of the breeze out of the north at 10 miles an hour in some spots. bit of the wind chill to deal with this morning depending where you are, it does feel like upper 20's on exposed skin in the colder spots when that wind kicks up, even lower

>> reporter: good morning, jan it is chilly but vibe is so warm as more than 10,000 people get ready for this race joining me is dianne melbourne and her granddaughter, brianna , diana this is a very special day for you and you have been doing this for 18 years. tell me why you got started. >> hi, good morning. i'm walking in honor and memory of our husband, he had hoed became a organ donor 20 years ago. he was able to save lives of three people from pennsylvania by donating his two kidneys and his liver. i walk in honor. we celebrate ed's life. >> reporter: just a few months ago you were able to meet dave , would be of those recipients, tell me about the emotion and what it was like to meet someone like that. >> it was such a blessing for our family to be able to meet dave's family. we met dave, his beautiful wife, mother, his daughter and son and two grandsons. dave said his first question i asked him was tell me how you feel? he said i feel great. he said my health is perfect,

not good, perfect. twenty years after donations, he is still living a full, active life, thanks to ed. >> reporter: being around all of these community members today what is that like and is what the emotion behind walking with all of these people today and remembering eddie. >> it is about i have learned in 20 years through life that organ donation is about life, not death. i know part of my husband is still living on through dave, and other recipients. so to be here with other donor families and to meet, grateful transplant recipient is it makes donor family, recipient a beautiful community and great feeling to be here with everybody. >> reporter: what do you want to tell community members about why they should get involved or consider becoming a donor themselves. >> well, would i like everybody to know that if you want to be a organ donor please register to be a organ donor so when time comes your family does not have to make a decision. decision is already made for you and that is a great sense

"eyewitness news" reporter alycia nieves polled drivers in olde city about the hefty price they are already paying. >> reporter: if you thought you paid enough to park in philadelphia, get ready because the cities parking authority is planning to hike up the rates. >> crazy. it is crazy. can't do it. >> reporter: on friday's authority's board adapted a budget that assumes raising rates for parking meters and

parking ticket fines. >> this whole situation with parking is worse and worse and worse. >> reporter: alex bono works in olde city and pays $2.50 an hour to park her car here. she has gotten a few ticket at $36 a pop, and thinks that is enough. >> i don't know what i will do parking garage is just as much in the parking garage. >> reporter: parking authority has not given a number for exactly how much the hike would be, city council will have to determine that if they even approve the raise in rates to park in philadelphia. the incentive for the city, a raise in the parking rate is expected to generate about $10 million a year, money that would go to school districts and pension costs. but people like ines menendez says rates could have an opposite effect reducing revenue by deterring people from utilizing on street parking. >> would i rather pay $40 to park in the parking lot then take a risk because you wind up with a $60 ticket regardless. >> reporter: it is unclear when city council is expected to vote on the parking lot

increase. is there a parking meeting on monday but rate increase does not appear on the agenda. in olde city alycia nieves for cbs-3 "eyewitness news". bill cosby will be back in court tomorrow, for a hearing in his sexual assault trial, a deposition, cosby gave back in 2005 in a civil trial is expected to be discussed at that hearing. prosecutors want to include the deposition at trial, and cosby's defense lawyers want it barred in that deposition, cosby admitted he gave woman alcohol, pills, before sex. cosby stand accused of drug ging and molesting a temple university employee in 2004. hospital patients are sometimes asked to fill out a survey about their experience but what they may not know is those survey answers can impact how much the happies paid, and in some cases, how much a doctor makes. the government mandated patient satisfaction surveys is part of the national effort to reward quality care, but some doctors say it it has had an an unintended consequence

fueling american's dependence on prescription pain pills. brooks silva-braga has details >> hi there. >> reporter: we met doctor mark woodard in the er at bristol regional medical center in eastern tennessee. it is ground zero for country 's opioid abuse crisis, 2 million americans are hooked on pain pills, overdoses, kill more people then gun homicide. >> on the shift you get off now did you see anyone seeking drugs. >> oh, yeah, every shift. two or three today. >> reporter: but turning away drug seekers can be bad for business, doctors told us, in part, because of the rise of patient satisfaction surveys. in addition to asking if the nurses are polite and hospital was clean, the survey has questions like how often did the hospital staff do everything that they could to hi you with your pain? 28 percent of doctors are paid bonuses based on patient satisfaction according to the industry group physicians practice. hospitals with better scores they get bigger payments from medicare and medicaid.

>> reporter: doctor dana bar low says pressure on hospitals to score well has led to pressure on doctors, including him, to prescribe opioids. how does that conversation go. >> it goes basically we want to make sure that everybody in the emergency department is happy and pain relieved so you need to do that. >> reporter: do they say lets get scores up. >> they tell you to get scores up, yeah. i have seen physicians fired because of not adequately addressing pain management. >> reporter: in cinnamons to similar concerns medicare, medicaid will stop paying hospitals based on their pain scores, beginning october 1st but some hospitals will continue to use their own surveys and scores, to rate doctors, and to determine bonuses. >> we have talked about satisfaction scores every day. >> reporter: back in tennessee woodard, who lead group of er doctors has negotiated a compromise with his hospital, when patient satisfaction bonuses are calculated questions on pain are stripped out. >> why would you care about not being graded on pain, what difference does it make if you

john paul, legally blind, is now experiencing the world through a device called e sight that processing images in real time rain allows, john paul to focus on what he is looking at. >> e sight takes that little bit of vision and makes it better for him. it gives him, more access, to the visual world around him. >> reporter: when michael kormen adopted john paul from china six years ago he was almost completely blind there was a series of surgeries at wills eye hospital, he had 2200 vision in his left eye. last summer john paul tried on a pair of e-sight glasses for the first time and the results were immediate. >> daddy. >> hi john paul. >> welcome to the camera videos. >> reporter: device made by a toronto based company cost more than $10,000. through local charities and private donations they raised the money and john paul recently got his glasses which i cost not want to take it off >> we took it out in the backyard yesterday and was just looking at, tree branches

50's with the sun it will feel good. high pressure parked over atlantic and northeast today. so friday's storm system is long gone. it is lingering over us during the morning hours still left the cloud around yesterday but now the cloud cleared out nicely. we will get a brief break until our next storm system comes. we are in the active pattern. typical for this time of the year. it is part of the jet stream wind change. big dip over four corners region. we will get storms coming out of the southwest that run right up in the yes valley, and this week. that puts us in the warm side of the systems, but when warmth comes through monday night into tuesday. steady rain, maybe thunderstorm. another one already developing , by tuesday afternoon, and that will move through, for thursday and possibly linger around into friday. so every few days, these storms will roll on through. so steady rain chances, especially early on tuesday and then gannon thursday, each day, with these storms could have a thunderstorm and in some spots but temperatures overall will be mild. it is not that chilly, nasty rain we had to deal with on friday with temperatures in the 40's to around 50 degrees. we will got some 60's in here it looks like with some

showers's around. and nothing is happening today pretty much full sunshine. get outside, enjoy the nice weather. tomorrow, still looking good, and then, the morning, our commute looks great with just some sunshine around. afternoon, cloud start to thicken up. it looks like the rain will hold off until 10 or 11:00 o'clock for western parts of the viewing area and then rolls through the overnight. so tuesday morning's community will be a little rough, with some of those pockets of heavier rain. and really for the entire event, monday night and tuesday night, is there potential for half an inch of rain, speaks legs from the city on northward, indicating over an inch. some good news. we could use some of this moisture. also drought, status, it is gone. so no official drought going on across the region. so that is a good thing. we will take additional rain before the summertime, lower 60's for highs today. for all of the inland spots, lower 50's up in the poconos and near the shore. tonight not quite as cold, it is still chilly as we drop in the 40's with the clear skies, but tomorrow, probably a few degrees warmer then today, making it into the mid 60's.

>> taking a live lot at vine, it is running smoothly as well your your major but ben franklin parkway is closed for a race this morning. in the cbs-3 traffic certainty i'm amanda muhler now back to you. >> thank you. planes weren't the only things with tails at newark liberty international airport in new jersey. nearly 100 puppies hit the ground running inside the terminal c yesterday. the four legged friend were there to be trained as seeing eye dogs, a key part of the training programs, it is to put the dogs in places so they learn not to get distract. another group of pup is in training will have their run at terminal c next saturday. isn't that your dose of cute for the morning. we have heard about therapy dogs, right, and cats too. but what about therapy chickens. having animals around is known to be good for us and some people in our area are capitalizing on that in a very unique way. reporter john mcdevitt from our sister station kyw news radio, shows us the benefits. >> reporter: rose budd or rosie is no ordinary chicken. she's a therapy chicken. she wears a diaper, gets
