. and tonight at 62:00 years in the making, a revealing new federal report points to crucial moments that led to philadelphia fire fighter joyce craigs death during a basement fire. she was the cities first female fire fighter to die in the line of duty. hello everyone i'm ukee washington. i'm jessica dean. "eyewitness news" reporter joe holden is live outside fire fighters union headquarters in spring garden with the details and new report and also some reaction. joe? >> reporter: jessica, good evening. one of the key findingness this report is that a piece of fire fighters lieutenant joyce craigs breathing equipment that failed, dating back to 2003. report shows that the fire department, had replacement available at the time of this fire but they had not been distributed. federal report two and a half

years in the making spotlights response tactic california and equipment issues, it suggest ultimately led to the death of philadelphia fire fighter joyce craig. it was december 14th, 2014, those living at this west oak lane row home, called 911 to report a basement fire. the intense heat, burned through some of the craigs breathing equipment. cause of the death listed on her autopsy report was suffocation. a time line shows engine companies and ladders were dispatched at 2:49 in the morning. first evening and arrived and reported back no fire was showing. fire dispatch then slowed response of other units. at 2:56, fire intensified, crews were increase todd emergency speed, and fire fighting efforts began. but joyce craig who was inside on the first floor was in trouble. setting out first distress call at 3:02. ladder eight was still not on the scene, and driver reportedly unfamiliar on the streets.

that truck and crew designated the wrapped insertion team. four minutes after ladder eight arrived joyce craig was located. she was pronounced dead at 3:33. the report also revealed craig was working an overtime shift the night of the fire and that crew where is separated, because of the intensity of the flames. local 22, representing fire fighters and paramedics, called on the need for more funding. >> we're working with 25 year-old engines, our ladders are, absolutely, some should not be on the street. philadelphia fire department has addressed much of what is in this federal report. they told us breathing equipment has been updated. battalion chiefs are stationed and dispatched to improve communications during incident safety officer positions have been create todd improve safety and incidents and additional personnel have been added for 2017 and there are 30 plus positions, budgeted in the 2018 budget, the fail fire

department has called for an 11:00 o'clock news conference tomorrow morning to discuss, this federal report. reporting live outside union headquarters in spring garden, joe holden for cbs-3 "eyewitness news". >> joe, thanks very much. a big manhunt is underway right now for the alleged facebook killer. police say that steve stevens shot a cleveland, ohio retiree who was picking up a aluminum cans and posted video of the killing on facebook.. >> our federal partners, local partners have reached out to that contacts all over the country and this is what we will consider a national search. >> reporter: $60,000 reward is being offered for stevens arrest. and for a few hours today philadelphia police scrambled after reports stevens might be here, in philadelphia. chopper three over fairmount park a little bit before 1:00 this afternoon. police say several people called 911 saying they spotted stevens at belmont plateau, 30 schools were on lock down

while authorities searched the park for two hours, but ultimately, authorities say that they found no evidence stevens was here but they had no idea why this random murder happened but they know one thing whoever did this wanted as many people as possible to see it. alycia nieves talk to experts about what that might say about a suspect as she joins us now, alycia. >> reporter: ukee, psychologists we spoke with said anyone that saw disturbing video like one posted by cleveland facebook killer is typically a narcissist particular person. so those who watched that video or shared that content are only giving into a killer 's agenda it is not the first time that someone has posted a video like this to social media. this one allegedly streamed by an ohio man yesterday as it shows him randomly picking out an elderly man walk ago long the street in cleveland and shooting the man who was reportedly just collecting cans. the video was on facebook for hours, some even shared it.

>> violence has been de sensitized. >> reporter: philadelphia psychologist doctor allison isn't surprise aid video like this was shared, but warns people the dangers that they don't forsee when they share something so disturbing. >> another danger of this type of video is that we can lead to copycat crime. >> reporter: social media some were upset bynum of views cleveland video got, this woman tweeted it, saying it was disrespectful and people stop sharing the video that showed an elderly man's death. eventually facebook took down the video but hours later. >> what facebook is doggies looking for keyword, but it takes sometime for human toss review and process. >> reporter: social media expert amy levin teaches innovation at temple university and explains why it took facebook hours to take down disturbing video from cleveland, facebook and most social media platforms rely on people flagging disturbing content and an lit i cans to alert them of keyword.

a employee of facebook has to watch the video and then take it down. >> reporter: that temple university professor, on social media expert added that social media platforms completely systematic and searching video, would lose content. it is hard for computer software just to filter through and decide what difference between a real gun and water gun. in fair mount park, alycia nieves for cbs-3 "eyewitness news". >> alycia, thank you. a three-year oldies injured and two people are in critical condition tonight following this head on crash in front of the wood crest apartments in bucks county. chopper three over the scene on lincoln highway just minutes after officers say that both drivers had to be cut out of their vehicles. the three-year old was in the car seat during the crash and was transported to st. mary's medical center in serious condition. in delaware county dozens of fire fighters battled a fire at historic church just one day after being filled with easter worshipers. the two alarm fire damaged

"eyewitness news" meteorologist matt peterson explains pollen count. here's matt. >> spring in the air and so is pollen, it is allergy season and weather definitely plays a role how much you are sniffing and sneezing this morning's rain offered some temporary relief, but wet weather often makes allergy conditions worse afterward. >> then the trees, or grass, it is still bursting with pollen and pollen count get higher day or two after the rain. >> reporter: flowering trees like one here tend to have highest pollen in the springtime, grass season starts in may and ragweed will start in the fall lasting through first frost. >> there are certain times of the day that are worst then others if you have allergies avoid early morning hours, since pollen is heaviest between five and 10:00 a.m.

nation. her name is angel. >> appropriate. >> traditionally transplant organs come from people hoff died but there has been a growing number of donation from his people who are living angel and burt fox love spending time with their grandchildren in cherry hill. >> we love you. >> reporter: after 44 years of marriage they are more devoted to each other then ever. >> he is my best friend, yeah. he is my life, my world. >> reporter: much of the world has been consumed with burt's struggle with hepatitis in, 95 he needed a liver transplant. >> i pray for my donor's family. think about them all the time. >> reporter: since life saving operation burt has been competing in the transplant games. >> these are medals i have won swimming, playing volleyball. >> wow. >> reporter: these are all medals from the games. >> there is some gold. >> reporter: he managed to stay healthy for decade partly because of the drugs that he has to take. >> thinks anti rejection medicine. >> reporter: that is drug that over the years has destroyed his kidneys, and the six

three-year old only hope now is another transplant. >> i didn't give it any thought at all. i just said you can have mine. >> reporter: as she gets ready to give her husband a kidney angel stays busy at work at virtua memorial in the mother/ baby unit. she became a nurse figuring knowledge could help take care of her husband. >> if it wasn't for her... i'm sorry. >> reporter: he has been emotional since they fun out angel was a match, these soul mates are about to turn into life mates. >> i'm just happy that i have a chance to keep going. >> love you. >> reporter: hug my kidney, right. transplant is scheduled for, wednesday, doctors expect both angel and burt will do very well. they will be back to enjoying their lives and their grandchildren very soon. fox's want everyone to know

great april showers bring may flowers from no where. we will see april showers on and off this week. lets get into it. good news for next 24 to 36 hours we are sitting pretty. storm scan three looks good we had a front coming through, very slow to clear, finally has done so, beautiful evening out there, especially from the city north and west where skies have cleared. you can see position of the front mainly off shore, right now as we zoom in locally a few sprinkles over kent county , delaware. things are still out there just a couple light sprinkles. more cloud in the south jersey and delair but sunshine to the north and west this evening. here's broad headville where it is nothing but blue skies, 66 degrees, beautiful evening there in the poconos, pretty nice in the city as well. temperatures were above average even with the rain and cloud this morning we still hit 71 for daytime high, 6 degrees above average, that record 95 from 2002, by the way we fell 3 degrees shy yesterday, we hit 87 the record was 90. we have a very warm easter but in the a record breaking

easter sunday. temperatures right now still mild, we will have to amend that number, it looks like we will just hit 72 at this hour. that will be our official high for the day, cooler in south jersey and delaware where cloud have hung on longer. as we move forward we will see the cloud, redeveloping, as we see by wednesday and tracking shower chances. so tomorrow looks great, high pressure briefly under control of our forecast, 2:00 p.m. nothing but sunshine outside, then on wednesday we will start the day with sun but included start to creep in, afternoon will turnout mostly cloudy, weak disturbance bringing showers off to the west, and notice once it gets here is there not much, stray sprinkle here or there wednesday afternoon. then thursday a warm front lifts through, not a ton of moisture with these systems, a stray shower, possibly a thunder shower thursday and as that warm front will ratchet up temperatures back in the 70 's. we cannot rule out shower or storm, but none are a wash out
