this is cbs-3 "eyewitness news" this morning. new this morning, a man is shot and killed inside east germantown home. we'll tell you what authorities say happened just before the gunfire broke out. >> a new round of nfl draft closures goes into effect tonight. hear from neighbors say they're not happy with the restrictions, plus, finds out what the city is saying. on. >> and it is set to be a soggy start to the work week. katie is tracking showers, she as also here to tell us when temperatures will be back into the 80s. sounds good to me, today's monday, april 24, good morning, i'm jim donovan. >> i'm rahel solomon, kicking off another week, i like that, let's get a check with today's forecast with katie and meisha. >> good morning, rahel, welcome back. you guys all enjoy your weekend?

scheduled to go up at 4:00 czars that's out up right now. and nf doctor. draft. so phase three, starting, phase four, starts tomorrow at midnight. so we are just making headway on the closuresment peaking at the entire parkway closed between 20th street and art museum, starting tonight at 7:00 p.m. we will be going through more of these coming up in about ten minutes, jim, over to you. >> new this morning argument in a east germantown home ends with one man dead and another in police custody. the deadly shooting happened on east penn street by lena street just after midnight. police say the 22 year old victim was found shot multiple times in third floor bedroom. he was pronounced dead at the scene, as officers pulled up, they spotted another man running out of the home's side door. >> they saw that the male had a gun in a holster on his right hip. police immediately told the male to freeze which he did and police took the male into

custody. >> multiple witnesses who are inside the home at the time of the shooting are now being interviewed by detectives. >> police are searching for suspect in another deadly shooting this one in talcony. police say 20 year old man was shot and killed just after 5:00 yesterday afternoon, gunfire also hit several cars along the 6900 block of hagerman street. so far investigators don't have motive for the violence. >> also, so far no arrests in deadly shooting in germantown, a man in his mid 20's shot twice along the 5700 block of mcmahon street about 2:30 yesterday. he died short time later. >> and other news, nfl draft days away, hard to believe it is about to get worse. kicks in tonight at seven #. those closures include the parkway between 20th street and the art museum and kelly drive at fairmount avenue. final phase of closure starts tomorrow at 5:00 a.m. now in a statement the philadelphia mayors office said in part every effort has been made to condense the time lime into the shortest possible and to minimize disruption. we will be therefore every

saturday night. police raided the highly publicized party seizing 50 pounds of bulk marijuana and 100 pounds of thc infused edibles, "eyewitness news" caught up with one party goer struggling to see why it was a big deal. >> we were a block from torresdale avenue last night. how many people have heroin overdoses every night on torresdale avenue? i mean, we are low priority, i think, i think, cannibis should be a low priority here. >> knowledge 17 # five people allowed to leave the pot gathering without charge. police did arrest 22 people including event's organizer, no word on what charges they will be facing. >> take a look at this, on 676 eastbound toward center city. "eyewitness news" viewer dave silver captured the scene yesterday afternoon. about 100 young people on bicycles took over the vine street expressway. fortunately, none of the bikers were hit. another large group of people on dirt bikes were riding along columbus boulevard.

no word on whether the two rides had anything to do with each other. >> about a month until memorial day weekends, local swim club is struck by vandals. staff at the upper moreland swim club gave us a tour of the damage, take a being lou, saw the kitchen equipment torn apart, rooms flooded and fire extinguishers sprayed everywhere. right now it is unclear if the insurance company will help cover the estimated $40,000 in damages. >> that's by itself is $5,000 worth of equipment that's on top of this we purchased, now, that's shattered, completedly. >> i'm very optimistic person, i know we'll get through there is but i don't understand why it happened. >> investigators believe the thieves may have been trying to break into a receive that contained only $50. but with the help of volunteers certain sections of the swim club should be able to open in time for memorial day weekends. >> happening today defense lawyers will argue the save of life of a man. eric frein could face death penalty for the shooting death of state police corporal brian dixon in the 2014 ambush in the poconos.

frein's attorneys say they're questioning today will focus on frein's relationship with his fatherment prosecutors say frein wanted to start a revolution. >> well the trial begins today for the philadelphia police officer accused of dumping a dog in a local park. investigators say that in november of 2016 michael long put pitbull in a trash bag, then dumped her in a waste bin at wissahickon valley park. long a 11 year veteran of the force is charged with animal cruelty and related crimes. cranberry the dog has since recovered and has a new family. >> another trial being held today for the man charged in the fatal hit-and-run in port richmond. police say ramon moralez struck thomas dunbar at the intersection of aramingo and lehigh avenue in april of last year, then left the scene. authorities allege moralez dragged bun bar more than 200 feet before driving away. moralez charged with murder. >> president trump will mark his 100 day in office this saturday, with a rally in harrisburg. meantime, the white house is taking a tough stance with congress ahead of threatened

government shutdown. aids to the president says mr. trump will insist new budget provide for mexican border wall. if a deal is not reached. funding for the federal government will run out at the end of this week. >> and today president obama will make his first public appearance since leaving office. he will speak with student at the university of chicago. his part of his mission to encourage new generation of leaders. 300 student from the chicago area will attend. yesterday, the former president met with at risk men in a job skills program. >> a man won the first round of the french president election, at least three people arrested two injured in paris at election protests last night, some demonstrators dodged cars, other protesters gathered to oppose far right leader. came in second this round. now advances to the runoff election against barone scheduled for may seven. >> and, the us state department says it is working on the case of american who has been detained in north

korea professor tony kim is the third u.s. citizen who is currently detained in the country. he taught at the university of science and tech joel gentlemen. said he was taken into custody saturday for unknown reasons. the incident comes as north korea aims more aggressive rhetoric at the us. >> and, north korea also threatening to sing the us aircraft carrier carl vincent, now the pentagon calling on the country to stop using fighting words. the defense officials say the ship would be deployed off the korean peninsula in april. state-wide newspaper said the nation can sing the vessel with a single strike, how much, there is no independent verification that the country has such capabilities. >> well, if you felt some shaking yesterday, you're not alone, we will tell you where people in our region were jolted by an earthquake. >> plus, severe weather across the count rip including heavy hail. see more of the damage left behind by mother nature. >> and the bridge demolition in ohio doesn't go according to plan. we'll tell you why part of the structure stays standing, when

it's way beyond ice cream. >> fifty year old bridge in southwestern hone ohio didn't go down quietly. working on the bridge yesterday, technicians blasted the southbound part of the bridge, one section refused to fall. another section only partially collapsed. it all finally came down after the second blast. the replacement bridge is designed to last for a full century. >> and hail comes crashing down on homes and cars in northeast texas leaving resident with a big mess. now, look at the hood of this car, windshields were shattered, following this weekend's storm, one homeowner said the hail looked like baseball falling out of the sky. resident throughout the area used tarps to cover up large holes in the roofs of their homes, caused by the filing ice. incredible. >> and tennessee, people there also dealing with intense weather. three rounds every strong storms hit central tennessee

with time here, starting at 7:00, 8:00, 9:00, 10 cents 11:00, 12:00, clouds. evening, rain moves instead year, south to north. good shot up in the poconos, lehigh valley you don't see much but a passing shower throughout the entire day. that said, not out of the woods any time soon, right through tuesday, still rounds of showers, or even some steady rain, that works it way through. this is about 4:00 p.m. on this particular model, and interpretations, so a.c. expressway, garden state parkway, can be getting doused toward the second half of the day. back here we stand on the first day back to work, yes, not great. cloudy skies, certainly, passing showers throughout the day. and it is cool. the high only 59 degrees. later on tonight, we will see the rain become little steadier, dropping down to 49. then again more rain tomorrow. but i come bearing great weather news down the road. as we are getting there nfl draft underway, look at the temperatures, meisha, low mid 80s, right through the event and for the penn relays, no less, other than pop up shower or thunderstorm friday, saturday, i think the event
