morning, rahel, jim. people will live in this area say they're pretty used to major event, shutting down the parkway, but that these closures are more widespread than they've ever experienced. including when the pope was here, and tonight, this one is a major one, take a look, 20th n franklin parkway, as meisha mentioned it will be closed all the way up until the art museum. tonight starting at 7:00. all lanes of the ben franklin parkway here, as you can see, already are very pretty complicated driving situation with all of the road work that is being done, now going into the third week of closures for this area, as crews prepare for the nfl draft. tonight's closures are part of the third of four phases, and the fourth phase will go into effect at midnight tuesday. that's when things will really shutdown here. there is just so many to list. but the closures will affect the number streets from 21st to 24th, and including several major roadways, including spring garden street, kelly drive, and pennsylvania avenue. now, people who live in this area, no stranger to there is but they are also dealing with

dozen of parking spots that have been lost, where park something already at premium. and while some people are excited to have such major event in their backyard, others say this is all just too much. >> i think it is really put the neighborhood through turmoil. it is okay for a weekend. but for four weeks, or six weeks, that it will be, it is really, really just quite an inconvenience. >> i think the draft is great for the city. it is good to -- philadelphia is a football town, to have the draft here, and i am pretty sure the first draft was, i think it is fitting for the draft to be in philadelphia. >> and taking a look here, at the museum area, the three day festival will kick off noon thursday, completely free if you are planning on heading down here. i'll have a look at what security measures you can expect, coming up at 5:30, but for now live from the ben franklin parkway, trang do, cbs-3, "eyewitness news," rahel, jim, back to you. >> it will be a mess, thank you, trang. >> i am he ' excited to

attend. >> new this morning philadelphia detective investigating murder inside east germantown home. >> this happened on east penn street, by lena street, just after midnight. police rushed to third floor bedroom and found a 22 year old man shot multiple times. officers spotted another man running out of the homicide door. >> they saw that the male had a gun in a holster on his right hip. police immediately told the male to freeze, which he did, and police took the male into custody. >> witnesses helped identify that male who was taken into custody, also tell police that the shooting stemmed from argument. >> a lot of people are talking about this story, police arrest 22 people at pot party in frankford. the philly smoke session was held at this warehouse on worth street saturday night. police broke up the party seizing about 50 pounds of bulk marijuana and 100 pounds of food items made with pot. one party goer told "eyewitness news" he's discouraged with how the police department responded. >> we were, what, a block from

torresdale avenue last night. how many people have heroin over doses every night on torresdale avenue? i mean, we are low priority, i think, i think, that condition bus should and low priority here. >> 107 # a people were allowed to leave the pot party without being charged. police confiscated $50,000.04 handguns from the party. >> well, a total mess. the upper poor land swim club is ransacked by vandals, now police are hunting for those responsible. the staff tells "eyewitness news" the vandals torre part offices, flooded rooms, damaged kitchen equipment. one volunteer who has work at the swim club for years says he's never seen anything like this. >> i just couldn't believe that happened here. i have a been here 35 years, we didn't have vandalism here. so i was really upset, because the time we put in as volunteers. >> maybe insult to injury. investigators believe the culprits may have been trying to break into a safe that only had $50 in t with the help of volunteers, certain sections of the swim club should able

here, boardwalk plaza in rehoboth, but looks dry. what's interesting, though, is that it did look as though little shower rolling across sussex county in that little part. beach line there. so, you know, you may or may not see shower in some of the southern counties walking out the door, but looks still dry. see that right there. looks like little pocket of showers that's been moving through. so in many locations you're off to actually clear start, especially through the northern counties, that cloud deck just starting to lift in. you can see the moisture though, waiting in the wings, that's all part of this larger system. quite a bit of soaking rain currently moving through sluggishly no less through the carolinas there is will need some time to rotate away. so we've got basically two straight days of dreary weather to tell you about. there will be weather time frame than others, and in addition to this, what you will notice, not so much the numbers, look at the direction of these arrows, starting off at noon today, look at the direction that the arrows maintain, right through tomorrow evening. that's nice on shore flow. that's going to be little

breezy out there. these are sustained winds speeds by the way too, down in the southern counties tomorrow afternoon, could be really blustery, but, the on shore flow is the point that i want to use with this graphic. remember what will happen with a on shore flow, folks that live at the shore know all about this, tend to see a lot of clouds build in, dreary, and just raw feeling outside. and that's casino whatever we've got going on here for the next few days, so for the most part, looking for dry window of opportunity to get outside, you pretty much are in the midst of it right now. through the rest of the morning specially, it is really just passing showers, steadiest rain starts late tonight, and then into tomorrow, but in total only talking one to one and a half inches. so this isn't a flooding rain, but it is a big fat nuisance over the next few days, by wednesday not only rebounding substantially to 72, going to keep that theme going, and just in time for the draft festivities not to mention relays over at penn get underway. look at this, low mid 80s
