beggers can't be choose ers. >> right? all right, well, looking outside right now, guys, a lot going on, i can tell you the road restrictions are in place for the draft. pretty extensive. and it is phase three, starting now tonight, and then phase four starts tomorrow. yikes. >> how many favors? >> final one. >> first one really will cause headaches, only imagine, feel like the way to go if you're not actually going to the event. avoid t meisha obviously having much more on. that but dow come bearing some wet weather news to tell but. you can see the leading edge of not just the clouds but also couple of showers currently moving on in through kent, sussex counties then over across the bay into southern most new jersey. it is all relatively light. certainly very scattered. and i would say that's the worse you'll find throughout the day. you can see though it is actually quite clear through the northern half of the region, clouds certainly building but at the moment, supposed to be beautiful sunrise going on up in the

poconos, why it is so chilly, because do you have such clear sky. 37 degrees. forty-two in allentown. forty-six in trenton. at 50 degrees in philadelphia. meanwhile, as the day progresses, kids are hitting the school bus, i would say, sends them out the door with a coat for sure. we hit the mid and up ear's for lunch and recess, then by the road home, at best, only into the up ear's, so also be some showers around. meisha, over to you. >> all right, katie, thank you so much for that. so whenever we hear just even the hubbub of some rain coming down anywhere, just heads up. coming down your neck of the woods, give yourselves extra time, right? 995 north past cottman, look like this is just traffic stop of some sort moving in the northbound side. it is really the southbound side coming around the s curve keeping our eye on as you push your way into center city, but looking okay there. then looking at the schuylkill, headlights eastbound direction approaching gladwynn, as you push in the eastbound direction, that's where you're maybe heating up a little bit more than the westbound side. take a look at the westbound side. not looking bad at all.

now, we will get into what we really all want to talk about, not that we want to talk about, but we need to know it if you are going to be moving around the art museum area. so phase three, starting at 7:00 p.m. tonight, the parkway, take a look at this, closed from museum to 20th. we've got kelly drive, that's closed at fairmount, mlk, spring garden closed at 24th. so, that's phase three, again, starts at 7:00 p.m. tonight. then phase four start. that starts tomorrow at midnight. take a look at this, mlk drive closed at sweer dryer drive. open by the way thursday and friday for our a.m. commute. which is really great news. that's actually going to really help us out. kelly drive closed from museum to fairmount, and the vine westbound ramp to 222nd street closed so a lot going on, i may be tweeting this information out as well, talking about it all morning, we will get through this. the good news is the fun news hey the nfl draft is coming to philly. that's actually pretty exciting. >> anticipating bill just three days away from the nfl draft here in fill.

"eyewitness news" reporter trang do joins us live with more on the potential headaches for commuters. good morning, trang. >> reporter: good morning, rahel, jim. now that it is light out, you can see the situation here. this is the ben franklin parkway, just over my shoulder. the outer lanes are still open during the morning rush. they'll remain open for the evening rush. but later tonight. that will not be the case. take a look at the situation here. already, a very complicated driving situation around here, with all of the road work going on, but again, starting at seven tonight, the outer lanes of the ben franklin parkway from 20th street here all the way up to the art museum will be closed so those inner lanes closed weeks ago. but let's take a look what people around here have been dealing with for the past sever val weeks, going into the thirds week of closures for the area as crews prepare for the nfl draft. tonight's closures part of the third of four faces of closures that fourth face will go into effect midnight tuesday. that's when things really shutdown around here. just too many to list. closures will affect number streets from 21st to 24th, and

several major roadways including spring garden, kelly drive, and pennsylvania avenue. now, people who live in this area are also dealing with the loss of dozens of parking spots, parking already at a premium here. and while some are excited to have such a major event in their backyard, others say it is just too much. >> i think it is really put the neighborhood through turmoil, it is okay, for a weekends, but for four weeks, or six weeks, that it will be, it is really, really just quite an inconvenience,. >> i think the draft is good for the city, good to, you know, philadelphia is a football town, and to have the draft here, pretty sure this is the first place, like the first draft was, i think real ill-fitting for the draft to be in philadelphia. and the three day festival kicks off at noon on thursday. people can expect lot of security, i'll tell you what you can and cannot bring, coming up at 6:30, but for now live from the ben franklin parkway, i'm trang do, cbs-3, "eyewitness news," jim, rahel,

back to you. >> all right, i'm personally excited to attends, i'll be watching, trang, thank you. >> new this morning, murder investigate is underway after aarp. turns deadly inside penn street after lena street after midnight. police say they found 22 year old man shot multiple times in third floor bedroom. he was pronounced dead at the scene, another man spotted trying to run out of the house. >> they saw that the male had a gun, and a holster on his right hip. police told the man to freeze, which he did, police took the male into custody. >> now, witnesses who helped to identify the suspect tell police two men were arguing, before the shots were fired. more gun violence, deadly shooting in talcony section. gunfire broke out along the 6900 block of hagerman street at about 5:00 yesterday afternoon. the 20 year old plan was hit inside short time later at einstein medical center, no word on the motive for the

violence. and, there are no arrests in another deadly shooting there is one in broad daylight, in germantown, police say man in his mid two's shot in the head and mid section about 2:30 yesterday afternoon, along the 5700 block of mcmahon street. the victim's not has not been released. >> highly publicized pot party busted by police in the frankford section, so-called philly smoke session held in a warehouse on saturday night. police raided the party seizing 50 pounds of bulk marijuana, 100 pounds of thc infused edibles, $50,000.04 handguns. we're told the spring fling came with $50 admission fee. "eyewitness news" caught up with one party goer who didn't see why it was such is a big deal. >> we were, what, a block from torresdale avenue last night? how many people have heroin overdoses every night on torresdale avenue? i mean, we are low priority, i think, i think, that cannibis should be low priority here. >> police allowed 175 people to leave the pot gathering

without being charged. they did however arrest 22 people including the event's organizer. >> trash by vandals, someone wrecked local swim club, now police want to know who is responsible, that is at the upper moreland swim club gave us tour of the damage. you can see the kitchen equipment, torn apart, rooms flooded and fire extinguisher sprayed everywhere. right now it is unclear if the insurance company will help cover the estimated $40,000 in damages. that by itself $5,000 worth of equipment on top of this we purchased. that's shattered. completely. >> i'm a very optimistic person, i know we will get through there is but i don't understanded why it happened. >> what's worse is that investigators believe that these may have been trying to break into a safe that only had $50 in it, with the help of volunteers, at least certain sections of the swim club should be able to open up in time for memorial day weekend. >> president trump will mark his 100 day in offers this saturday with a rally in harrisburg. meantime, the white house is taking a tough stance with congress, ahead of a threatened government

up the appalachian spine, some of the showers very scattered granted but already beginning to pop up in one way happen or form across delmarva. heaviest of the rain pretty much confine across the carolinas, with time it will lift into our region, so we do begin to slowly improve with time. that will take us until about wednesday. the rest of today, through the day tomorrow, that system is still very slowly churning off in the mid-atlantic coastline, throws on this on shore flow which means lots of clouds, and better potential for showers. tan looks like again there could be some pockets of steady rain, but the time all said and done about inch to inch and a half worth of total accumulating rain expected so not major flood event. but it is going to slow you down. we start to dry outcome wednesday, clouds starting to break apart, we end up with some sunshine, temperature rebounds to the low 70s, come thursday, draft day gets underway here. or at least the event get underway with the 80, a looks like running theme for us into the upcoming weekend, now, perhaps a shower or thunderstorm rumbling through here on friday, not even saturday, but looks as though more than anything we will

mid-atlantic, eventually will rotate around but stuck with it here for basically two day stretch here. so 50 degrees your current temperature, i will say, definitely have heavier coat on, but feels pretty comfortable that said, not too much of a breeze, but notice, the direction it is generally coming from, the northeast, so, it is predominantly an easterly, on-shore wind flow for our area, and as the day goes on, specking the daytime high to reach the up ear's, because of the building cloud cover, really helping to limit the warm that could possibly take place. but, again, there will be some showers around generally scared, passing showers for the rest of the day, but good idea to get the umbrella ready to go, you will shall needing it here into tomorrow. >> for now definitely not starting the work week off that late. >> like we talked about earlier, kate he, at least it is monday, so if we get rain i would rather have it on a monday than what we will see on friday. all right, so take a peak

"eyewitness news" reporter trang do live on the parkway this morning with more on what items you can bring, and what you may want to leave at home. good morning, trang. >> good morning, rahel, jim. organize remembers treating this event just like sporting event, so lot of similar security measures, there will be entrance gate likely here on the ben franklin parkway, where security will be choking people's bags for those prohibited items like oversized bags, some other things you can't bring, outside food and drinks, so don't stowe those, but let's take a look at ongoing preparations going on here. >> nfl have have their own security for this free, three day event, but philadelphia police will also be out on patrol, and also other major tourist attractions in the city. now the draft experience will be secured by perimeter of barricades which we see out

here and also heavy trucks. officers also directing uber, lyft, taxi drivers, and passengers to a designated area, for pick up and drove off. >> there is some coordination, along the 2400 block of pennsylvania, and along spring garden street, that police will direct the ride share company to. people should be cognizant if they are using their things, how they should contact them, and where they are. >> would know there are so many museums, in addition to the draft experience, many museums like the franklin institute will remain open, keep regular hours, some even extending their hours, offering discount to the sport fans looking for different experience here, but for now, liver on the ben franklin parkway, i'm trang do, cbs-3, "eyewitness news," rahel, jim, back to you. >> thank you, trang. >> philadelphia police are investigating a accident, it happened yesterday afternoon near smylie road. investigators say 69 year old man was crossing the street

when he was hit by a car. he was pronounced dead short time later. police believe the man was not using the crosswalk at the time of the accident. and, scary scene on the vine street expressway, take a look at this, "eyewitness news" viewer dave silver captured this on i676 eastbound toward center city yesterday afternoon, a hundred young people on bikes were seen on the highway, amazingly, though, nobody hit bypassing car, large group of people on dirt bakes also seen nearby. >> in other news, philadelphia police officer accused of dumb ago dole in a local park is scheduled for trial today. investigators say, that in november 2016 michael long put cranberry the pitbull in a trash bag then dumped her, in a trash can at wissahickon valley park. he faces charges including animal cruelty. long was officer for 11 years, cran berry is now healthy, and living with a new family. >> glad to hear that cranberry doing well. if you are un happen width idea of higher septa fares, now your chance to say something. public hearing will be held in the city today.
