now, let's talk about the situation on the roadways, vehicle that's spun out. we have disable vehicle, 95 north, at washington avenue. the vehicle spun. spun out, route 202 southbound at 29. the reason we're seeing so many activity now, because we have such wet roadways. also an accident here, girard point bridge, left lane compromised. because of all of this activity, letting you know couple of things, one, how wet it is out there, how that can actually impact your travel. tan can affect you, as well, not careful, if you take it quicker than posted speeds. it is also going to tell to you leave your homes little early. you have to do so today. whenever we have just even the smallest bit of rain on the roadways it, will slow you down. evidence here 95 south at girard point bridge. take the accident out. still getting very, very slow around most parts. and then also talking about phase four of the f. l draft. started at midnight. so heads up on this, we will be talking about all of this coming up in the next ten minute. joe, back over to you. >> meisha, thank you. and the ben franklin parkway is busy this morning, as crews prepare for the nfl draft

experience, things will only get crazier when everything starts two days from now. >> "eyewitness news" reporter trang do, back live at the parkway, with this one. local road closures, good morning, trang. >> good morning, rahel, joe. if you look around here, you can really tell just why people who live in this area are just so frustrated, the final road closures went into effect around midnight. take a look, there is just signs anbar kids everywhere you turn. makes it even difficult to walk around here. this whole area, even at this early hour, swarm withing security, making sure cars do not go past the barricades. also helping out here, police officers brocking outer lanes of the parkway, from 20th street all the way up to the art museum. come thursday, thousands of people will be traversing this area, all around this enclosed perimeter. now, things are definitely starting to take shape as you can see, there is some kind of structure there, looks like a gateway to the big event. now, if you are planning to come down here, you definitely do not want to drive.

appear in court today for a preliminary hearing. police say 26 year old andrew was looking to rob his aunt virginia on february 24th. that day officers found the 57 year old woman in her port richmond home. she died shortly after. he faces several charges including homicide. his girlfriends has also been charged with burglary. >> authorities are investigating a fire at chemical plant in conshohocken, montgomery county. firefighter head the to the scene at fine grinding corporation just before 10:30 last night, located on easel many and ash streets. crews have the flames under control before midnight. no word yet on what caused the fire. >> and elderly man in critical condition this morning, following a fire at this home in new castle county delaware. chopper three, over 21 belmont drive in mill creek last night. fire started just after 10:00. you can see heavy smoke, flames, poured from the home. crews arrived, and they pulled 87 year old man from the house and brought him to a hospital. the blaze was under control before 11:00. state marshals looking into

meisha johnson. >> people in chile are recovering avert quake rocked parts of the country. >> that is footage from a home yesterday, the quake had powerful magnitude of 6.9. even so, emergency services have reported no major damage. the earthquake epi-center less than 25 miles off the country west coast, chile devestated by earthquake and tsunami in 2010. >> and we are getting some rain today. but it is nothing compared to what hit the south. people in berks county north carolina woke up under 2 feet of water yesterday. many were spared in the water didn't make it into the homes, but several cars were stranded. in just two days, that region of central north carolina got more rain than they normally get all month. >> now, katie, we're not talking about rain, i don't think as bad as that, but i heard you say before, how much is required to even get swept away from car? doesn't take much?

>> couple of inches, yes, and lose control of a vehicle. i think it is around 12 to 18 inches or so that a small suv could just get swept away in flood waters. so that's what we always say. if you ever run into flooded roadway, you don't ever want to drive through t even if you drive it every day, you just don't know what might be under that water either. the kind of rain that north carolina continues to see right now, it is soaking rain. and notice, it keeps going three hour loop granted but continues to go in the exact same places, we saw this happen yesterday, too, even through south carolina, so sluggish storm, bulk of the moisture clearly down south, but all headed our way. and with time, probably late morning at the earliest we will see that lift n and the reason that we're not going to get inundated with flood concerns like they've had in the carolinas, storm is starting to gain forward speed. starting to move obviously little more quickly, that means we won't have the length of time to produce those kind of flooding rains. still a big nuisance, a big fat nuisance, for sure, and later on today you do need the
