coverage. after days of preparation today is finally the day, nfl draft kicks off in philadelphia, what you need to necessity if you are planning to go. if you are heading to the nfl draft you will have great weather, morning fog will give way to sunshine and warm temperatures to day is thursday april 27th good morning i'm jim donovan. i'm rahel solomon. katie and meisha keeping an eye on things and getting us out the door for this very busy thursday morning. >> it is getting busy on the roadways too we have had a couple accidents some of which has cleared and construction that has the road restrictions and other constriction. >> yikes. >> then you throw into that the fog that is already starting to form. >> yes. >> it is not too bad. definitely cloud cover out here in philadelphia and every where else but it is in the terribly low to the ground. in most spots, just yet but we are still going to find that taking place. storm scan very quiet. we have not been able to say that for multiple days. this is a nice treat even though it does feel muggy outside, 57 current

temperature in atlantic city. sixty in philadelphia at 50's as well in mount pocono. notice wind not so much the direction but speed, it is non-existent, very, very light , that is where we will get that if you go to form, ample moisture available and very light wind, that helps the fog settle. if you have win it wouldn't be able to do that. we are starting to see visability drop. they are not horrible up and down i-95, 4-mile visibility will get so where but may be slowed down n lancaster you'll to have slow down half mile visibility here and we are now just nearing about a mile or so in millville. depending where you are, it may be worse than other places but do i think you will have this issue in the next couple of hours but with time, sun will do its part to scour out cloud for one and then warm things up. it does brighten up with time. we will flirt with 80 degrees. looking ahead to the area headlines a very warm draft forecast. we have been talking about this for multiple days but there are some, changes, down

know, it is bumper to bumper. if you can avoid it, you certainly want to do so. we were looking at 42 freeway northbound as you approached 295 and it was incredibly busy would i say right now avoid the area if you can, jim back to you. suspect wanted in the murder of the state trooper remains held up in a home in middletown. >> explosions were heard this morning. authorities identified the slain trooper as three two-year old corporal stephen ball air. what he is shot investigating what is describe as a, suspicious vehicle at a wawa in bear, new castle county. one of the two men was arrested at the scene. other ran away and barricaded inside that home. >> we have team three coverage of the trooper killed, trang do is live in the cbs-3 news center with more on how the community is responding. >> but lets begin with "eyewitness news" reporter jan carabao live, where we heard you got an update from authorities, what are they saying. >> reporter: rahel and jim, good morning, state police new say that right around 4:00

o'clock this morning the suspect who was barricaded inside of his middletown home started firing on police yet again so tactical team members used explosives to breach that home's window but they did not go inside. at this hour this is still an ongoing standoff situation and police have been working here all night, overnight to bring this to a peaceful outcome. so lets take a look at the video. you can see what cops have been doing here all night long what happened here around 4:00 e action here late last night. it was around 8:30 when police last confirmed they used an explosive to breach the suspect's front door but they did not go inside at that time either. thinks all happening on the 500 block of saint michael drive in the brick mill farms development, after fleeing the wawa in bear where corporal stephen ballard was gun down this suspect barricaded himself inside the home and as you can imagine it has been a chaotic scenes at times. parents rushed to get their kid from nearby brick mill

elementary school after lock down was lifted there. this entire development was evacuated and remains off limits this morning. "eyewitness news" was able to speak to neighbors who live nearby and still out of their homes today. >> i haven't had no sleep. i was able to get my family into a hotel in dover because everything around here is loaded and i'm hoping for it to end soon. >> terrible. upset. everybody is shocked, upset. police officer lost his life today, yesterday, it is horrible. >> now one of the neighbors i spoke to who didn't want to go on camera said he went to school with this suspect and he remembers him as a troublemaker even as a kid. we are not identifying the suspect until police can confirm that man's name. at this point those residents are able to go to the owe december a fire department and they have opened their doors to get everybody out of this damp, cold morning to get some rest because some people have been out here for 18 hours now

"eyewitness news" reporter trang do continues our team coverage. >> she's live from the news center with more on how the community is responding to the trooper's death good morning, trang do. >> reporter: good morning. from the governor, community members, and we spoke to several of the hundreds of the people line up to pay their respects on wednesday to say corporal ballard senseless death feels like a loss to their own families. >> he gave house life for us, that is all i need to know. >> reporter: solemn procession for a fallen hero, time seemed to stop, crowd silent still as motorcade carrying corporal stephen ballard's body left christiana hospital. >> my father is a philadelphia cop, and it is a bad day for everybody. >> reporter: cars stopped on the highway, people standing in solute, line the route from the hospital, to the medical

examiner's office. >> i just felt compelled to honor him. it is so sad, very, very tragic day. >> reporter: faces full of emotion for eight and a half year veteran, shot and killed in the line of duty. >> he went to work today thinking he would be a regular day. now he is not here anymore. >> reporter: crime scene outside wawa on pulaski highway in bear now serving as a memorial to the three two-year old troop shore died protecting his community. >> we have who another great star in our community and, you know, just heart breaking, you know, i just had to do something, i had to stop here when i got off of my job and then just show that i care. >> reporter: meanwhile wawa where this tragedy happened also offering condolence toss corporal ballard's family and collogues. store will be closed until saturday out of respect for officer and allow employees to mourn. governor john carney also ordering flags be flown at half staff but we are live from the news center i'm trang

be put to death anytime soon, is there a moratorium on the death penalty in pennsylvania, commonwealth last executed someone in 1999. in other news testimony in the trial of the camden father dj creato, continues today, he ace cues of killing his three-year old son brandon. this is video showing us how he reacted when authorities first told him that his son was found dead. >> prosecutors called the lead detectives to stand yesterday morning and showed jurors police interrogation video. slain toddler was found dead in the park in october of 2015 nfl draft begins today, tens of thousands of people are expected to pack the parkway, needing security for the event which will be heavy. police are asking people to make sure they are prepared before coming, so know what you can and cannot bring n nfl

the people were lovely but yeah, we went, covered flood and sat in my hotel room. that was all i really did. but then again the place was flooded so that is fair too. so, let's switch gears and bring you back to thee coast to kutztown area middle school where it looks like a bit of the break in the cloud. we have been calling for some fog out there this morning. i got to tell you it is out there but very sparse in nature. we may end up getting through morning without any major fog, problems but it does feel muggy. it is gray outside and wind is light. conditions are there but the sunnies about ready to come up as it does it will scour out this cloud cover. take a look at the broad view here on storm scan, your eyes get drawn to this at the moment that coastal storm is long gone, memory. we will break up for sunshine this front will drag through our area, the possibility of a couple of showers or thunderstorm. timing on our side though guys because we will see a shower if not rumble of thunder but it is fading for one and then

direction. we are looking at there, we are starting to heat up there on i-95. moving in the southbound direction might want to give yourself extra time. new jersey overturn tractor trailer carrying orange juice that spilled off roadways. we are in the clean upstage, we have a few spill here as well, taking a look at how slow 42 freeway north bound at creek road approaching 295. this is giving you an idea of what you will be working with as you head out to where this overturned is. 295 northbound ramp to 42 is closed. we are spilling on to 55. alternates new jersey turnpike , route 45, route 130 is your best bet, jim, back over to you. well, united airlines could be dealing with another public relations headache after a giant rabbit died on a transatlantic flight. distraught breeder claims that her 10 month-old 3-foot long continental rabbit had a vet check before traveling. that size it was destined to be named the world's largest giant rabbit but rabbit nicknamed simon died at o'hare airport in chicago.

he was being purchased by a unnamed celebrity and investigation is underway. united is is announcing policy changes in the wake of the violent removal of the passenger earl this month. airline calls the incident a defining moment. correspondent brooks silva-braga shows us new policies. >> reporter: passengers like doctor david doa will no loaning be forced off united flights, won seated, one of the series of changing they are making in response to worldwide outcry over violent removal of doctor doa from united flight 3411 earlier this month. >> charlie three on aircraft flight was over book. >> reporter: united says it will only use law enforcement for safety and security issues , and who offer passengers up to $10,000 of compensation if they are willing to be bumped from a flight and reduced amount of over booking on their flights. airline's internal report describes a perfect storm of bad circumstance and bad decisions, mechanical trouble

good morning, every one i'm jim donovan. i'm rahel solomon. it is 6:30. here's what you need to know in your morning minute. suspect wanted in the murder of a delaware state trooper remains held up in a house in middletown, new castle county. this standoff is still an ongoing situation. we have heard from neighbors who live in this general area who say they have heard a number of loud booms this morning. it is upsetting. everybody is shocked. >> this is an entire state in mourning. >> bad day for everybody.

these cloud will start to break. we will end up with more and more sunshine. if you have not seen low lying cloud cover you may have squeaked boot would i dealing with the poor visibility but there has been incidents of some of these findings that poor visibility out there already. so just be careful, meanwhile looking at storm scan three there is a hint of moisture off to the west, our latest storm system but this frontal boundary that will fizzle as it crosses, for now though, storm scan, this is a loop we are looking at, it is empty, quiet, for the first time in days. and so that is a delightful site. temperatures off to a mild start. we have cloud overhead right new but does feel overall comfortable. just ever so slightly, muggy outside. but gathering some moisture in the atmosphere where cloud are coming from but with time they will disperse and we will end up with more and more sunshine and it will be a nice, warm afternoon. we will flirt with 80 degrees. remember that is about 10 plus degrees, above average, for

standard of this time of the year, i don't think anyone is complaining. i know you are not. >> anything i want to flirt with it is 80's. thanks, katie. we have got live chopper three this accident, the good news starting to clear up a little bit. live chopper three over this accident in bellmawr, new jersey. 295 north ramp to 42 is closed it is an overturned tractor trailer carrying and spilling orange juice all over the roadways. so obviously the clean up phase is underway. we had a fuel spill as well. traffic being diverted to the schuylkill westbound back up to our already extending back to 55. your alternate will be in new jersey turnpike, route 45, and route 130 is your probably best bet. until that clears out of your way we are were looking at 42 freeway north bound at creek road approaching 295. i can tell you we were looking at that, it was bumper to bumper conditions. if i were you i would avoid that all together. that clean up is substantial.

philly events we have been talking about them we are excited but not excited about the slow downs, but that they are casing. what are they taking place? festivities around that nfl draft are starting at noon time. it is the same on friday, 10:00 a.m. saturday. we have penn relay at 10:00 a.m., 9:00 a.m. friday, 7:00 a.m. saturday. today we will talk about the phillies game at 1:05. because of that real quickly transportation, it is stay out of your vehicle take subway, regional rails, trolleys, extra service provided, free parking at stadium, car pool, bike, walk, anything to stay out of your cars. >> thanks, meisha. tense standoff in middletown delaware has been going on for more than 12 hours as the man suspected of killing a state trooper, refuses to surrender. >> police tell us suspect is defiant opening fire on them earlier this morning. authorities have identified the slain trooper as 32 year-old corporal stephen ball ard. he was shot investigating what is described as a suspicious vehicle at a wawa in bear new castle county. one of the to men in the car

was arrested. other want away and barricaded inside that home. >> "eyewitness news" reporter jan carabao is live in middletown delaware at the staging area jan, what have you learned. >> reporter: what i can tell you is standoff continues this morning. as negotiators continue to work a lot of people here are watching, waiting, wondering when it will come to an end. people behind me here this morning have been out of their homes for well over 12 hours now, they are tired, frustrated but mostly saddened that this tragedy hit so close to home. their development remains off limits as negotiations continue in their community. in the latest update from authorities police say this suspect started firing again at police right around 4:00 this morning. tactical teams used explosives to breach the homes window but swat has not entered that home just yet. this is an ongoing investigation. authorities are hoping for a peaceful resolution. what happened here early this morning is very similar the two action that unfolded here

last night. it was right around 8:30 when police used an explosion turf breach the suspect's front door. they did in the go inside at that time either. this is happening on the 500 block of saint michael drive in the brick mill farms development. after fleeing wawa in bear where corporal stephen ballard was gunned down this suspect then barricaded himself inside of this home and as you can imagine it has been a chaotic scene at times. neighbors heard police helicopter overhead and these explosions, yesterday, parents had to rush their kid from nearby brick mill elementary school after a lock down was lifted there. this development was evacuated and remains closed this morning. "eyewitness news" was able to speak to neighbors who live nearby, one who went to the school with this suspect, and he says he was a troublemaker even as a kid. others say they know the suspect's family lets take a listen. >> pretty quiet family, pretty quiet community. >> i got here at 5:00 o'clock yesterday after work, so it has been a long night.

affairs. president will sign an executive order at va creating a new office of accountability and whistle blower protection. va is one of the largest health care providers in the country. whistle blower tipped off authorities about alleged corruption at va prompting an fbi investigation. the president is announcing that the united states will not pull out of the north american free trade agreement, instead president trump said leaders of canada and mexico after greed to renegotiate the trade deal. president in the past blamed nafta for american job losses. well, yesterday president trump release aid tax proposal reducing both corporate and individual tax rates. >> while the plan will evolve as we go through congressional sausage mill, the change owes could impact you. business analyst jill schlesinger joins us live from new york to discuss how, good morning, jill. >> reporter: good morning. >> what does president want to do with individual taxes because obviously i'm very concerned and i want mine to go down. >> reporter: well, lets see wants to reduce number of tax

brackets from seven which is what we currently have to three, those three would be 10 , 25, and 35 percent. but there was, one big piece of missing data, no break down of the income levels to which these new rates apply, so if you make 50 grand a year i don't know what your rate will be. plan also called for double the standard deduction or little less than double from the current 63.50 for individual -- 6350 to 24,000 for the jointly. now what does that do. it makes the filing process easier for all of those millions of taxpayers who itemized last year. plan also includes a break for child and dependent care expenses but no specification of the dollar amount. i want more specifics. i'm a numbers girl. it would shrink tax bill for most americans it does appear that the biggest benefits would flow to the highest earn ers. >> it looks like details still to come. >> we have heard so much about corporate taxes these last

couple days what are they saying about that. >> reporter: okay. top rate right now is 35 percent. trump's plan would slash to it 15 percent. >> wow. >> reporter: what is critical about that that new rate would apply not just to c corporations but also to pass through corporations, what are those? s corpse, llc's, a lot of small businesses have that structure and those right now, they, the owners pay taxes at their rates, right. so if you and your spouse own a business, maybe you are at 30, 35 percent. new you are taxed at 15 percent. huge big win for any with that kind of company. big issue with the corporate plan as proposed it add trillions of dollars to the national debt over next 10 years. administration officials say it will boost growth to help off set the lost revenue, most economist say this idea of tax cuts paying for themselves is simply unrealistic so we will wait for more details as congress goes to work on taxes

spoke out and put her attacker behind bars. she's turning her focus to helping other victims. >> "eyewitness news" report are trang do explains how one woman's traumatic experience is motivate herring to make a difference. good morning. >> reporter: good morning. so nice to be inside with you all. incredibly courage us would man whose actions compelled other woman to come forward and reporter that assaults to police. since then her advocacy work providing research for victims of sex trafficking got the attention of a congressman hoist now joining her fight in may 2015 susan ingram suffered a trauma that would change her life. >> i experienced sexual assault in a place that is allegedly safe while getting a massage. >> reporter: encourage by her daughter she reported crime to police. after the story aired on the news, 11 other woman came forward to report they too were assaulted by the same massage therapist. year later her attacker was sentenced to six to 13 years in prison where he remains.

>> it really motivated me to take something that was difficult in my life and try to make it easier for lives of others. >> reporter: she decide she had wanted to help victims of sex trafficking a issue she felt drawn too. she came up with a non-profit to raise fund and eventually form a national alliance of a safe houses to help woman break the cycle. >> without a safe place for these women to go they return to the life of commercial sexual exploitation. >> reporter: her experts got the attention of the congressman patrick meehan who submit heard for the e va mur illo, award a honor for people who suffered a personal tragedy and help others. she was receiving the award april 5th. >> she was a woman of great courage coming forward after having been sexually assaulted during a time of vulnerability , it was her courage that allowed us to appreciate the importance of protections, of in that kind of situation.
