this morning the act is being investigated as an act of terror. and heartbreaking video in back of a police car after philando castillo was shot and killed by an officer. good morning from the studio 57 newsroom at cbs news headquarters in new york. drenching the southeast with heavy rains and life-threatening flooding. a young boy was killed in the storm-related incident. cindy will likely hit the coast with maximum sustained winds of 45 miles per hour. a tropical storm warning is in effect from st. louis pass, texas, to grand isle. some could see 15 inches of rain by tonight.

hena daniels has the latest. >> reporter: heavy rains and strong winds battled galveston saturday night as tropical storm cindy hit closer to the gulf coast. toppling tries in bow loxy, mississippi. >> we had to take off because i think the road is going to be flo flooded. >> reporter: with up to 15 inches of rain in some spots the national hurricane center has released a warning of potential flash floods. >> the water that we're already seeing, there's not going to be a place for anything to andre. >> reporter: some residents say with forecasters expecting above average hurricane season they're prepared for cindy but saving their panic for now. >> this one we're going to bear down and stay in. >> reporter: at least one death is already being blamed on a

storm. a 10-year-old boy on the shore was struck by a log thrown by the storm surge. >> the child sustained very severe head injuries. >> reporter: it's expected to take a turn hitting the mid-atlantic coast with heavy rain by the weekend. hena daniels, cbs news. a storm surge of up to 3 feet is expected along portions of the gulf coast. chief meteorologist eric fisher of our boston station wbz says it's from the flood producing rain. >> some towns have seen over a half foot of rain from cindy already. it will continue to be the story ore the next couple of days. big circulation as it moves ashore. we've also seen a number of tornadoes and waterspouts. that is common. we'll stel have that risk as we head through thursday. we'll be watching areas with spin-up tornadoes.

it can be brief. in terms of the rain, we'll watch the system slowly turn northward. bands of tropical rain will feed into the southeast but also moving into the mid south and ohio valley. the systems and remnants will meet up with the cold front and squeed out heavy downpour. this could lead to more areas of flash flooding. all told from the gulf coast stretching right on up into kentucky and ohio and west virginia, the chance for flooding rain as we head through the next 48 hours. i'm meteorologist eric fisher for cbs news. the attack on a police officer at an airport in flibt, michigan, is being investigated as an act of terrorism. the man stabbed the officer in the neck with a long knife. before he stabbed lieu tent jeff nevertheless, fatuy yelled god is great in arabic. >> he made a statement something to the effect you have killed

details in this forum, sir. >> reporter: dhs said there was no evidence the 26 voter ballots were altered. new video taken after a minnesota police officer fatally shot fill lan dough castillo nearly a year ago has been released. it shows castillo's girlfriend and her brave 4-year-old daughter after they both witnessed the shooting. mireya villarreal reports. >> reporter: moments after philando castile was shot by former officer geronimo yanez, you see a 4-year-old little girl being coaxed out of the back seat by an officer. the girl's mother diamond reynolds was sitting in the front seat. the mother and girl were both placed in the back seat of a patrol car. reynolds was handcuffed, clearly upset. >> it's okay. i'm right here with you.
