first time, people who neglect animals and do wrong by them intentionally as well will face penalties that they deserve. so we've got this great legislation, we will look at wonderful animals as we look at it, toughening animal cruelty and neglect laws in this state, this newly passed legislation will reclassify such abuse as a felony, it causes severe injury, death and it also targets those who tether a dog with the chain. state law currently makes animals use felony only in certain situations like animal fighting or repeated or severe abuse of cats and dogs. this changes now and changes if you do it for the first time is still a felony as it ought to be. we expect that the governor will be signing this legislation, this week, and this is very important because in pennsylvania, we're one of the only states that did not recognize just how serious a first time animal abuser is, and that they need to have the penalties that meet the crime that they are inflicting on

these animals. as we always say nobody has to have an animal if you have one it is your choice but it is now hopefully not going to be your choice, just how cavalier ly you decide to treat these animals. this will have penalties, and they are graded by their severity. so depending on howie greening us, outrageous that these abuses are you will be facing more and more time. so, from neglect, that caused harm to the animal you can be facing misdemeanor and new basically like getting a traffic ticket, somebody tells you that has been ramped up you can be doing jail time. if you add a little bit more to the horror of the neglected animal is facing you are doing more. if you are intentionally out there torturing, mistreating animals you will end up with possibly up to seven years in jail and i hope the judges take this to heart and give some seven years to people treating animals that way because they don't stop at animals as we all know. it is always something that entire families and communities are affected by,

when animals are mistreated entire communities are being mistreated as well. >> finally holding accountable people. >> yes, finally. it puts some teeth in the law if you will. there is also a tethering component. i know people go by and they see dogs on chains this long. they have added and ramped up just how long dogs can be tethered. and in what condition? so, this is a huge win, as a huge win for those backyard dogs, who are forced to live their life on a chain. no pinched collars, pronged colors they need access on shade, water. there are limits they can spend out there in certain conditions. so, it is a huge win. again we are expecting and hoping that the governor signs it this week. pennsylvania spca has had thousands of cases, convictions, that sort of thing. we needed this law to ramp up to what happens to the people committing this and hopefully stopping next generation from mistreating animals. this dog was mistreated, thinks rodolph available for
