>> well, we know how her life ended, this morning, we're hearing about how she lived. we're live with more on the victim after brutal murder as police offer a warning for one local neighborhood. bill cosby's legal troubles head west, we'll tell you what could await the comedian, in a california courtroom today. ankle it was a rainy start this morning, "eyewitness news" on the parkway about a half hour ago. the question is how is the weather looking for the morning rush? today is tuesday, june 27, good morning, i'm jim donovan, rahel is off today. katie and meisha are keeping an eye on things this morning. welcome back.

now i'll show that to you right now on storm scan3, take a look, heavier rain bands at this point have since moved well east of philadelphia, primarily becoming at this point a new jersey turnpike, new york city concern, if that's where your travels are about to take you here or maybe you're a commuter out of the lehigh valley toward new york city along 78. you'll be running into some of. >> this watch for t but the worse of this will be out of here in the next couple of hours, actually, in the next hour or two very heavy duty thunderstorms, but now quieting down. rest of the day will feature sun, will allow for shower or thunderstorm to pop later this afternoon. current temperatures, low 60s generally region wide, but then as the day progresses see some sun to heat things up, back to about 80 this afternoon. >> not bad. thanks so much. very good morning to awful you. happy tuesday morning, it is good, the rain moving on out. you can see how west it is looking around here, so the vine closed overnight by the way, westbound side, you have just now opened, eastbound side, hopefully following suit sometime fairly quickly between the schuylkill and broad, it usually does, so

looking okay there, just looking very wet, like i said, westbound side now completely open. forty-two freeway northbound at creek road, approach 295, what we are looking at there, also, looking pretty wet there. but the good news, kind of holding steady at these levels, that being said, we do have some levels building out there. now that we are cracking into the 5:00 hour, see how many headlights are already out there pushing in the northbound direction, with wet roadways, that can really start to slow us down, you might want to give yourself couple of extra minutes, resurfaced project on the schuylkill, a lot more of the construction coming up in the next ten minutes or so, jim, back over to you. >> new this morning, authority lying to piece together overnight shooting in south philadelphia that left one man dead. police responded to the 2300 block of south marshall street just after 11:00 last night. authority tell us, a 18 year old man was shot in the back, and then managed to run inside nearby home for help. he was returned to the hospital and died short time later. they found multiple shell casings, south marshall, also

found shell casing and car that was shot up on the 600 block every west fit gerald. >> so far police have not made any arrests, authorities tell us that two eyewitnesses, including the victim's brother, are being interviewed by homicide detective. >> investigators searching for the cause after fire at a workplace for artists in callowhill. fire broke out just before 2:00 on 300 block of north 11 he street. firefighters say the flames contained to outside fire escape, and no one was inside the work space at the time. the fire was under control in less than a half hour. >> a woman is brutally murdered in a park behind a school in north philadelphia, now, police are offering $20,000 reward to find her killer. "eyewitness news" reporter trang do live outside of police headquarters with the lateness this investigation. good morning, trang. >> good morning, jim. police want to talk to two young men who called 911, but left the scene when officers arrived, at this point, police do not know if this was random

attack or targeted. meantime they're urging women in the neighborhood to walk around in pairs at night and to avoid desolate areas. >> some sick person. >> friends, loved ones every 33 year old debra gulver still in shock over her violent murder inside city park over the weekends. >> somebody wanted her to suffer. like somebody, they went after her. >> police identified gulver monday as the victim of a haneous attack, that happened sometime after 2:30 a.m. saturday fire 210th and lehigh behind dobbins high school. >> she was brutally assaulted, stabbed in excess of 12 times. >> captain james clark said gulver had just gotten offer the bus with a friend and then parted ways. clark said gulver known to cut through the park to get to her home about three blocks away. >> we did see the victim entering the location, no one following her, who ever did this, we believe, was already in the park. >> police have interviewed a man who called 911 to report the stabbing. as well as gulver's companion

on the bus. they're hoping to talk to two young men who also called 911 from the park but left the scene when officers arrived. >> we come before with you our hand up dear god and surrender un to you dear lord. >> they prayed at the spot where gulver's body was found and those close toast her mourn a beautiful life cut way too short. >> she had been talking to moving to florida and getting away from all of this and she never had the chance. >> a community vigil planned for gulver for tomorrow at 5:00 p.m. outside dobbins high school. all are welcome to attend. for now, liver outside police headquarters, i'm trang do, cbs-3, "eyewitness news," jim, back to you. >> thank you, trang. in other news this morning, in california, civil suit against bill cosby could get a trial date today. now, in this suit, cosby is accused of sexually assaulting a teenager, at the playboy mansion, more than 40 years ago. accuser judy said she was 15 at the time. the hearing comes less than

two weeks after a pennsylvania jury dead locked in a criminal case against cosby in this trial -- mistrial declared on charges cosby drugged and molested andrea constand. >> well the republican crusade to repeal obamacare facing trouble in the senate where bill face as vote in a uncertain future. the congressional budget offers says 22 million fewer people will be uninsured under the 2026, under the republican bill. meanwhile, the senate must hold a vote to proceed on the legislation, most likely. that will happen tomorrow. at least five republicans oppose the bill, which could derail the gop plan. >> from a political point of view, if you had a problem with the bill, the cb -- did it help you at small. >> republican version keeps most of the subsidies, create brand new subsidy. all of those things together make me very concerned that we're not going to fix the problem here. >> now, many republicans oppose the bill because they say it doesn't go far enough to ends obamacare. senate majority leader mitch

>> rescue crews in north jersey have recovered the body after cyclist who fell off a cliff. the cyclist riding with his brother yesterday morning at park in cedar grove, that's up in essex county, at one point he lost control of his bike, and plunged 20 feet to his death. crews spent hours searching for the man's boydement some residents are familiar with the cliff where he fell. >> it comes up pretty abruptly. so if you were biking pretty fast, and you didn't know it was there, you could go over it. >> that's very steep. i mean, you know, i would stay off the edge of t once you fall it is fatal. >> tragic. police say there is no sign age in that area, either, and this appears to be completely accidental. >> welshing major wild fires are making this a specially long hot summer on the west coast. tens every thousands of ache verse already been scorched in a number every states, here's read with a closer look. >> thick clouds every smoke are blanketing parts of the west coast this week, california is among the state affected. the wild fire has already

scorched roughly 1200 acres and counting. the fast moving fire was ignited after a traffic collision and has authority warning resident about posse vacuation cents. over in utah, the brian head fire which started ten days ago has grown to about 46,000 acres. and mother nature isn't helping the crews. >> no break in the weather anticipated for at least the next seven to ten days. so how do we continue doing this? well, we strategize, we make plans, we ensure the safety of the firefighters and the public, we make sure that we're moving in the right direction. >> that includes new incident commands center for those battling the blaze. >> what we do, literally do, set up entire city which includes communication, showering, catering, port a potties? more than 1600 penal in that area have been evaculated due fires. >> battling several fires,

temperatures expected in the triple dilling the. >> well, a rare waterspout touches down on lake erie all caught on camera. the spout was turned up by thunderstorms over near east lake, northeast of cleveland. looks relatively harmless, pretty dangerous, waterspouts can create wind gusts almost 70 miles per hour, and can even slip over small boats. >> how knew. >> hang fully that does not -- you wouldn't stand a chance. >> no, no. >> i enjoy your row, row, row your boat, that's good. >> all right, i thought your suit was fitting better. we actually have overall pretty nice day to look forward to, guys, we did have heavy thunderstorms, perhaps that woke you up in the middle of the night, some spot, not

everyone did get hit by t but you got hit hard. i was driving through some very, very heavy rain myself in to work this morning, now, thankfully if you're watching us from home, you haven't had to deal with that, and the bulk it every now pushing away, or pulling away, depending how you look at it, but regardless not necessarily a problem any more. we take a look outside at the live neighborhood network, sun trying to peak through the left over clouds, facing eason this particular camera shot, with time we will see very pretty views as the sun does officially rise, in about 20 minutes or so. fifty-seven the current temperature here at cut town, and certainly with the light of day already visible, little cooler where the rain came on through here, this is all part of weak frontal passage. that will take place, as the morning afternoon progress, also going to help trigger some scattered residual showers or thunderstorm into the afternoon and even toward night fall. high pressure will build in, and it will set up shop for couple of days. this promises to be nice pattern for us, but it does heat up with every passing day. so, come week's ends, talking several days into the 90's

which you'll see in the seven day. for now let's track this weather for you. rain that's been pushing out of here continues to do just that in the next few hours, so by the time we are hitting that, you know, critical hour of the morning rush, that meisha is always on top of here, that's whether the worse of the rain will have long since moved out. more of new york city issue, but if that's where your travels take you, ill still run into lingering wet roads for sure. meantime come early this afternoon, time stap p 2:00 p.m. shortly after lunchtime showers and thunderstorms begin to pop back up. i don't suspect severe wet they are time around. sometimes those storms can play tricks on us, turn a little more menacing than they originally may area peer, regardless, spotty, skies clear later tonight. take a look at the seven day, we talk about the heat. take a look. starts to really build by thursday. but, the three hottest days, calling for the forecast right now, women, coincide well with the start of the holiday weekend here. low 90s, meisha, friday, saturday, and sunday. >> yep, look at that, perfectly placed on a friday through sunday. all right, katie, thank you so much for. that will very good morning,

happy tuesday morning to you. it is early, looking at some wet roadways, wet roadways as we know will slow us down, good news, as katie pointed out, just have to know that what i'm dealing with wet roadways, maybe give ourselves couple of extra minutes, we need it, ben franklin bridge pushing in the westbound direction toward philly you can see actually looking pretty good headed out of jersey and moving in the westbound direction. ninety-five academy, what we are working with there, as you push in the southbound direction toward center city, starting to heat up little bit. so if you have to jump on interstate 95 pushing in the southbound direction, take a look out there, it is starting to heat up, just ever so slightly, this is an area that's going to get very busy, as we know. the vine, we are waiting on the schuylkill eastbound ramp to the vine that was still closed from the overnight construction, westbound side, open up probably ten, 15 minutes ago, and just that ramp that we were waiting on, vine all cleared, you get the big thumbs-up. however, we have couple every accident out, there pulling your attention to this right away. 295 north at mt. holly road. left lane compromised there. then also little bit south, south jersey, morris river,

347, new stage road northbound, route 47, that right lane is compromised there, whenever we get wet roadways, we know, we more than likely will start to see some problem areas pop up. that's kind whatever we are seeing. two accident out, there overall, that's how that we are talking about in terms every accidents. then more construction, so the schuylkill, definitely want to pull your attention to this, talking in detail about some overnight construction on the schuylkill will really hang us up little bit. westbound from 476 to 202, day construction between 10:00 a.m., 2:00 p.m., more on this coming up in the next ten minute, jim, back over to you. >> fosh a look at newspaper, preliminary agreement before federal judge would force td bank to pay almost $9 million, to set al class action lawsuit for potentially short changing customers, who used it penny arcade coin counting machine. last spring, potential problems were exposed when machines and td pulled it from it branches, from the reading eagle, ex tore township
