>> did you see anything. >> 16-year-old diamond whitaker cries every time she thinks about last wednesday. a summertime sleepover at her friend's house along springfield nav southwest philadelphia turned into her being shot. six times. >> i wouldn't want this to happen to anybody. my arm is growing. it's half a bullet in my arm i got a graze in my leg. a shot in my head. >> diamond has a had several surgeries over the last three days and was just released from the hospital. she decided to speak out today because while most have been praying for her, she feels some have judged her and what

happened wednesday night. >> people think i did something. because i'm the only one that got shot but it was dark. it didn't happen to them. it didn't had a and to their child. it didn't happen to their sister its not them. >> reporter: diamond whitaker doesn't live in philadelphia. she was only visiting her grandmother when she decided to sleep over her friend's house near by. she's now trying to be strong and use her unfortunate experience to spread a simple message. >> put the guns down. and watch your surroundings. >> reporter: tawanda davis is her mother. >> for her to be 16 years old she's smart. she is not into the boy thing. she reads book. like she's -- >> i just don't know why i feel somebody would do this to my child. >> reporter: and diamond whitaker was so strong when she spoke to her. she did not see who shot her on wednesday and so far police have not made an arrest in this case. her family is pleading with anyone who saw what happened or anyone who knows what happened to come forward and

talk to police before something like this happens to someone they love. reporting live outside police headquarters in philadelphia, alycia nieves cbs3 "eyewitness news." >> alycia thank you so much. and now to another developing story tonight. west goshen police release new surveillance pictures and video of the suspect's pickup truck in the murder of bianca roberson. authorities say the man behind the wheel of this red pickup truck shot and killed the 18-year-old girl on wednesday afternoon after they were trying to both merge into the same lane. the driver is described as a man between 30 and 40 years old with a medium build, blond or light brown hair considered armed and extremely dangerous. crime stoppers is offering a $5,000 reward for information leading to an arrest in this case. and government shutdown. many nonessential services in new jersey respect closed this weekend as governor christie and the democrat led legislature try top hammer out some kind of a budget deal. it's the first shutdown of new

jersey state government since 2006. at stake the nearly 35 billion-dollar spending plan. "eyewitness news" reporter henry rosoff has more. >> reporter: confused drivers were greeted by locked doors at local dmv offices today unable to accomplish even the most pace sick of business. >> i was hoping to get my registration fixed. apparently not. >> reporter: lola asked us what was going on. >> bottom line is dmv ares are closed. >> reporter: after we explained she told us her registration expires today. >> i can't drive, i can't do anything on the road. >> reporter: so far lawmakers can't seem to get anything done except point fingers. governor chris christie shut down nonessential state offices on and asians after no budget vote last night. he put up posters blaming vincent prieto. >> shut down was completely unnecessary and completely avoidable. fact is i was ready to sign a budget yesterday.

i'm still willing to sign one today. >> reporter: but prieto fired back saying new insurance rules are a topic for another daily. >> how do you get a budget and not a shut down and blame the only guy that is trying to get it there. again, this is a hostage crisis and this is unacceptable. >> reporter: meanwhile the impasse means cars cannot pass into state parks during the busy holiday weekend. miss adams had to u-turn her minivan of children at rancocas state park. >> not fair to the normal working people and our families so they need to stop being so selfish and come together and make up something because now we can't take our families to enjoy the day. >> reporter: unlike the dmv here which will remain closed throughout the government shutdown there are some essential services that will still be active during the shutdown, that includes nj transit and the state police. in cherry hill, henry rosoff cbs3 "eyewitness news." >> well, governor chris christie will be convening both houses of the legislature tomorrow at 2:00 p.m. and it's

not just new jersey that is now worried about money, so far there's no budget deal in delaware either. lawmakers failed to approve a bill raising income taxs from 6.6 percent to 6.8 percent on folks making more than $60,000 a year. the first state faces a shortfall of $350 million. and now we are getting our first look at the weapon used in yesterday's deadly hospital shooting in new york. police released this photo of the am15 rifle authorities say dr. henry bellow a former employee brought that rifle into bronx-lebanon hospital underneath of a white lab coat. bellow shot and killed one person, wounded six others before taking his own life. >> yesterday five were in critical condition. three have been downgraded to be stable and doing quite well. we are happy with their progress. one particular patient is still critical and several of

stabilized but we feel he will need additional surgery. >> investigators say bellow resigned from the hospital in 2015 amid sexual harassment allegations. also tonight investigators in little rock, arkansas believe a shooting at a nightclub where 28 people were injured may be gang related. gunfire erupted at the power ultra lounge early this morning. two of the victims are in critical condition but all of the wounded are expected to survive. investigators say the shooting appears to be connected to a dozen drive-by shootings over the previous nine days. >> know that we've got to use a hammer a. we've got to use a big hammer on the people who would do violence with guns and hurt people. >> police have not made any arrest just yet. the city's mayor says the nightclub will be shut down. and now las vegas is known as sin city and the it has just added the use of recreational marijuana to its list of indulgences. as of midnight marijuana can be sold to anyone over the age

of 21. a 10 percent tax on sales is expected to bring in more than $60 million over the next two years or so for the education system. because marijuana is still illegal at the federal level, it will the no be sold at nevada resorts including casino hotels. president trump meantime is spending the holiday weekend at his golf course in bedminster new jersey but he flew back to washington for a special event tonight. the president attended the celebrate freedom concert. this event was organized by the first pennsylvania turnpike activity church of dallas to honor veterans. president trump told that crowd america will not fail. >> as long as our country remains true to its values, loyal to its heroes and devoted to its creator, then our best days are yet to come because we will make america great again. >> ♪ >> welcome back. a massive cleanup is under way in plainfield, illinois where a 115 car train derailed on friday night. 19 canadian national cars toppled over a 20th barely remained on the tracks. fortunately no one was injured in the crash but an unknown amount of crude oil did spill and now the environmental protection agency is testing for air water and soil

pollution. also a new combat ship entered the water. it launched into the river in wisconsin today. the ship was christened in navy tradition. the ship is named in honor of the patriotic and hard working citizens of billings, montana. tonight we are hearing from an off duty firefighter who came to the rescue of two survivors in the fiery small plane crash all of it it was captured on camera near los angeles. let's take you back to the scene. the twin engine cessna crashed on the busy 405 freeway yesterday. john medford was driving home at the time and watched as fire quickly engulfed the small plane as it crashed. he initially decided for his own safety to stay back but in seeing the pilot and his wife, he made a run for it and ran straight into the flames. >> wife that was the passenger, i seen her face and head pop up out of the passenger side.

if she could be there, i thought i could be there. i wasn't looking for like any fame, just with the fire service i'm just -- we're always here just to help people. >> medford dragged the wife out of the plane. he went back for the husband and an off duty nurse and nurse practitioner took care of them until paramedics arrived. also tonight young students are learning life and basketball lessons at the same time. acadia hosting hoops against bullying tournament. "eyewitness news" in glenside montgomery county. dozens of children separated into 18 teams to shoot hoops and to participate in anti-bullying workshops. acadia partnered with the community coalition for youth to teach the children. and was it a tornado in maine? that is what folks saw. thunderstorms made their way through parts of the state today and at one point people captured this terrifying image over a lake. it appears to be a funnel cloud over the water there. we'll have to filling out if that's going to be confirmed

but that's pretty frightening. we had pretty frightening storms earlier. >> we had severe thunderstorm warnings earlier this evening. we also had a flash flood warning up in that berks county, lehigh counties as well so lots of rain, lots of thunder, lots of lightning and lots of wind as well. and there was some damage from -- storm damage from that those storms that rolled through. it's a much different story across the city. here's a live look at center city philadelphia and things are looking much better. it's quieter. still on the humid side of things. we officially made it to 89 degrees today at philadelphia international airport. about three trees above average for this time of year. of course we hit the high temperature before the rain moved in and then the rain moved in and it kind of cooled things off a little bit. here's a live look at storm scan3. man, it is much, much quieter than it was a few hours ago earlier this evening. we're dealing with very quiet weather across the delaware valley. those storms pushed off the coast and we're dealing with part to mostly clear skies actually outside at this point in time. temperatures have fallen back into the 70's.

it's 74 down the should are in wildwood, 72 you have in atlantic city. we have 72 degrees in pemberton. lower 70's in toms river. temperatures comfortable in the city in the mid 70's there, 74 degrees in philadelphia. it's 71 in palmyra. we have 71 degrees in trenton and right around 71 degrees in mount holly. it's 69 in mount pocono. that is the cooler spot on the map. it's 72 degrees in quakertown and then in doylestown it's right around 70. dewpoints are still elevated though. they're in the upper 60's, lower 70's depending on where you live. we are eventually going to be getting some relief though from the humidity and it's going to arrive as early as tomorrow. now, we've had these winds in have been coming out of the south for the past few days. they filtered in the heat and the humidity. but we'll have a wind shift behind a cold front that's going to shift our winds more out of the west and northwest as we head into tomorrow, so that is going to filter in some drier and more comfortable air. now, it's still going to be on the humid side of things but definitely much better compared to what we dealt with

throughout the day today because dewpoints will be falling back into the low and mid 60's. so more sunshine on sunday, less humid. things looking good on monday as well with plenty of sunshine. still hot though but at least not with dewpoints in the lower 70's and the fourth of july looking great mostly sunny, warm conditions. very nice weather to end out the rest of the holiday weekend. future weather shows very quiet weather as we head into the overnight hours tonight. we'll have partly cloudy skies to mostly clear skies in some locations. tomorrow morning likely some areas seeing some patchy fog but quickly seeing plenty of sunshine by the afternoon so some fantastic weather. if you have any outdoor plans for the holiday weekend. going down the shore, man, things look great. we're talking about plenty of sunshine on sunday, also on monday, then on tuesday nice beach day. high temperatures all three days are going to be in the 80's. here's a look at your forecast for tonight. overnight low temperature of 72 degrees, partly cloudy, warm, still on the muggy side and then tomorrow looking great if you're going to be cooking out, breaking out the

grille, turning mostly sunny by the afternoon, slightly less humid so, yes, 91 degrees that does look hot put with the lower humidity it's not together to feel as uncomfortable as it did throughout the day today t take a look at your eyewitness weather seven-day forecast. it goes like this. 89 degrees for that high temperature as we head into monday. mostly sunny skies. we will have to watch for the afternoon and evening, there could be a stray shower or pop-up thunderstorm keeping an eye on that, most areas staying dry all the way through independence day. seasonable norms as we head into the middle of the week by. wednesday we have to bring in risk back for showers and storms in the forecast. >> thank you so much. appreciate that. lesley's got sports highlights phillies. >> wish i had better news. that's playing out here. >> i think we all are. we've been trusting the process for the last five years. it's been a painful five year stretch. 301 losses but there is some light at the end of the tunnel. they drafted joel embiid ben simmons dario saric and markelle fultz. free agency started at midnight. sixers brian colangelo worked his magic to get some veterans. they signed jj redick to a one year deal worth 23 million do's. he averaged 15 points with the clippers and he can shoot the 343 percent last season. sixers 25th in three-points last year. he turned down longer deals to sign with the sixers. brian colangelo signed veteran forward amir johnson. he played the last two seasons in boston. he averaged 7.5 points a game almost six boards. he and reddick bring veteran leadership to the youngest team in the league.

>> ♪ >> welcome back everyone. wisconsin is the home of the world famous ringling brothers but even a community used to all the clowning around was a bit floored by the sights of an 8,000-pound elephant that got loose. they were a little taken aback. according to her handlers kelly the elephant and another elephant worked together to unlatch the gate to her enclosure on friday morning so then kelly just took off. >> there's not a lot of places where elephants would be on the loose. just another day in circus city for us. >> has this very sun playful personality. mischievous in a way. it wasn't sort of out of the box for her. out of our grounds of course. >> kell had partner in crime. they were able to rankle kelly back into her enclosure. officials say an escape like this has happened only one other time back in the 60's
