>> delaware meantime now has new budget. governor john carney signed it after the legislature overnight. $4.1 billion spending plan raises real estate taxes from 3% to 4%. delaware residents will also pay higher taxes on alcohol and tobacco products. >> the suspect in the apparent road rage murder chester county is behind bars without bail. today david pest per turned himself in early yesterday, charged with shooting 18 year old bianca roberson last wednesday. shot roberson from his pick up truck and her car tried to merge onto single lane route 100 in west goshen township. authorities also say they found the red pick up and gun in the suspect's home. >> this is a story of a savage and senseless murder. bianca roberson, 18 years old, gunned down because somebody didn't want it give way. somebody didn't want her to merge into a lane of traffic.

batch of clouds. you see that there is a little bit after curvature to that, that's frontal boundary dropping in from the northwest, will help trigger shower or thunderstorm at some point later this afternoon or toward evening. i think the northern half of the region is most prone to this. you're going to the jersey shore here today, cape may, atlantic county, likely to stay totally dry. you will not have to worry about this. places like kutztown, however, may have to see shower or thunderstorm roll on through the shot at some point towards the evening. sixty-four the temperature here, loverly start to the day, but you can tell there is little hint every haze out, there the winds flow out of the southwest, that heat is only going to build from here. here is a look at couple of time frames, over the course of our holiday next few days, throughout the day in the city we heat up easily, watch for stray shower, thunderstorms as we mention, toward evening it, might linger into tonight. over night it should dry out. but then again tomorrow we will likely see shower or thunderstorm, as that front actually stalls hereby to the south. so that's why we still have the possible of bit of wet weather. maybe even isolated shower

schuylkill westbound at city avenue it is very, very busy. looking good. everyone is really enjoying it out there. we did have accident in horsham. sherwood lane, maple avenue, now since cleared. get a big thumbs-up there. do have garage fire out there in manayunk, so part of the roadblocked there, near fountain street your neck of the woods, back to you. >> meisha, thank you. investigators are working to figure out how this passenger plane caught fire after landing. the plane's left engine was engulfed by flames, after it touched down at denver international airport yesterday afternoon. that flight left from aspen, about an hour away from denver, also, 59 passengers were safely evacuated no reported injuries, firefighters did quickly put out the blaze. >> officials are investigating amtrak derailment in washington state, it tipped over near gulf course, 50 miles south of seattle yesterday afternoon. more than 250 passengers had to evacuate the northbound trains. it hired busses to accommodate passengers, and several people suffered minor injuries. >> initial report indicated

there was only one minor injuries as a result of the derailment. and pharisees questions medical history after the evacuation, which appear to be repeat related. the cause of the derailment is under investigation. and recovery effort are being undertaken by amtrak at this point in time. >> trains 15 cars jumped the tracks, four of the 15 cars jumped the tracksment back here at home, sad news, utility worker dead three other recovering after gas explosion inside lancaster county home. >> this happened in manor township yesterday afternoon, we are told ooh at this till at this work earth checking on gas leak inside of the home t suddenly burst into flame. rescue crews rush to the scene to save the workers trapped inside. one neighbor described terrifying explosion. >> it felt like massive earthquake. like everything was shaking, glass was going everywhere, wood was going everywhere, the house felt like it was falling apart. >> the home was destroyed in the blast, four nearby homes damaged. told the families are okay. two of the injured workers are in stable condition, third work nerve critical condition.

so in the sunshine, at the moment, it is definitely humid feel to the air. but not terribly uncomfortable, not all that soupy. frontal boundery approaching. that will help keep the dew point climbing, but we heat upright before it gets here. but in the, at the localized level here, storm scan3, you have to look closely, but behind the lettering of storm scan, there see little cloud cover starting to nudge our way. that's the leading edge after frontal boundary. as we heat up, as we gather more instability, see couple of showers or thunder storms ignite ahead of the frontal boundary. that's going to drop through our area later this afternoon, in toward evening, that's the best timing for anybody to get hit with quick shower or thunderstorm being could be locally gusty storm, that said, but i'm thinking mainly the northern half of the region to cone with this, mid 60s up and down the area, around the route 222 areas, low 70s, from philly down to wilmington, along i95, it is a warm start to the day in short. and even at the shore point,
