this is cbs-3 "eyewitness news" this morning. developing right now, disturbing discovery on the street of one philadelphia neighborhood. flab ores there found a child on the sidewalk, live with more on what police found inside and where they believe it could have come from. >> i'm sad that it is three days late, but i'll sign the budget tonight. >> back in business. overnight, new jersey governor christie signs the state's budget. we'll hear from both sides. also, new this morning, a century old home goes up in flames in delaware county. what neighbors are saying about the structure, that burned to the grounds overnight. >> today is tuesday, july 4,

congestion, seemingly obviously the case right now it would be anyway, so dark and early out. the vine closed wednesday and thursday overnight, not closed last night. ninety-five at cottman, looking quietment quick peak at the schuylkill at girard, looking great. joe, back over to you. >> new this morning, huge flames destroy century old home in delaware county. fire broke out bonn sal avenue and olden just before 2:00. firefighters had their hands full with the size of this fire. neighbors tell cbs-3 the home vacant for awhile and work around it had stopped recently, neighboring homes sustained damage, as well. people there forced to spends the night elsewhere. >> philadelphia police have mystery on their hands, someone discovered what's been described as an infant coffin on the street. >> trang do live in north philadelphia, with details on what police found inside of that coffin. trang, good morning. >> reporter: well, good morning, rahel, joe. this story is just extremely

bizarre, and disturbing. but what's interesting, is what police did not find inside that casket. they not finds a body, but what they did find was bag of human organs, at this point, police do not know how and why it ended up here on this north philadelphia street. >> looked like something -- >> chris james couldn't believe had i eyes when he saw the small white casket lying along the 3100 block of west deerfield street just after 9:00 a.m. monday. >> it could be anything. it could have been an animal. >> officers arrived made even more gruesome discovery. when they opened the cough town find bag of organs inside. >> according to the medical examiner, were in fact human organs, they believed they belonged to an infant or a child. >> what's unusual is inside the coffin other than the bag of organs, there was no body. >> chief inspector scott small

described the coffin as fresh, and recently pride open. investigators are looking into whether it was stolen from an area funeral home, or dug up from a cemetery including one directly across the street from where the coffin was found. among the many swirling questions, why? >> there have been cases where people take remains or human bodies for whatever unusual reasons they decide, but we will look into that. >> and the medical examiner's office now has the casket as well as the organs for further inspection, meanwhile, police are checking with area funeral homes to see if they are missing a body or casket. and they're also planning to bring in kad calfer dogs to search area cemeteries. for now, liver from north philadelphia, i'm trang do, cbs-3, "eyewitness news." joe, rahel, back to you. >> thank you for that live report. >> very disturb interesting. while you were sleeping new jersey lawmakers reached budget agreement ending the state's partial government shutdown. >> new jersey new spending

plan was announced last night ending three day old deadlock. governor chris christie signed the deal overnight and ordered the state beaches and parks reopen. >> this is long overdue significant reform, will have lasting impact on new jersey residents. everyone should have the opportunity to enjoy the holiday without having to be concerned about this. >> governor christie was unapologetic about this photo showing his family spending time on a closed state beach on sunday. he says his family will always come first. meanwhile, maine also settled a budget battle after a state government shutdown there. >> welshing it is of course the fourth of july, and thousands are celebrating where it all began here in philadelphia. >> sounds beautiful. the philadelphia pops had the crowd in the holiday spirit, also performed music from phantom of the opera. the concert has become a tradition for the city of brotherly love. >> we're all one nation, we're one group of people that really need to be together. >> my whole married life i lived in new york. i moved back here eight years ago. no place like philadelphia. >> and if you missed last night's concert, there are plenty of festive tis planned throughout the city including fireworks on the parkway and the delaware river waterfront tonight at 9:30. speaking of fire work, how about this? chopper three captured the happy birthday america celebrations, in haddon township last night, over the haddon township high school football field. the event started off with live music, and tonight, their annual parade will run from the municipal build to go crystal lake, kicks off 11:30 p.m. >> celebrations don't stop there. thousands of people will pack the parkway tonight, including mary j blige. that's right, the superstar is set to perform at the party on

your normal trash clerks day is today, put out materials for collection tomorrow. trash and recycling collections will be day behind all week, municipal courts arraignment court, how much, will remain open. >> and other news this morning, upper darby police say two teenage girls responsible for violent crime spree over the last two weeks. authority have named 16 year old and 17 year old as suspect. they are accused of rob too long cab drivers at gunpoint within hours of each other near 69th street. days later on kent road they allegedly stole $1,000 from a two women, one of them 86 years old. >> police arrested mckie being charged as an adult. >> how do you get into the head of a 16 year old? i mean, she is a baby, committing adult crimes. >> police are still looking for martinez, two anonymous donors came forward giving two of the the victims $2,000. >> the man police say shot and killed a teenager and

suspected case of road rage is set to appear in court next week. now, police have charged 28 year old david desper with first and third degree murder in the shooting death of 18 year old bianca roberson. investigators say desper shot roberson after both drivers tried to merge into the same lane on route 100 in west goshen chester county last wednesday. desper now being held without bail. >> sign every hate in society hill as someone spray painted a swastika on a sit trash can. now, this trash can is at thirds and spruce streets. it was discovered defaced yesterday before neighbors say a second person apparently came by, crossing out the swastika, in red. then a third person used white paint to write quote nays is he punks. the city has since cleaned up that trash can and erased any sign of the graffiti. >> police continue to search for a suspect who defaced holocaust memorial at the lakewood scholl in new jersey.

$10,000 reward is being offered after an anti-semetic banner was discovered this weekend, this incident follows another in lakewood in which anti-semetic flyers. >> overseas now, despite many nations urging them not to do it, north korea launched another missile overnight. president trump tweeted hard to believe south korea and japan will put up with this much longer. another tweet he urged china to put heavy move on north korea end this nonsense once and for all. >> meantime the president returned to joint base andrews from bed minister new jersey in time for the holiday. president will celebrate the fourth of july at the white house where he will host celebration with military families. later this week the president heads to poland and germany for the annual g20 summit. >> well, it is danger, up next, what was falling from the sky, in new york city that left some damage, and caused some tense moments. >> then check out this close call for one truck driver in

that glass is from a window. >> southern california, hot air balloon excursion ended with a crash landing on water. (screams heard). >> terrifying screams, the pilot managed to avoid power lines but had to set the gondolla down in a retention pond, several riders tumbled into the water, some were pinned under the huge balloon. one young rider pulled his girlfriends to safety. >> the basket tilted, she went underneath the basket. that's when it got serious, right? >> the pilot said high winds forced emergency landing, remarkably, there were no injuries. >> time 4:45, katie, i can tell that you that's the reason dow not do hot air balloons. >> that's the reason? >> yes, among other things, but that alone. >> not what you do if you have

a fear of height either, my goodness. very tough to see. glad to hear everybody is okay. generally speaking you guys all-in-all, forecast pretty tame. we had front that dropped through yesterday. that's still dropping off to our south. and it is getting kind of hung up here across l the delmarva peninsula. shower or thunderstorm out there. most of the day is dry. specially the further north you go, into the poconos, mainly looking at sunny skies here, throughout the day. this little pocket of showers that's been firing up south of i80 there is could linger into the northern suburbs here over the course of the next couple of hours but mainly see any wet weather fire up philly and south. heavy thunderstorm turningsly making their arrival, pushing through on leading edge of a squawl line down through central texas, not system that impact us, later in the week, this system does move n forecast essentially still unsettled over the course of the next couple of days. now, let's take you through future weather the next couple

of hours. >> maybe 12 counties impacted by that locally, but for the most part we're going to see some sunshine, then here you go with the front peer by to the south, helps trigger scattered showers or storms, now, lot of fireworks displays taking place between 9:30, 10:00 or so. i think we are basically okay. again, one of the renegade isolated showers or storms may still pop up. i don't think you will be dealing with much more than a delay for any of the displays going on out there. we mention temperatures earlier in the broadcast. still warm, still in the 70s, upper 70s no less up and down good portion of i-95. meanwhile, looking forward in this eyewitness weather seven day, still do harmless rotation with 90. ended up at 91 yesterday. again with some sunshine, spotty shower or storm, mainly dry with sun tomorrow, just the off chance for left over shower. come thursday and friday, new system is here. that bridges better likelihood of rain and storms. >> all right, katie, thank you so much for. that and a big happy fourth
