the >> good evening everyone, i'm ukee washington. >> i'm jessica dean. . this morning's discovery shaken a neighborhood and the city says there have been other cases like this over the past few months greg argos is live outside police headquarters with new details on the investigation. greg? >> reporter: police are actively investigating this case, the noose spotted near 18th and lombard. philadelphia police releasing surveillance of two men they say may be responsible. friday morning, at the corner of 18th and lombard, this disturbing discovery, a hang man's noose dangling from a tree. >> could be someone playing a prank. we're concerned obviously any time you see a noose or that type of artifact it conjures up images of lynching. >> philly pd said they're taking no chances collecting the noose and helping to determine who

placed it on the tree. friday police releasing this video showing two males, one white one black walking away from the tree, seconds earlier the white male tossed the rope over the branch >> the shocking and disgusting. and frankly sad >> neighbors upset >> i was appalled >> terrible. seems like a bad pattern that emerging. >> reporter: according to the executive director of philadelphia's commission on human relations >> the commission enforces the anti-discrimination >> the city seen an increase in the past few months >> we've seen a huge uptick in acts of hate and bias. >> reporter: last week, a u.s. mint employee suspended for placing a noose on pan african-american coworker's chair. the treasury secretary calling for a quote swift and serious

investigation >> not lost on us that two in a week's period. >> reporter: in the 18th and lombard, neighbors say they're disgusted by what was suspended from that tree >> the climate has the gotten to the point somebody felt this was acceptable? it is not and will never be and shouldn't be acceptable in this country. >> reporter: police are in the calling these two men suspects and right now, it is unclear what, if any, crimes were committed, but detectives tonight saying they do want to speak with these two men, if you happen to recognize these guys from that surveillance video you just witnessed, of course, you can reach out and contact the philadelphia police department. for now, live at philadelphia police headquarters, greg argos cbs3 "eyewitness news." thank you. police are investigating a series of drive-by paintball attacks in two philadelphia neighborhoods police say four people were hit yesterday on that the 5,000 block of woodland avenue in southwest philly. minutes earlier, officers received a similar report about a mile away in university city. eyewitnesses told police four

cease fire in southwest syria. a teenager gunned down during a road rage incident in chester county is laid to rest. family and friends gathered to say final farewell to 18-year-old bianca roberson. a viewing and funeral service was held at st. paul's baptist church in west chester. authorities say 28-year-old david desper shot roberson last week after both drivers tried to merge into the same lane on route 100 in west goshen. desper is being held without bail. police now say tennessee star venus williams legally entered an intersection before she drove into the path of another car resulting in a deadly crash. police in palm beach gardens florida release this video and shows williams going through at in front of legally. her cut her off. she stopped briefly. then proceeded forward but was hit by a car driven by 78-year-old linda bar son, her husband died from his injuries. williams has not been cited or

charged. residents in a chester county community a dealing with dirt water. they say sunoco's pipeline drilling is to blame. neighbors in exton say it contaminated local well water. few homes lost water completely. after residents complained sunoco delivered pellets of bottle water and offered hotel rooms to some affected. one resident sent his out for private testing >> how long it took so long for them to notify us they wrecked our wells? >> a spokesman for sunoco said the company suspended drilling monday and is investigating. the township of west whiteland is calling on the company to pay to hook up affected residents to city water. it is friday and that means it's cbs3 summerfest. we're highlighting yet another great community in our region and tonight, we're in the berks county town of kutztown at the folk festival. the annual celebration of dutch

culture been around decades and filled with food, fun and a bit of a history lesson as well. ukee washington is there live and ukee, i hear you were doing a little dancing tonight. >> yes, jessica, i tried a little hoe down, but it was more like oh, no, don't do it. but i did it. i did it more on that coming up in just a little bit. let's talk about the festival and the history of the festival. in 1950, three professors from franklin marshal college in lancaster started the festival. chose kutztown because it represented pennsylvania dutch culture so well. now, in it's 68th year, the festival features 200 traditional crafts men working on live demonstrations in six stages of entertainment. showcasing the music and the dance of the culture. and speaking of dancing, a lot of that today from sheep shearing to square dancing, the sights and sounds of the festival were all the buzz.

good. we did get through that rain. we had sunshine for a good chunk of the day after rain this morning. and of course, we saw the rain move through during the evening hours but now beautiful conditions, we got a nice view of the almost full moon here in kutztown. we did have quite a bit of rain through the day. we started with it and ended the day with it. and we picked up two inches in parts of lehigh valley and up to an inch across portions of berks, quiet conditions the last of that rain now moving offshore just a couple of lingering showers in or around the beach haven end area, overnight, mostly cloudy, still quite warm, 72. still a little bit muggy as well but we are going to have another frontal boundary drop in tomorrow, it will bring us much lower humidity by the second half of our saturday. but, ukee, will it bring us a shower also? that's the big question. and i have the answer. and i'll tell it to you coming up in just a few.

dutch. i want to show you something special right now. a recognizable symbol of his culture is the hex sign. hex signs derive from barn stars and were started by milton hill at the kutztown 19 1952. so many festival goers wanted to take his designs, they cut wood circles and hill started painting them and selling them as well and the rest tori is history indeed. speaking of selling. are those quilts on sale? did you get one. >> they're price see. guess how much one is >> i'll listen to your story >> $1 million. >> stop >> i am lying, that is not true. but a lot of money, you'd be shocked. you've seen all the artistry things, but these quilts are pieces of art. and the prices, well, i guess they're not shocking when you
